Engineer Chu Xuan Toi, Deputy Director in charge of construction of Dai Phong Joint Stock Company said: "This is a key project for natural disaster prevention and control of the province, so we are focusing on mobilizing maximum human resources, equipment and machinery to speed up the project construction progress. At the end of 2024 and the beginning of 2025, the weather was complicated, with cold rain combined with strong sea winds, but in order to ensure the project progress committed to the Provincial People's Committee, the Company had many solutions to support and ensure the health of workers, be flexible in arranging work schedules, organizing cover, ensuring labor protection equipment, and protecting workers from the cold continuously. Thanks to that, up to now, the contractor has completed leveling the site for casting components; gathering machinery, equipment, supplies, materials, processing formwork for all types of components and implementing the construction of the Thinh Long embankment. For the bank protection embankment, transporting soil to the site for filling, the volume reached 7,000/56,190.5m3 and deploying the casting of concrete components reaching 5,392/28,695 components. For mine No. 1 in the system of 12 T-shaped welding mines to reduce waves, causing sedimentation of the embankment protection site, the formwork for all types of components is being deployed, casting 672/2,690 components. The atmosphere of urgent and bustling work with the highest efforts not only took place at the Con Tron and Hai Thinh sea dike and embankment projects but also at other component projects, showing the responsibility and determination of all levels, sectors and investors to complete the projects soon. Recently, the complicated weather, especially major storms, has caused serious damage to a number of dikes and embankments, affecting the safety of the entire dike and embankment system of the province. In the face of the above situation, on May 24, 2024, the Provincial People's Committee issued Decision No. 1096/QD-UBND approving the Project to upgrade a number of dike and embankment sections to overcome the consequences of natural disasters and landslides on the Huu Hong dike and sea dikes of Nam Dinh province, invested by the Department of Agriculture and Rural Development (DARD); Nam Dinh Provincial Project Management Board for Specialized Construction of Agriculture and Rural Development is the project management unit; The construction unit is a consortium of Joint Stock Companies: Giao Thuy Construction, Gia Minh and Nam Do Construction. The project's objective is to upgrade some sections of dikes and embankments to overcome the consequences of natural disasters and landslides on the Hong Huu Dike and the sea dikes of Nam Dinh province to enhance the ability to prevent and fight floods and storms; improve the capacity to respond to climate change to protect lives, property, infrastructure, protect the ecological environment, create environmental landscapes, protect crop land in the riverside areas of the localities in the project area...
Comrade Hoang Dinh Tuan, Director of the Management Board of Construction Projects for Agriculture and Rural Development, said: The project to upgrade some sections of dykes and embankments to overcome the consequences of natural disasters and landslides on the Hong right dike and sea dykes in Nam Dinh province has a total length of nearly 4,968m, of which the Hong right dike (Nam Dinh city) is 1,170m long, the Phuc Thang sea dyke (Nghia Hung) is more than 1,028m long, the Got Trang sea dyke (Hai Hau) is 1,469m long and the Giao Huong sea dyke (Giao Thuy) is more than 700m long. The total investment of the project is 150 billion VND, the implementation period is from 2024 to 2027... Despite the unfavorable weather, to ensure progress, the Project Management Board always monitors and urges contractors to focus on mobilizing machinery, equipment, and materials to speed up progress, regularly encourages workers, and is determined to overcome difficulties, striving to complete the project early to put it into use. For component project No. 2 of building the sea dyke of Con Tron, Hai Thinh (Hai Hau) under the Project "Consolidating, completing and handling landslides of sea dykes in some Northern provinces" approved by the Ministry of Agriculture and Rural Development in Decision No. 4289/QD-BNN-DD dated October 19, 2023. The objective of the project is to prevent landslides, reduce waves, create sandbanks, and enhance the safety of the existing sea dyke to protect residents and essential infrastructure inside the dyke; serve the work of preventing and fighting natural disasters, rescuing sea dykes in case of incidents, contributing to stabilizing residents and developing the socio-economy of the region. The total investment of the project is 500 billion VND, the investment capital is from the central budget managed by the Ministry of Agriculture and Rural Development, the implementation period is 2022-2025. The winning bidder is Dai Phong Infrastructure Construction Joint Stock Company. The representative of the construction contractor said that, implementing the construction of the Thinh Long embankment, the unit is focusing on transporting soil to the site to fill 7,000/56,190.5m3 and deploying concrete pouring to cast all kinds of structures, reaching 5,392/28,695 concrete structures; for the system of 12 T-shaped welding mines to reduce waves, causing sedimentation to create a protective embankment: currently gathering filter fabric 20,000/54,938m2, rubble 6,500/72,253m3; casting 2,063/32,280 concrete structures of all kinds. Preparing conditions to deploy the construction and installation of welding mine structures. The total value of construction and installation in the package is estimated at 15/449.02 billion VND... Mr. Nguyen Van Hung, a worker at Dai Phong Infrastructure Construction Joint Stock Company, said: "This cold rain combined with strong sea winds is really harsh, working under such weather conditions is extremely hard. According to the Project Management Board of the Department of Agriculture and Rural Development, the projects are currently entering the final construction phase, overcoming the harsh cold weather, strong winds, with the spirit of focusing on overcoming all difficulties in terms of site, providing maximum support in terms of human resources, machinery and logistics to speed up the project progress. All forces from the investor, local authorities, contractors, especially the team of workers and engineers at the construction site are racing against time to ensure the completion of the project according to the direction of the Provincial People's Committee.
In the coming time, contractors will focus on materials, machinery, equipment, and human resources to serve the construction according to the committed schedule so that the project can be completed soon. In the immediate future, concrete components of all kinds will be deployed to build embankment mines, construct boulders in the mine body and wings, and install concrete components in the wings of Thinh Long embankment mines. Continue to coordinate with local authorities to promptly remove obstacles and difficulties in terms of site and construction site. The Department of Agriculture and Rural Development will strengthen inspection and urge contractors to ensure quality according to design documents, ensuring absolute safety in disaster prevention and control, dike safety, labor safety, traffic safety, and environmental sanitation.
