The Government Party Committee is assigned to preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions, complete the Submission and Project on reorganizing administrative units at all levels and building a model of organizing a 2-level local government to report to the Politburo before March 25 and report to the Central Committee before April 1.

The Government Party Committee directs the Party Committees of ministries and branches to advise or issue documents under their authority to guide provinces and cities in implementing tasks related to the arrangement and merger of administrative units at all levels and the organization of two-level local governments to ensure timeliness and consistency.
This must be completed by April 15.
The Government Party Committee was also assigned to report on the implementation of the task of reviewing and proposing plans to amend and supplement relevant legal documents to implement the policy of amending and supplementing a number of articles of the 2013 Constitution, rearranging administrative units, and organizing two-level local governments...
Along with that, according to the Steering Committee, it is necessary to continue researching and having plans to arrange tax agencies, State Treasury, customs, social insurance, statistics, banks, etc. in accordance with the merger of provincial administrative units and the implementation of a 2-level local government organization model.
The Steering Committee also requested to reorganize party organizations in corporations, general companies, state-owned commercial banks; party organizations of units under the Ministry of Finance, the State Bank and a number of related ministries and branches.
The National Assembly Party Committee is assigned to lead and direct the implementation of procedures and amendments and supplements to a number of articles of the 2013 Constitution (to be completed before June 30).
At the request of the Steering Committee, the National Assembly Standing Committee passed a resolution on rearranging and reorganizing commune-level administrative units (to be completed before June 30); the National Assembly passed a resolution on merging provincial-level administrative units, also to be completed before June 30.
The National Assembly will also pass relevant laws and resolutions to implement the policy of amending and supplementing a number of articles of the 2013 Constitution, continuing to arrange administrative units, building a two-level local government organization model, etc.
With the Party Committee of the Fatherland Front and Central organizations, the Steering Committee requests the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the Central level (to be completed before April 25).
The arrangement of socio-political organizations and mass associations assigned by the Party and State to be under the Vietnam Fatherland Front must be completed before July 15.
