On February 25 , 2025, after a day of urgent, serious and responsible work, the Party Congress of Ha Hai Real Estate Joint Stock Company ended successfully. This Congress has a special significance , being a grassroots congress of the Party Committee of the Corporation . After the Congress , experience will be drawn , serving as a basis for the next Party Committees to organize congresses . The Congress also took place in an exciting atmosphere in preparation for congresses at all levels towards the 14th National Party Congress, adjusting and supplementing a number of contents of Directive No. 35-CT/TW .
Attending the Congress were Comrade Bui Van Thach, Deputy Head of the 14th Congress Documents Editorial Team, Vice Chairman of the Central Theoretical Council; Comrades in the Working Group of the 14th Congress Documents Editorial Team . On the side of Vietnam Railways, there were Comrade Dang Sy Manh, Party Committee Secretary, Chairman of the Board of Members of Vietnam Railway Corporation, comrades representing the Organizing Committee of the Party Committee of the Corporation, and more than one hundred delegates who are Party members and employees of Ha Hai Railway Joint Stock Company.
The Congress announced the political report of the Executive Committee for the 2020-2025 term , which basically summarized the achievements, shortcomings, causes and lessons learned in the past term, and directions and tasks for the 2025-2030 term. Notably : revenue in the past 5 years increased by an average of 15.84 %, profit increased by an average of 9.54%, and workers ' income increased by an average of 8.0 % ; Train accidents during the entire term decreased by 16.5 % compared to the previous term ; Train incidents and obstacles decreased by 9.8 % compared to the previous term ; Successfully completed innovation, arrangement and improvement of business performance ; Workers ' lives and incomes were guaranteed and improved day by day . The Party Committee has done a good job in Party building, leading mass organizations to effectively promote their roles, responsibilities and functions ; Movements among employees have been maintained and developed well, contributing positively to the overall success of the Company. In 2024 , the Company 's Party Committee was honored to receive a Certificate of Merit from the Party Committee of Vietnam Railways Corporation for Excellently Completing the Task ; Ha Hai Railway Joint Stock Company was honored to receive the Excellent Unit Flag from the State Capital Management Committee at Enterprises , leading the emulation movement ; The Company 's Trade Union was honored to receive a Certificate of Merit from the Vietnam General Confederation of Labor for its outstanding achievements in the emulation movement for good workers and building a strong Trade Union organization ; The Company 's Youth Union was honored to receive a Certificate of Merit from the Central Committee of the Ho Chi Minh Communist Youth Union for its outstanding achievements in the work of the Union and the youth movement .
The political report also frankly pointed out the weaknesses and limitations , especially in personnel work and the quality of workers . From there , it set out the direction and tasks for the 2025-2030 term with the general goal : Self - reliance , innovation , human resource training , equipment investment , effective cooperation , construction , management acceptance , and maintenance of new railway lines and high - speed railways .
Speaking at the Congress , Comrade Dang Sy Manh, Party Secretary, Chairman of the Board of Members of Vietnam Railway Corporation, stated: 2025 is identified by the Central Committee as a pivotal and breakthrough year, a year with many important events for the country to prepare to enter a new era - the era of national development. For Vietnam Railway Corporation , this is also determined to be a year of acceleration, breakthrough, and the best completion of the goals of the Resolution of the 12th Congress of the Party Committee of the Corporation for the term 2020 - 2025, the 5-year Development Investment Plan 2021 - 2025 and creating the foundation and premise for development in the period 2026 - 2030.
Comrade Dang Sy Manh suggested that the Party Committee of Ha Hai Railway Joint Stock Company, in addition to doing well the work of Party building and performing well all aspects of the company's activities, the Party Committee must direct Ha Hai Railway Joint Stock Company to do well the labor union, together with companies, units, and fields in the Vietnam Railway Corporation, striving to build a "Solidarity - Discipline - Safety - Development" Railway industry; a Railway industry with "Lovely Trains - Construction Road " .
In the exciting atmosphere at the Congress , Comrade Dang Sy Manh added that in recent years , Vietnam Railways has made a spectacular transformation , with innovations first of all from thinking : such as determining that Railways is not only of the railway industry , but also carries the heritage and cultural values of the country , of the nation , of humanity . And railways are not only a pure form of transportation , but also a form of tourism experience , where " each route is a flower , each station is a destination " . Railways have done unprecedented things , thereby receiving positive feedback from customers , the market , and being interested and highly appreciated by public opinion . Vietnam Railways has , is and will need to continue to overcome its limits to do extraordinary things . In that general flow , Ha Hai Real Estate Joint Stock Company needs to clearly define its position , build a strategic vision with 5 - year and 10 - year plans , implement them well and especially spread the positive spirit and efforts to each Party cell , each Party member and each worker .
At the Congress, delegates voted to elect a new Executive Committee of 15 members with a high number of votes in favor. Accordingly, comrade Nguyen Van Hai was elected to hold the position of Party Committee Secretary; comrades Nguyen Quoc Vuong and Hoang Duc Tai were elected as Deputy Party Committee Secretaries for the 2025-2030 term. The Congress also elected official delegates and alternate delegates to attend the 13th Party Congress of the Corporation, and approved the Resolution of the Company Party Congress for the new term.
