The Office of the Hanoi People's Committee issued Document No. 137/TB-VP dated March 19 announcing the conclusion of Chairman of the Hanoi People's Committee Tran Sy Thanh on the implementation of the planning and investment project to renovate the space of the area east of Hoan Kiem Lake and the design and renovation plan of Dong Kinh - Nghia Thuc Square, Hoan Kiem District.

Accordingly, Chairman of the City People's Committee Tran Sy Thanh unanimously concluded as follows:

Assign the Department of Finance to preside over and coordinate with the Office of the City People's Committee to submit to the City People's Committee a decision to establish a City Working Group to direct the implementation of the planning and investment project to renovate the space of the area east of Hoan Kiem Lake and the area of ​​Dong Kinh - Nghia Thuc Square.

Assign the Department of Finance to urgently coordinate with the Office of the City People's Committee to draft a document of the Standing Committee of the City People's Committee Party Committee to report to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee on the policy of implementing the above-mentioned plans and investment projects.

Assign the Working Group and relevant Departments and branches of the City to urgently carry out the assigned tasks in the Notices: No. 25-TB/DU dated March 3, 2025, No. 91/TB-VP dated February 28, 2025, No. 102/TB-VP dated March 5, 2025, No. 118-TB/VP dated March 11, 2025 of the Party Committee and the Office of the City People's Committee.

Regarding the progress of investment projects: Investment project to renovate the space of the area east of Hoan Kiem Lake: on September 2, 2025, complete land acquisition (Project 1) and invest in the construction of the above-ground part (phase 1 of Project 2); Investment project to renovate the space of Dong Kinh - Nghia Thuc Square area, on April 30, 2025, complete land acquisition, on September 2, 2025, complete investment in the construction of the above-ground part.

Regarding the planning and investment project to renovate the space of the area east of Hoan Kiem Lake, with the spirit of urgency, determination, high concentration of forces and resources, maximum utilization of favorable mechanisms and policies, continuous and close coordination, setting the milestone for completing the project (phase 1) on the occasion of the National Day anniversary on September 2, 2025, contributing to ensuring the completion of the 8% growth target in 2025 of the Capital, the City People's Committee has directed the implementation of measures to create a special "green lane" for the Project.

Specifically: Simultaneously carry out the local adjustment of the H1-1B Urban Zoning Plan (Hoan Kiem Lake area and surrounding areas), scale 1/2000 with the preparation and approval of the 1/500 scale Master Plan (Detailed Plan according to the shortened process), Architectural plan of the land area east of Hoan Kiem Lake; The selection of a consulting unit is implemented according to the provisions of Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City (The research area belongs to the TOD area of ​​station C9 - urban railway line No. 2 Nam Thang Long - Tran Hung Dao).

Progress of completion of the 3 planning project products and architectural plans mentioned above: before April 16, 2025. Moving headquarters of agencies and units in the area and mechanisms and policies for site clearance and resettlement

For the headquarters of the Department of Culture and Sports: the Department of Construction shall preside over and coordinate with the Department of Finance to study and propose the direction of arranging the headquarters of the Department of Culture and Sports and the Department of Tourism into an inter-agency at 38 Hai Ba Trung; propose to adjust the investment policy to increase the scale enough for the two agencies. During the process of implementing the investment in construction and renovation of the headquarters at 38 Hai Ba Trung, temporary residence shall be arranged at the Vo Chi Cong Inter-agency Area or the area near the headquarters of the City People's Committee.

For the headquarters of the Institute of Literature - Vietnam Academy of Social Sciences, Hanoi Association of the Blind, Hanoi Population Department: Assign the Department of Construction to preside over and coordinate with the Department of Finance to review the city's land and housing fund to arrange for the units.

For the City Citizen Reception Office: assign the Department of Construction and the Department of Finance to study the location at 102 Hai Ba Trung to arrange the office of the City Citizen Reception Committee.

For Hoan Kiem Electricity Company headquarters: agree with the report and proposal of Hoan Kiem District People's Committee on the arrangement at No. 13 Thanh Street - Headquarters of Hoan Kiem Housing Management and Development Enterprise.

