On March 20, 2025, the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively.

The following is the content of the Plan to continue to reorganize the apparatus of the political system:

Implementing Conclusion No. 121-KL/TW, dated January 24, 2025 of the 13th Party Central Committee (on summarizing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"); Conclusion No. 126-KL/TW, dated February 14, 2025, Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo on continuing to reorganize the apparatus of the political system; In order for the merger of administrative units according to the 2-level local model to ensure the goal of streamlining, efficiency, effectiveness, and efficiency associated with the successful organization of party congresses at all levels towards the 14th National Congress of the Party, the Central Steering Committee on summarizing Resolution 18 requests party committees, agencies, and units of the Party at the Central level, provincial party committees, city party committees, and party committees directly under the Central Committee to focus on leadership, direction, and urgently implement the following contents and tasks:

I. Contents and tasks of preparing reports at the 11th Conference of the 13th Central Executive Committee

1. The National Assembly Party Committee shall preside over and coordinate with the Government Party Committee, the Central Organizing Committee and relevant agencies to receive opinions from agencies and units, complete the following contents and report to the Politburo before March 25, 2025; receive opinions from the Politburo, complete the Project, Submission and send documents and reports to the Central Executive Committee (via the Central Party Office) before April 1, 2025:

Project to review, amend and supplement a number of articles of the Constitution and laws of the State.

Report on institutional improvement work (including amendments to Party regulations, the Constitution, laws, etc.).

2. The Government Party Committee shall preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies and units, complete the Submission and Project on reorganizing administrative units at all levels and building a model of organizing a two-level local government to report to the Politburo before March 25, 2025; receive opinions from the Politburo, complete the Submission and Project and send the report documents to the Central Executive Committee (via the Central Party Office) before April 1, 2025.

3. The Party Committee of the Vietnam Fatherland Front and central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies and units, complete the Submission and Project on rearranging and streamlining the Vietnam Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial and communal levels) and report to the Politburo before March 25, 2025; receive opinions from the Politburo, complete the Submission and Project and send the report documents to the Central Executive Committee (via the Central Party Office) before April 1, 2025.

4. The Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy shall receive the direction of the Politburo and relevant agencies (at the meeting on March 14, 2025); send to agencies, units, and localities for comments on the Project on the system of courts and procuracies at the local level in the direction of not organizing at the district level; receive comments from agencies, units, and localities, complete the Submission, Project, and report to the Politburo before March 25, 2025; receive comments from the Politburo, complete the Submission, Project, and send documents to the Central Executive Committee (via the Central Party Office) before April 1, 2025.

The Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee, when sending the Submission and Project (after receiving opinions from localities, agencies and units) to report to the Politburo (through the Central Party Office), will simultaneously send it to the Central Organizing Committee for synthesis and reporting to the Politburo, the Secretariat and the Central Executive Committee.

5. The Central Organizing Committee shall preside over and coordinate with relevant agencies to: Complete the Project on the Party organization system at the local level (provincial and grassroots levels). Complete the draft Regulation of the Central Executive Committee on the implementation of the Party Charter (replacing Regulation No. 232-QD/TW, dated January 20, 2025).

Complete the draft amendments and supplements to Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on party congresses at all levels towards the 14th National Congress of the Party.

Synthesize the projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee to develop a Report and Proposal on the implementation results of Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat, and report to the Politburo to submit to the Central Executive Committee (at the 11th Central Conference).

Incorporate opinions from localities, agencies and units, complete the Project, draft a new Directive to replace Directive No. 35-CT/TW, Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on Party congresses at all levels towards the 14th National Congress of the Party and draft a new Regulation to replace Regulation No. 232-QD/TW dated January 20, 2025 of the Central Executive Committee on the implementation of the Party Charter; at the same time, complete the Report on the implementation results of Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW, orientations for implementing the organizational arrangement in the coming time, report to the Politburo (March 27, 2025); Receive the Politburo's opinions, complete the Project, drafts, Submissions and send reporting documents to the Central Executive Committee (via the Central Party Office) before April 3, 2025.

