On the morning of February 27, at the Government Headquarters, the Government Standing Committee Conference took place working with State-owned enterprises (SOEs) with the theme "Tasks and solutions to contribute to double-digit economic growth, rapid and sustainable national development".
Prime Minister Pham Minh Chinh chaired the Conference; Deputy Prime Ministers Ho Duc Phoc, Bui Thanh Son, Mai Van Chinh attended the Conference. Attending the Conference were ministers, members of the Government; leaders of the People's Committees of Hanoi, Ho Chi Minh City, Dong Nai, Binh Duong, Khanh Hoa, Hai Phong, and representatives of corporations, general companies, state-owned enterprises and state-owned commercial banks.
Speaking at the conference, Prime Minister Pham Minh Chinh stated that in order for the whole country to grow by double digits, every citizen, business, every level, and every sector must strive for double digit growth.
The Prime Minister said that our country is currently implementing very large programs and projects such as completing 3,000 km of highways by 2025; building airports, ports, North-South high-speed railways, railways connecting China, urban railways, etc.
In terms of society, there are two major programs: the social housing construction program and the program to eliminate temporary and dilapidated houses nationwide, with the goal of making policies for young people, the disadvantaged, low-income people, and workers to have a place to live. We develop quickly but must be sustainable and inclusive, leaving no one behind.
The Prime Minister affirmed that everyone must make efforts, but efforts and efforts must be methodical, appropriate, scientific and effective. Therefore, the question is how to do it, what do businesses do, what do people do, what does the State do, what does the Central Government do, what does the locality do to achieve the double-digit target?
The Prime Minister emphasized that the State must be creative, businesses must be pioneers, and the people are the foundation and strength; it is necessary to create momentum for the entire nation and mobilize people to participate.
To mobilize people to participate, we must create jobs for them. According to the Prime Minister, building railways, airports, and ports will create new development space, leading to the development of a series of industries and services.
The Prime Minister said that recently, the Government Standing Committee has worked with private enterprises, enterprises that have registered to carry out many major tasks of the country. So for state-owned enterprises, which are allocated capital by the State, how should they manage to contribute to double-digit growth? If any mechanism or policy is needed to do things faster and more effectively, it must be proposed. The Prime Minister said that after this conference, there will be targets assigned to each enterprise.
This is the 5th Conference since the 2025 Lunar New Year holiday of the Government Standing Committee working with ministries, branches, localities and enterprises to discuss tasks and solutions to achieve economic growth targets.
At today's conference, the Government Standing Committee will work with state-owned enterprises to listen, exchange and discuss mechanisms, policies and solutions to remove difficulties and obstacles in the production and business process. The goal is to maximize resources, innovate growth drivers and promote new growth drivers, contributing to accelerating the economy and making a breakthrough in 2025, towards the country's sustainable development goals.
Also at the Conference, Chairman of the Board of Directors of Vietnam Railways Corporation Dang Sy Manh said that 2024 is determined to be a favorable year for Vietnam Railways Corporation, achieving positive results. The total output of the Corporation reached over 10 trillion VND, up 7.7% over the same period; revenue reached over 9.6 trillion VND, up 7.9%. In 2024, the Corporation will launch many new products to the market that have been positively received by the people.
In addition, the Corporation has restructured according to the Prime Minister's direction: Reorganizing project management boards; locomotive branches, merging 2 transport companies; applying 23 digital programs and solutions in administration, operation, and customer care.
The Corporation would like to express its gratitude for the strong direction of the Government and the Prime Minister, in a very short time, to have submitted and approved by the National Assembly 2 super railway projects. When completed, the railway will certainly become the " backbone, the main artery of the economy" , worthy of the role of the railway industry like countries with developed railways.
In 2025, in addition to accelerating, breaking through, and reaching the finish line of the term, the Corporation will also focus on implementing related contents on the investment policy for the high-speed railway project on the North-South axis and the Lao Cai - Hanoi - Hai Phong railway route.
At the same time, implement the directives and management documents of the Government and the Prime Minister on growth targets for sectors, fields and localities. Closely follow the Government's action theme in 2025 "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough."
