On the morning of February 26, Deputy Prime Minister Tran Hong Ha worked with the Ministry of Transport, relevant ministries, branches and 9 provinces and cities on the Plan to organize the implementation of Resolution No. 187/2025/QH15 of the National Assembly on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction investment project.
Deputy Prime Minister Tran Hong Ha stated that, with the goal of completion by 2030, the Lao Cai - Hanoi - Hai Phong railway construction investment project sets very urgent milestones and timelines, requiring the simultaneous implementation of many stages and steps from survey, technical design, site clearance, construction organization... but must ensure full, scientific and strict procedures. Therefore, ministries, branches, localities and enterprises need to clearly identify the tasks and work that can be performed in parallel, as well as the stages and steps that must be followed.
"The process of organizing and implementing the investment in the construction of the Lao Cai - Hanoi - Hai Phong railway will be valuable experience for implementing important railway infrastructure projects of the country such as the North-South high-speed railway, urban railway lines of Hanoi, Ho Chi Minh City...", said the Deputy Prime Minister.
The milestones are very urgent.
According to Resolution 187, the Lao Cai - Hanoi - Hai Phong railway project, with a total capital of VND 203,231 billion, equivalent to USD 8.37 billion, strives to be completed no later than 2030.
The project starts at the border rail connection point (Lao Cai province), ends at Lach Huyen station (Hai Phong), nearly 391 km long; branch line length is 27.9 km, passing through 9 provinces and cities including Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The railway line is newly invested with a single track, 1.435 m gauge, for general passenger and cargo transportation; designed speed of 160 km/h for the main line from the new Lao Cai station to Nam Hai Phong station; 120 km/h for the section through the hub area of Hanoi city; speed of 80 km/h for the remaining sections.
Preliminary total land use demand is about 2,632 hectares, resettled population is about 19,136 people.
Deputy Minister of Transport Nguyen Danh Huy said that the Plan to implement Resolution 187 aims to clearly define the tasks of ministries, branches and localities, as a basis for the Government, the Prime Minister and ministries, branches, localities, agencies and units to focus on directing and organizing implementation, ensuring compliance with legal regulations, progress, quality, strict management and economical, effective, public and transparent use of capital, preventing corruption, waste and negativity.
The plan includes 3 major groups of tasks: Developing and promulgating legal documents guiding the implementation of specific and special mechanisms and policies; tasks of ministries, branches, localities and completion time (selecting consultants to prepare feasibility study reports, negotiating and signing framework agreements, preparing feasibility study reports, preparing and approving designs after basic designs, selecting contractors, site clearance, project commencement, etc.); developing urban areas, industry, services, and logistics in the vicinity of railway stations.
Up to now, the Ministry of Transport has proposed to develop and submit to competent authorities for promulgation legal documents, decrees, and decisions of the Government and the Prime Minister regulating technical design, financial costs; conversion of forest land use purposes; criteria for selecting investors and contractors; research, development of railway science and technology and technology transfer; list of railway industrial goods ordered, assigned tasks, etc.

At the meeting, representatives of ministries and branches proposed to supplement contents related to mineral exploitation for the project; anti-corruption measures; regulations on establishing, appraising and approving projects with contents different from related planning; developing and exploiting land funds and added value from land in the vicinity of railway stations; master plan for railway industry development, technology mastery, etc.
Leaders of localities where the railway passes through (Hanoi City, Lao Cai, Yen Bai, Vinh Phuc, Bac Ninh, Hai Duong provinces) wish to soon hand over the route direction, land clearance boundaries of the project; the process of implementing the land clearance project, building resettlement areas; adding a number of railway stations, railway lines connecting dry ports, industrial parks; updating and adjusting planning indicators, architecture, technical infrastructure, social infrastructure to build resettlement areas, develop urban areas, industrial parks, logistics services in the vicinity of railway stations...
One step ahead in terms of mechanism and policy
Concluding the meeting, the Deputy Prime Minister emphasized that the implementation of the Lao Cai - Hanoi - Hai Phong railway construction investment project must be urgent, scientific, with a firm grasp of progress and quality assurance.
The Ministry of Transport needs to absorb the opinions at the meeting, urgently complete the Draft Resolution of the Government on the plan to implement the resolutions of the National Assembly on the investment policy to build the Lao Cai - Hanoi - Hai Phong railway lines, the North - South high-speed railway, the urban railways of Hanoi and Ho Chi Minh City; coordinate with ministries and branches to develop a decree guiding the implementation of specific mechanisms and policies, especially for railway projects that the National Assembly has authorized, "with a deadline, with specific people to do it".
The Deputy Prime Minister assigned the Ministry of Transport to urgently develop and promulgate criteria, regulations, technological standards, and general designs for the railway system as a basis for determining the capital mobilization plan (ODA capital, bonds, socialized sources), selecting contractors to ensure the progress milestones of the Lao Cai - Hanoi - Hai Phong railway project; consider and study proposals related to adding stations and branch lines to ensure effective economic development of localities where the railway passes through.
Localities closely coordinate with the Ministry of Transport to promptly and accurately determine the boundaries of site clearance, as a basis for allocating capital, implementing site clearance and resettlement projects, and adjusting plans related to urban development, industrial parks, and logistics services in the vicinity of railway stations.
In addition, the Deputy Prime Minister gave directions on the development of projects on research, development of science and technology, and training of railway human resources; establishment of a railway industrial complex (gathering the participation of metallurgical, mechanical, manufacturing, and signal information enterprises); restructuring of the Vietnam Railway Corporation to undertake the task of managing freight and passenger transport activities, exploitation, and operation of the railway system, etc.