Along with the above contents, the Central Organizing Committee presides over the consultation on building: Personnel work orientation for the 14th Party Congress.
Review and supplement the planning of the 14th Central Executive Committee, report to the Politburo to submit to the Central Executive Committee (at the 11th Conference).

Appraise projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee to report to the Politburo.

6. Provincial and municipal Party Committees directly under the Central Committee, Party committees, agencies and units of the Party at the Central level must carefully study and promptly give their opinions on the Projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Central Organizing Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee.

II. Contents and tasks to be implemented after the resolution and conclusion of the 11th Conference of the 13th Central Executive Committee

1. For Party agencies and units at the Central level and Party committees directly under the Central level:

- The Central Propaganda and Mass Mobilization Commission presides over and advises the Politburo on organizing the National Conference and necessary activities to disseminate and implement the Resolution and Conclusion of the Central Executive Committee and related documents on continuing to reorganize the apparatus of the political system. Presides over and coordinates with relevant agencies to develop a comprehensive project, proactively and promptly propagate, create consensus and unity for the development of the country.

- The Government Party Committee leads and directs: Guiding the development and completion of the Project on the arrangement and merger of provincial and communal administrative units (specific functions, tasks, organizational structure, staffing; arrangement of staff, offices, official residences; handling of assets, offices, etc.).

Direct the Party Committees of ministries and branches, according to their functions and tasks, to advise the Government or issue documents under their authority to guide provinces and cities in implementing tasks related to the arrangement and merger of administrative units at all levels and the organization of two-level local governments to ensure timeliness, synchronization, specificity, and convenience for the development of projects and the organization of the arrangement of administrative units at all levels and the organization of two-level local governments (to be completed before April 15, 2025). Implement the Project to reorganize the inspection system (to be completed before April 30, 2025).

Report on the implementation of the task of reviewing and amending and supplementing relevant legal documents to implement the policy of amending and supplementing a number of articles of the 2013 Constitution, rearranging administrative units, organizing 2-level local governments...

Continue to research and have plans to arrange tax agencies, state treasury, customs, social insurance, statistics, banks, etc. in accordance with the merger of provincial administrative units and the implementation of a 2-level local government organization model.

Arrange party organizations in corporations, general companies, state-owned commercial banks; party organizations of units under the Ministry of Finance, the State Bank and a number of related ministries and branches.

Advise the Secretariat to issue regulations on the leadership and direction mechanism of the Party Committee of ministries and ministerial-level agencies representing capital owners with the Party Committees and Party organizations of corporations, general companies, and state-owned commercial banks in performing the political tasks of enterprises (to be completed by August 2025).

- The Party Committee of the National Assembly leads and directs: The implementation of procedures and amendments and supplements to a number of articles of the 2013 Constitution (to be completed before June 30, 2025). The Standing Committee of the National Assembly passes a resolution on the arrangement and reorganization of commune-level administrative units (to be completed before June 30, 2025); The National Assembly passes a resolution on the merger of provincial-level administrative units (organization of People's Councils and People's Committees at the provincial level) (to be completed before June 30, 2025). Passes relevant laws and resolutions to implement the policy of amending and supplementing a number of articles of the 2013 Constitution, continuing to arrange administrative units, building a 2-level local government organization model, etc.

- The Party Committee of the Fatherland Front, the Central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies: Advise the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Agency at the Central level (to be completed before April 25, 2025). Arrange socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Vietnam Fatherland Front (to be completed before July 15, 2025). Decide to reorganize subordinate party organizations (at socio-political organizations and mass organizations assigned by the Party and the State) in accordance with the organizational model after the reorganization (to be completed before June 30, 2025). Propose to amend and supplement relevant legal provisions to implement the policy of arranging administrative units and organizing 2-level local governments.

- The Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy shall preside over and coordinate with relevant Party committees and organizations to reorganize the local court and procuracy system (to be completed before June 30, 2025); propose amendments and supplements to relevant legal provisions to implement the policy of reorganizing administrative units and organizing two-level local governments.