Building on the achievements in the past, researching the market, learning from the experiences of railways in countries around the world, in 2025 and the following years, the Corporation sets a growth target of 8% in 2025 and double digits in the following years. The Corporation focuses on implementing the following key solutions:
First is the group of solutions for existing railways:
Regarding transportation: Continue to introduce many passenger transport products associated with tourism, both moving and experiencing, closely cooperating with businesses, partners, and localities to form service and terminal transportation connection chains. Cooperate to promote the exploitation of services on trains and at stations.
Strengthening domestic and international freight transport, especially bringing border gates deep into Vietnam's interior and strengthening international freight transport through Europe and West Asia.
Regarding industry: Research and invest in building new vehicles to add traction and carrying capacity for freight and passenger transport. Promote self-propelled products, green transformation, high-quality and unique products such as luxury carriages, open-top carriages, railway bicycles, etc.
Regarding infrastructure: Propose renovation, upgrading, ensuring safety and improving the quality of transportation and tourism services. Propose projects to weld rails, upgrade railway sections through the city, connect industrial parks and seaports.
Regarding asset exploitation: Focus on implementing Decree 15/2025/ND-CP of the Government on asset management, developing logistics centers, and transportation support services to improve competitiveness. Organize inventory, classify assets, and organize asset exploitation to ensure compliance with regulations and efficiency.
Regarding governance: Continue to implement streamlining... according to Resolution 18. Strengthen the application of science and technology development, strongly transform digitally according to Resolution 57.
Increase labor productivity and business efficiency
Second is the group of solutions for new railways, high-speed railways:
In addition to closely coordinating with agencies and units under the Ministry of Transport to implement the North-South high-speed railway project, the Lao Cai - Hanoi - Hai Phong railway project and other railway projects; the Corporation needs to focus on immediately implementing the tasks in Resolutions 172 and 187 of the National Assembly, which are:
"Vietnam Railway Corporation takes over management, maintenance of infrastructure and organizes operation and exploitation; mobilizes other enterprises to invest in vehicles; continues to restructure, build a model of management, maintenance of infrastructure to ensure unity, modernity and efficiency; participates in the development of the railway industry".
Through research on the scale of the railway market, international experience, and after working with relevant domestic and foreign partners; the Corporation proposed the early development and approval of the following 3 projects:
First: Project to restructure Vietnam Railways Corporation towards having subsidiaries in infrastructure, transportation, industry, and training academies. With appropriate capacity to be worthy of a 100% state-owned enterprise, performing the tasks assigned by Resolutions 172 and 187 of the National Assembly.
Second: Project on training and developing railway human resources for high-speed railway, Lao Cai - Hanoi - Hai Phong railway and urban railway:
The estimated human resource demand for management, exploitation and maintenance of the new railway line is 16,000 workers with an estimated training cost of 10,000 billion VND;
Thus, a human resource training project is needed to provide timely scale, time, duration, industry structure, qualifications, costs, policies, etc. for construction, management, exploitation, operation, and maintenance.
Third: Project on industrial development and technology transfer:
The estimated demand for new locomotive and rolling stock equipment in the period 2030-2050 for the current railway, urban railway lines, high-speed railway, Lao Cai-Hanoi-Hai Phong railway is as follows: 261 locomotives, 1,100 TĐC railway cars, 1,000 passenger cars, 7,000 freight cars, 1,500 urban railway cars...
It is necessary to analyze core technology, security - defense, satellite industry, and the formation of industrial ecosystems. It is necessary to analyze the localization rate, import, export, assembly, manufacturing, etc., and have appropriate policies.
Through preliminary calculations, it is expected that an industrial complex with an area of about 200 hectares will be needed, including functional zones, production and assembly lines. The estimated construction and equipment costs are 200 million USD (excluding land). Therefore, an industrial development project for all types of railways is urgently needed.
In addition, the Corporation prepares resources mainly from 20 infrastructure companies to actively participate in the construction of railway lines, contributing to speeding up construction progress and accumulating experience in maintenance.
In 2025, Vietnam Railways Corporation respectfully hopes to continue receiving attention, support, and facilitation from the Government, Prime Minister, central and local ministries, branches, and sectors; and close and effective coordination and cooperation from corporations, enterprises, and localities where the railway passes through.
Next, the leaders of state-owned enterprises took turns proposing many solutions and indicators to closely follow the 8% growth target by 2025 set by the Government, and at the same time proposed to create new space and increase autonomy in business operations.