Regarding the State Treasury Office headquarters: The State Treasury has decided to hand it over to the City due to no longer having a need to use it; the Department of Finance will soon advise the City People's Committee on receiving the transfer of the above-mentioned real estate. And hand it over to the Hoan Kiem District People's Committee to carry out site clearance work according to regulations.

For the Headquarters of the National Power Transmission Corporation, the Northern Power Corporation, the Hanoi Power Corporation, the Electricity Hotel, the National Power System and Market Operation Company: Assign the Department of Planning and Architecture to study and propose locations for new headquarters for units in the Headquarters Area of ​​the Corporations - Cau Giay New Urban Area.

Along with that, assign the Department of Construction, Department of Finance, and Office of the City People's Committee to immediately work with the Hanoi Youth Union on the management and use of the Children's Palace (No. 36-38 Ly Thai To) to propose temporary arrangements for units to use while waiting to move to the official location and a plan for long-term exploitation and use of the Children's Palace in the entire area.

Arrange land fund of about 100ha to serve resettlement work

Resettlement arrangement for households within the scope of the Project: Assign the People's Committee of Dong Anh district to arrange a land fund of about 100 hectares to serve the resettlement work for the planning and renovation project of the area east of Hoan Kiem Lake and key projects of the city. The Department of Planning and Architecture is responsible for presiding over and coordinating with the People's Committee of Dong Anh district to immediately deploy detailed planning to create a land fund for resettlement for investment projects.

The Department of Agriculture and Environment shall preside over and coordinate with the Department of Construction and the People's Committee of Hoan Kiem District to advise and report to the City People's Committee to apply the highest compensation mechanism and policy according to regulations for people, arrange land resettlement in Dong Anh District for those eligible for compensation for residential land; arrange temporary housing for households while waiting for resettlement land allocation and sell resettlement houses to those ineligible for land resettlement to stabilize their lives when carrying out site clearance.

Regarding the planning and investment project to renovate Dong Kinh - Nghia Thuc Square, Hoan Kiem District: Assign the Department of Planning and Architecture, Hoan Kiem District People's Committee to continue implementing the direction of the Party Committee and the City People's Committee in Notices No. 25-TB/DU dated March 3, 2025, No. 102/TB-VP dated March 5, 2025; Conceptual plan, solutions for organizing landscape architecture space in Dong Kinh - Nghia Thuc Square area as a basis for researching the investment project to renovate, embellish, and reconstruct Dong Kinh - Nghia Thuc Square area - an area of ​​high historical and cultural value, connecting two important areas: Hoan Kiem Lake National Special Monument Area (North) with the Old Quarter National Monument Area (South).

Specific solution: demolish the “Shark Jaw” building; Research, propose, and arrange 3 basements in the existing square area and expanded space (after demolishing the “Shark Jaw” building) to arrange cultural and commercial space in basement 1, parking area in basements 2 and 3; in case there is no parking, it can be used as a dual-use space.

The process of researching the spatial organization plan of Dong Kinh - Nghia Thuc Square will specifically consider the organization of space, the entrance and exit to the basement, traffic organization solutions, landscape for surrounding areas and works, the location of the yard, stands, the location of the "Light Tower", the plan for the arrangement of trees (with suitable solutions for heritage trees), lighting plans, etc.

Assign the People's Committee of Hoan Kiem District to organize the preparation of the Master Plan in parallel with the preparation of a separate urban design (based on the concept plan and solutions for organizing architectural and landscape space) to serve as a basis for implementing the investment project to renovate, renovate and reconstruct the space of Dong Kinh - Nghia Thuc Square according to regulations (during the preparation process, it is necessary to consult the City Architecture Council, ask for opinions from relevant organizations, individuals and communities);...

Assign the Department of Finance to guide the People's Committee of Hoan Kiem District to propose an investment policy, including adding the Project to the medium-term public investment capital plan, and dividing the investment into phases (Phase 1: Site clearance and construction investment of the above-ground part of the Square; Phase 2: implementation of investment and construction of the underground part).

Hanoi aims to complete the demolition of the “Shark Jaws” building and clear the site before April 30, 2025.
