Ministry of Education and Training inspects the implementation of Circular 29 in Quang Tri province

During 2 days (February 27 and 28), the inspection team of the Ministry of Education and Training (MOET) led by Deputy Minister Pham Ngoc Thuong surveyed and grasped the implementation of Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning in Quang Tri province.


Here, the delegation worked with Tran Hung Dao Secondary School and Le Loi High School, Dong Ha city and worked with the Department of Education and Training of Quang Tri province.

Reduce financial burden for parents, students promote self-study spirit

Tran Hung Dao Secondary School, Dong Ha city has more than 1,200 students, of which 204 are grade 9 students.

The inspection team of the Ministry of Education and Training worked with Tran Hung Dao Secondary School, Dong Ha city, Quang Tri province.

Reporting on the implementation of Circular 29, Mr. Le Vinh Hiep, Principal of the school, said: Tran Hung Dao Secondary School has seriously deployed and properly implemented the regulations of Circular 29.

In particular, the school has proactively reviewed all extra teaching and learning activities as soon as the Circular was issued, without waiting for it to take effect. The organization of extra teaching with fees in the school has been completely stopped. All teachers in the school (53/53 people) have signed a commitment to comply with the provisions of Circular 29.

Evaluating Circular 29 and its initial implementation, Mr. Le Vinh Hiep said: The Circular contributes to ensuring fairness in education, reducing the gap in learning opportunities among students. The Circular provides specific regulations to help schools and educational management units have a clear direction in implementation.

The suspension of paid tutoring in schools helps reduce the financial burden on parents, while encouraging students to develop self-study skills and be more proactive in acquiring knowledge. The school has quickly adjusted its teaching plan and assigned teachers appropriately to ensure the quality of education, especially for excellent students and 9th graders preparing for the high school entrance exam.

Regarding extra-curricular teaching, 9 out of 55 teachers of Tran Hung Dao Secondary School reported that they taught extra-curricular teaching. The school is waiting for instructions from the Department of Education and Training and the Provincial People's Committee to organize inspections and supervision of these extra-curricular teaching activities.

The prestige and honor of teachers are strengthened with Circular 29.

Sharing her enthusiasm and responsibility for implementing Circular 29, teacher Truong Thi Thu Hien, Literature teacher, Le Loi High School, Quang Tri province, said: The best thing when Circular 29 is issued and takes effect is that the prestige and honor of teachers are strengthened.

“This benefit is huge, when teachers do not teach extra classes with their students in class, their reputation increases even more. With this regulation, teachers who by one way or another attract students to extra classes will no longer have a place to live,” Ms. Thu Hien explained.

Along with affirming that she will strictly implement Circular 29, teacher Truong Thi Thu Hien also shared about the efforts of teachers with students of a school with not really good input like Le Loi High School.

According to Ms. Hien, in recent years, the school has always conducted review sessions for 12th grade students until the day of the high school graduation exam, because "reviewing is to keep the students' spirit until the end, trying little by little so that they have the knowledge and confidence to pass the exam".

With this sharing, Ms. Thu Hien expressed her hope that there will be a solution to support teachers' review costs and that the 2025 high school graduation exam will be suitable for students who have studied the 2018 General Education Program at high school level but have not studied the new program at middle school level, and they are also students who are disadvantaged by the Covid-19 pandemic.

In the 2024-2025 school year, Le Loi High School has 464 12th grade students. Before Circular 29 was issued, "extra teaching and learning" activities in schools were divided into 4 groups: Tutoring weak students (free), nurturing excellent students (free), reviewing for high school graduation exams (negotiated cost), and extra teaching and learning outside of office hours (negotiated cost).

Mr. Dang Hoang Quy, Principal of Le Loi High School, said that since February 3, 2025, the school has stopped extra teaching and learning activities in the school. Adjusting and maintaining tutoring, training excellent students and reviewing for high school graduation exams according to regulations. "Ending extra teaching and learning activities, except for 3 groups of students for tutoring, training, and reviewing for exams as stated in Circular 29, has helped the school reduce management pressure," Mr. Quy admitted.

Referring to the pressure on financial resources for reviewing for the high school graduation exam due to the high demand of students, the long review time or the difficulty when students do not have the habit of self-studying..., Mr. Dang Hoang Quy believes: "The school determines that the above difficulties are only temporary, with the determination and synchronization in the direction of all levels and the high sense of responsibility of the team, the implementation of Circular 29 will be inevitable, in line with the trend".

According to the report of the Department of Education and Training of Quang Tri province, before the issuance of Circular 29, the whole province had 22 high schools, 46 middle schools organizing extra teaching and learning activities in schools and 12 extra teaching and learning facilities outside of schools. The subjects organized for extra teaching and learning are mainly Math, Physics, Chemistry, Biology, Literature, English, Geography. The number of teachers registered to teach extra teaching in and outside of schools accounted for approximately 20%.

After the Ministry of Education and Training issued Circular 29, the Department of Education and Training conducted research, grasped and collected opinions from relevant agencies, organizations and individuals, and advised the Provincial People's Committee to draft a Decision regulating extra teaching and learning in the province.

