On February 27, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting of the Standing Committee of the Subcommittees preparing for the 14th Party Congress and the Steering Committee for Summarizing 40 Years of Renovation, giving opinions on major policies to be added to the draft documents to be submitted to the 14th National Party Congress.
Implementing the direction of General Secretary To Lam, since the 10th Central Conference up to now, a number of policies of the Central Executive Committee, Politburo, Secretariat, and key leaders have been reviewed, synthesized, considered, supplemented, and updated by the Standing Committees of the Sub-Committees into the draft documents submitted. 14th Congress of the Party; including the content on the economic growth target for the period 2026-2030 towards achieving double digits, on continuing to review, adjust, supplement and perfect functions and tasks, streamlining the organizational structure within agencies, units and organizations and some other important contents on national defense, security, foreign affairs, on building and perfecting the socialist rule of law state, perfecting the legal system, on the work of preventing and combating corruption, waste and negativity...
Concluding the meeting, General Secretary To Lam praised the responsible working spirit and efforts of the Subcommittees in completing a huge amount of work in a short time.
The General Secretary basically agreed with the proposal of the Standing Committee of the Sub-Committees and the Steering Committee for the Summary of 40 Years of Innovation, and at the same time suggested continuing to absorb the opinions at the meeting to edit, update, and supplement the draft reports in a concise manner; in which it is necessary to generally assess strategic issues, highlight the will, determination, and aspiration for breakthrough development of the entire Party, people, and army to realize the goals by 2030, the 100th anniversary of the founding of the Party, our country is a developing country, with modern industry, high average income, by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, our country becomes a developed country, high income.
The General Secretary requested that reports must be presented in an action-oriented manner, with a practical basis so that cadres, party members, and people of all walks of life have faith in the set goals.
The spirit is that as soon as it is approved, the entire political system will immediately implement it. It is necessary to update, supplement and deepen the assessments of the achieved results, causes, and lessons learned after 40 years of renovation and during the 13th Party Congress term with the spirit of looking straight at the truth to clearly see the existing problems, limitations, bottlenecks, and prominent knots in all fields, and make objective assessments to clearly identify where we are and what level of development we are at in order to have the right solutions.
Not to glorify achievements but also not to be pessimistic, only seeing the shortcomings and limitations without properly assessing the achievements and results that our entire Party, people and army have strived to achieve. At the same time, continue to update assessments, analyze and forecast strategies on the international context, world development trends, especially new issues that can directly impact our country both in the short and long term, so that the Party and State can have appropriate strategies and policies...
The General Secretary stated that throughout the documents, the key role of the work must be emphasized. Party building, affirming the steadfastness of the renewal policy, at the same time must clearly see that the Party is shouldering the historical responsibility, leading the country firmly into a new era of the nation.
Facing many difficulties and challenges, the Party must constantly improve its mettle, intelligence, innovation capacity, leadership capacity, and gradually improve itself to fulfill its historical mission.
Emphasizing that time is running out, the General Secretary requested that the Standing Committees of the Subcommittees direct the editorial team to spend adequate time, focus efforts and intelligence to complete the work with the highest quality and on schedule.