- The Central Organizing Committee presides over and coordinates with relevant agencies: Advises on the issuance of Resolutions and Conclusions of the 11th Central Conference on continuing to reorganize the apparatus of the political system.

Advise on the issuance of the Central Executive Committee's Regulations on the implementation of the Party Charter (to be completed before April 25, 2025). Draft a new Directive to replace Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW (to be completed before April 20, 2025).

Advise the Secretariat to issue Guidelines on a number of specific issues implementing the Party Charter (to be completed before May 15, 2025).

Advise the Secretariat to promulgate regulations on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the provincial, commune, ward, and special zone levels (to be completed before June 15, 2025).

The Politburo's staff issues decisions to establish Party committees of provinces and centrally-run cities (after merging provincial-level administrative units).

The Politburo's staff appointed the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman and deputy chairman of the inspection committee of the provincial Party Committee for the 2020-2025 term; appointed delegates of the newly established provincial Party Committee to attend the 14th National Congress of the Party.

Advise the Politburo and the Secretariat to assign and mobilize cadres under the Central management before merging provincial administrative units.

The Secretariat's staff agreed in principle to let provincial Party committees introduce personnel to the provincial and municipal People's Councils for the 2021-2026 term to elect the positions of People's Council Chairman and People's Committee Chairman according to regulations (after merging provincial administrative units) (to be completed before August 30, 2025).

- Central Public Security Party Committee: Leads and directs the arrangement of commune, ward and special zone police in accordance with the merger of provincial-level administrative units and the implementation of the 2-level local government organization model and organizes implementation.

Advise the Government to supplement, amend, promulgate or the Ministry of Public Security to promulgate under its authority regulations and guidelines for the implementation of public services, social management... according to the functions and tasks of the Ministry of Public Security in the direction of providing online public services, digital services for people and businesses regardless of administrative boundaries, without collecting fees or charges (for organizations and individuals who must change documents and procedures due to the arrangement of administrative units) (to be completed before June 30, 2025).

Advise competent authorities to lead and direct the police force; at the same time, lead and direct the police at all levels to strengthen their work, coordinate with all levels and sectors to promptly grasp public opinion, mobilize the masses, ensure the maintenance of political security and social order and safety before, during and after the implementation of administrative positions, organizational structure, party congresses at all levels and the 14th National Party Congress.

2. For provincial and municipal Party Committees directly under the Central Government

Provincial and municipal Party Committees directly under the Central Government shall lead and direct the development of detailed plans to disorganize district-level administrative units, and to rearrange and reorganize commune-level administrative units (paying attention to the arrangement of cadres, headquarters, vehicles, and equipment) according to the direction of the Politburo, the Secretariat, and the guidance of the Government Party Committee (to be completed before June 30, 2025); at the same time, coordinate with Party committees at the Central level, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, and central organizations to implement the provincial merger plan. Specifically:

- Provincial and municipal Party Committees directly under the Central Government (before reorganization):

Coordinate with the Central Organizing Committee in advising the Politburo to appoint the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of the provincial Party Committee (after arrangement) for the 2020-2025 term.

Coordinate with provincial and municipal Party Committees (which have been approved by the Central Executive Committee for the merger) to prepare draft documents of provincial and municipal Party Committees (after the merger) and preparations for organizing the provincial and municipal Party Congresses (after the merger) for the 2025-2030 term.

Implement the contents to ensure the operation of agencies and units of Party, government and Fatherland Front agencies at the commune level (arrange and assign cadres, civil servants, public employees, workers; facilities and equipment; prepare personnel for Party committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen and deputy chairmen of inspection committees, people's councils, people's committees, and Fatherland Fronts; establish and decide on functions, tasks and working regulations of specialized advisory and support agencies) (to be completed before June 30, 2025).

Directing the organization of the Party Congress of communes, wards and special zones for the 2025 - 2030 term (to be completed before August 31, 2025).