The Department of Education and Training has directed units and schools to thoroughly grasp, propagate and disseminate to cadres, teachers, school staff, parents and students to correctly understand the provisions of Circular 29.

Educational institutions continue to review and classify students according to their learning outcomes to have a basis for organizing appropriate tutoring and review, focusing on students in grades 9 and 12 with low learning ability.

Educational institutions continue to encourage and motivate teachers to promote the spirit of exemplary and responsible behavior, proactively register to participate in tutoring and review for students, and at the same time balance the allocated state budget and other legal funding sources to spend on this task appropriately to maintain the effectiveness of review work for students in grades 9 and 12.

The Department of Education and Training has directed schools to review, adjust or develop their own educational plans for extra teaching and learning for 12th grade students to prepare for the graduation exam from February 15, 2025 to before the graduation exam in 2025; and to estimate funding needs.

The Department of Education and Training is responsible for managing extra teaching and learning activities in the province. Plan to organize inspections and checks on the implementation of the Regulations on extra teaching and learning to prevent and handle violations according to its authority. Discussing some advantages and benefits when implementing Circular 29 such as: The management of extra teaching and learning has been promptly directed by authorities at all levels; organizations and individuals who have the need to organize extra teaching and learning outside of school have paid attention to learning, registering their business and carrying out procedures according to regulations; many parents agree that their children do not have to participate in extra teaching and learning when there is no real need...; the representative of the Department of Education and Training of Quang Tri proposed that the Ministry of Education and Training issue appropriate sanctions for violations of regulations on extra teaching and learning; resolutely innovating teaching and testing in the direction of competency approach, especially for exam questions, thereby changing the mindset and demand for extra teaching and learning.

The Department of Education and Training of Quang Tri also proposed that the Provincial People's Committee direct the Department of Finance to allocate funds for educational institutions to conduct extra teaching and learning in schools for subjects specified in Circular No. 29; provide guidance on business registration and licensing for extra teaching and learning in accordance with the law.

There can be no further delay in managing extra teaching and learning.

Speaking at a working session with the Department of Education and Training of Quang Tri province, Deputy Minister Pham Ngoc Thuong emphasized that extra teaching and learning is a real and ongoing need. At the same time, he affirmed that with Circular 29, the Ministry of Education and Training does not prohibit extra teaching and learning, but it must be active extra teaching and learning in accordance with regulations.

Analyzing some of the reasons for extra teaching and learning, such as lack of schools, lack of teachers, large class sizes; parents' desire for their children to attend quality schools; not yet resolving the relationship between family and school and society; although there have been draft directives, innovation in testing and evaluation still needs to be done better... The Deputy Minister also frankly mentioned the consequences of extra teaching and learning that education managers at all levels and teachers need to clearly recognize in order to implement Circular 29.

“The desire to teach and learn extra is legitimate, but it is necessary to consider whether it is appropriate or not. If it is not appropriate or effective, it will lead to waste, leading to consequences for students, teachers, families... It is necessary to properly assess the consequences of widespread teaching and learning extra to have the right response,” sharing this, the Deputy Minister said that strengthening the management of teaching and learning extra is not new, nor is it only now that regulations on managing teaching and learning extra are issued, but it is already drastic and must continue to be more drastic.

“There can be no more delay in managing extra teaching and learning. The spirit is one of unity, consensus, determination, efficiency, towards students, towards protecting genuine teachers. Resolutely overcome the consequences of rampant extra teaching and learning,” the Deputy Minister directed.

Reiterating the guiding viewpoints of "5 no's" and "4 upholds" that were discussed earlier in the working session and inspection with the Hanoi Department of Education and Training - 5 no's are: no "beating the drum and leaving the stick", no compromise, no tolerance, no distortion, no saying it's difficult but not doing it. 4 upholds are: upholding the role of education management staff at all levels; upholding the spirit of self-respect, self-esteem, and devotion to students of teachers; upholding the self-awareness and self-study of students; upholding the role of the relationship between school - family - society, the Deputy Minister requested the Quang Tri Department of Education and Training to do a good job of synchronizing solutions on communication, professional work, advising on strengthening facilities to ensure enough schools and classes, reasonably arranging the teaching staff, inspection and examination work, etc.

Through the report of the Department of Education and Training of Quang Tri and the discussion of managers and principals of schools in the province, Deputy Minister Pham Ngoc Thuong highly appreciated the initiative of the Quang Tri Education sector in implementing Circular 29 with the general spirit of support, consensus and determination, and unity in implementation. The Deputy Minister noted that the Department of Education and Training should advise the Provincial People's Committee to soon issue regulations on extra teaching and learning of the province to effectively manage this activity.

In his speech, Deputy Minister Pham Ngoc Thuong repeatedly emphasized the role of teachers in enhancing guidance and inspiring students to be self-study, self-aware, and proactive in their studies. The Deputy Minister also suggested to the Department of Education and Training that they could launch a movement of “self-study and self-review for graduation exams” for 12th graders.
