Strengthening interlaboratory comparison of measurement activities

In his opening speech, Mr. Ha Minh Hiep, Acting Chairman of the National Committee for Standards, Metrology and Quality, said that SSLP on measurement is the organization of implementation and evaluation of measurements or tests on the same or similar comparison samples by many organizations participating in the implementation of the SSLP program according to predetermined conditions.

In Vietnam, in 2023, SSLP was included in Decision 103/QD-BKHCN and for the first time in a Vietnamese legal document, the term SSLP in measurement was included. Over the past time, thanks to the continuous efforts, SSLP programs have been effectively implemented. The Acting Chairman of the National Standards and Quality Committee expressed his gratitude for the great contributions of the collective of cadres working in the field of measurement over the past time; at the same time, affirmed that in the coming period, the measurement industry will continue to improve and strengthen SSLP activities in measurement... to promote sustainable development in the field of measurement and enhance national prestige, opening up opportunities for international cooperation...

Mr. Ha Minh Hiep, Acting Chairman of the National Committee for Standards, Metrology and Quality delivered the opening speech at the Workshop.

Reporting at the Workshop, Mr. Nguyen Anh Son, Deputy Director of the Vietnam Metrology Institute, National Standards and Quality Committee, said that recently, the National Standards and Quality Committee has piloted legal documents on SSLP, thanks to which, many Departments of Science and Technology, Sub-Departments of Trade Unions, and private organizations have participated in SSLP, achieving many results and bringing positive values.

Mr. Nguyen Anh Son emphasized that, as the focal point to help the Acting Chairman of the National Standards and Quality Committee monitor, urge and inspect the implementation of SSLP programs on measurement, the Department of Measurement will continue to coordinate and implement SSLP programs according to the standards in Decision No. 1537/QD-BKHCN; adjust the development of SSLP plans based on the collection of SSLP needs of organizations and individuals through proposing the needs of accreditation organizations such as BoA, VACI, AOSC...

At the discussion session on the use of SSLP results and the results of the SSLP program in 2025, as the management unit, Mr. Tran Quy Giau, Head of the Measurement Department, National Standards and Quality Committee shared that at the international level, countries wishing to participate in the global recognition agreement on measurement and testing are required to have measurement and testing laboratories participate in SSLP programs. The results of participating in SSLP are the basis for assessing the capacity of measurement and testing laboratories to recognize measurement and calibration results.

Vietnam is aiming to unify national standards and implement SSLP programs at both the national and grassroots levels. Accordingly, organizations need to prepare well in terms of facilities, resources, and human resources to participate in the programs to achieve the best results; need to proactively review according to the announcement on the implementation of SSLP programs and can annually register the need to implement SSLP at different levels... In addition, with the goal of innovating measurement activities, many enterprises and organizations operating in production, business, providing inspection, calibration, and testing services for measuring instruments have the need to participate in SSLP activities on measurement in a manner and according to standards consistent with international practices. In particular, through SSLP activities on measurement, state management agencies will accurately assess the technical capacity of organizations that inspect, calibrate, and test measuring instruments and measurement standards, and SSLP results will serve as a basis for considering registration and designating inspection, calibration, and testing activities of measuring instruments and measurement standards of this organization.

Mr. Dang Quoc Quan, Bureau of Accreditation (BoA), said that the benefit of laboratories participating in the SSLP program is to have the results of the programs accepted; the close connection between the parties has created favorable conditions for the laboratories.
