"Mr. Hung is the embodiment of the American Dream," Mr. Trump said of his choice to serve as the Navy's second-highest ranking officer.
The US President said that Mr. Hung Cao attended the US Naval Academy and later received a Master's degree in Physics.
"Mr. Hung has served in combat as a Special Operations Officer for 25 years. With his experience in both combat and at the Pentagon, he will do a great job. Congratulations to Hung and his wonderful family!"
Mr. Trump campaigned for Mr. Hung Cao in Northern Virginia last year.
Hung Cao, who ran a long-running campaign to unseat Sen. Tim Kaine (D-Va.) in Virginia last year, rose to social media fame after a debate with the incumbent senator in which he criticized cross-dressing and other diversity, equity and inclusion (DEI) initiatives in the U.S. military.
Last month, Mr. Trump directed the military to rescind DEI initiatives implemented by former President Joe Biden.
Mr. Cao's family left Vietnam when he was 4 years old in 1975.
Cao, who was endorsed by Trump in the Senate race, thanked the president for nominating him and tweeted on February 27: "Time to get to work."
He will need Senate approval to take up the role.