- Provincial and municipal Party Committees directly under the Central Government (after reorganization):

Establish, decide on functions, tasks, and organize specialized agencies to advise and assist provincial and municipal Party Committees.

Lead and direct the establishment, decide on functions, tasks, and organization of specialized agencies under the People's Committees of provinces and cities.

Lead and direct the establishment and decide on the functions and tasks of the Vietnam Fatherland Front agencies of provinces and cities.

Lead and direct the arrangement and assignment of cadres, civil servants, public employees, and workers; arrange headquarters, equipment, and conditions to ensure service for the work of Party committees, authorities, the Fatherland Front, and functional agencies of the province and city (to be completed before July 15, 2025).

Lead and direct the consolidation of the organization and staff of Party Committees of Party agencies, Party Committees of People's Committees, Military Party Committees, Public Security Party Committees, and Party Committees in areas with special characteristics directly under the Provincial Party Committee and City Party Committee (to be completed before July 15, 2025).

Appointing delegates to attend provincial and municipal party congresses for the 2025 - 2030 term.

Complete documents, prepare and organize the provincial and municipal party congresses for the 2025-2030 term (to be completed before October 31, 2025).

Coordinate with the Central Organizing Committee in advising the Politburo to appoint delegates of the Party Committee (after the merger) to attend the 14th National Congress of the Party.

Appoint the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, deputy chairman of the inspection committee of the Party Committee of the commune, ward, and special zone for the 2025-2030 term in sync with preparing personnel for the People's Council of the commune, ward, and special zone for the 2026-2031 term.

III. Implementation

1. Party committees, party organizations, agencies, units and leaders:

- Proactively and actively do a good job of propaganda, mobilization, ideological orientation and public opinion, ensuring national solidarity, creating high consensus and unity among cadres, party members, civil servants, public employees and people of all walks of life.

- Central Party agencies and units shall preside over and coordinate with relevant agencies to review and advise the Politburo and the Secretariat to supplement, amend, and promulgate (or promulgate under their authority) documents, regulations, and instructions on expertise, professional skills, work processes, management processes, etc. in the direction of clearly defining the functions, tasks, authority, and responsibilities of each Party Committee (Central, provincial, and grassroots levels), each specialized agency advising, assisting, and public service unit of the Party Committee for implementation (to be completed before April 30, 2025).

- Review and advise competent authorities before submitting to the National Assembly, the National Assembly Standing Committee, and the Government to supplement, amend, and promulgate (or promulgate under authority) legal documents clearly defining the functions, tasks, authority, and responsibilities of each level, each sector, agency, unit, organization, and individual.

- Focus on directing and urgently and drastically implementing tasks, ensuring that agencies, units and organizations after the reorganization operate smoothly, effectively and efficiently immediately, without interruption of work, without leaving vacant areas or fields, without affecting the normal activities of agencies, units, organizations and society; do not collect fees and charges from individuals and organizations that have to change documents and procedures due to the reorganization of administrative units.

Standing Committees of provincial and municipal Party Committees directly under the Central Government: Responsible to the Politburo and the Secretariat for directing the arrangement of communes, wards and special zones; appointing personnel for the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the commune-level Party Committee to ensure compliance with regulations, progress and requirements. Responsible for closely controlling the situation in the localities to ensure the maintenance of security and order, absolutely not allowing mass complaints to occur, not creating hot spots or complications.

- Specifically assign responsibilities for implementing projects and tasks according to plan and schedule; periodically report progress on tasks and projects to the Steering Committee (through the Central Organizing Committee) before 3:00 p.m. every Wednesday (from April 16, 2025 to October 31, 2025).

2. The Central Organizing Committee assists the Steering Committee in regularly monitoring, grasping the situation, and providing opinions (when necessary) during the process of implementing steps to develop and implement projects and tasks of Party committees, Party organizations, agencies, and units to ensure the correct progress, orientation, suggestions, and directions of the Politburo and the Steering Committee.
