On the morning of March 20, 2025, at the Ministry's headquarters, the Steering Committee for the Party Congress of the Ministry of Home Affairs for the 2025-2030 term held its first working session with the Subcommittees: Documents, Personnel, Propaganda, and Organization for the Congress to implement the tasks of organizing Congresses at all levels in the Party Committee of the Ministry of Home Affairs.
Comrade Pham Thi Thanh Tra - Member of the Party Central Committee, Secretary of the Party Committee of the Ministry, Minister of Home Affairs chaired the meeting.
Attending the meeting were members of the Congress Steering Committee; members of the Document Subcommittee, Personnel Subcommittee, Propaganda Subcommittee and Congress Organization Subcommittee.
At the meeting, comrade Nguyen Tien Dao - Chief of the Office of the Ministry's Party Committee presented a draft report on the results of leadership and direction in implementing the tasks of the Sub-committees serving the Congress of Party Delegates of the Ministry for the 2025 - 2030 term since the Standing Committee of the Ministry's Party Committee issued Decision No. 68-QD/DU dated March 14, 2025 on the establishment of the Steering Committee for the Congress of Party Delegates of the Ministry of Home Affairs for the 2025 - 2030 term to March 20, 2025.
Specifically: The Party Executive Committee of the Ministry has issued Plan No. 02-KH/DU dated March 13, 2025 on preparing for the organization of Congresses at all levels towards the Congress of Delegates of the Party Committee of the Ministry of Home Affairs for the 2025 - 2030 term; The Standing Committee of the Party Committee of the Ministry has issued Decisions to establish the Steering Committee and 04 Sub-committees, the Sub-committees have issued Decisions to establish the Working Group; The Sub-committees have issued or drafted action plans and assigned specific tasks to each member of the Sub-committee and the Working Group; Drafted the Outline of the Political Report of the Party Committees, affiliated Party cells and the Party Committee of the Ministry of Home Affairs for the 2025 - 2030 term, sent to the members of the Standing Committee of the Party Committee of the Ministry for their opinions; Sent a document requesting the Party Committees and Party cells to report the list of Party members as a basis for developing a plan to allocate delegates to attend the Party Congress of the Ministry; Propose some key tasks until August 31, 2025.
Next, comrade Nguyen Tuan Ninh - Head of the Party Organization Committee of the Ministry, Director of the Department of Organization and Personnel presented the draft Decision on assigning tasks to members of the Steering Committee of the 1st Congress of Party Delegates of the Ministry of Home Affairs, term 2025 - 2030.
Secretary of the Party Committee of the Ministry, Minister Pham Thi Thanh Tra chaired the meeting.
Speaking at the meeting, Secretary of the Party Committee of the Ministry, Minister Pham Thi Thanh Tra highly appreciated the results of the Steering Committee's activities in a short time after its establishment; The Minister also proposed to adjust the assignment of tasks for the members of the Steering Committee responsible for leading and directing the Sub-committees: Documents, Personnel, Propaganda, Organization for the Congress to ensure the successful completion of tasks according to the set plan. The Minister also requested to speed up the progress to ensure the quality and effectiveness of the work according to the requirements of the task implementation in order to successfully organize the Party Congress of the Ministry of Home Affairs.

Thoroughly grasping the objectives and requirements of organizing the Party Congress, Comrade Secretary of the Party Committee of the Ministry, Minister Pham Thi Thanh Tra said that this is a political event of special importance for the Ministry of Home Affairs after the merger; The 1st Party Congress of the Ministry of Home Affairs, term 2025-2030 is associated with the country's renewal requirements, before entering a new era, an era of strong development and prosperity of the Vietnamese people.
The Ministry of Home Affairs has a very important role and responsibility in advising and contributing to all areas of state administrative management, social security, welfare, stability, progress, and social justice. Therefore, the preparation work for organizing this Congress in terms of scale needs to be associated with the role and position of the Ministry in contributing to state administration, national governance, local governance, progress and social justice for the common goal of the country in the new era; at the same time, towards the 100th anniversary of the founding of the Party, the 100th anniversary of the founding of the Socialist Republic of Vietnam.
Secretary of the Party Committee of the Ministry, Minister Pham Thi Thanh Tra requested that members of the Steering Committee closely follow Plan No. 02 of the Party Executive Committee of the Ministry on organizing congresses at all levels towards the Congress of Delegates of the Party Committee of the Ministry of Home Affairs for the 2025-2030 term.
The Heads of the Subcommittees are highly responsible to the Standing Committee of the Party Committee of the Ministry for all activities of the Subcommittee, ensuring the quality, progress, and overall effectiveness of the Subcommittee's activities, as well as each specific product.
Clearly define the personal responsibilities for the progress, quality and effectiveness of the implementation of the tasks of the Subcommittee Heads, Deputy Heads of the Subcommittee as well as each member of the Subcommittee. The plans of the Subcommittee must ensure consistency and connection with the tasks of the Steering Committee. It is necessary to absorb the direction at this meeting to adjust and complete the Plan.
Be proactive, closely and thoroughly in directing the organization of Party Congresses and Party cells under the Party Committee of the Ministry according to assigned responsibilities, with coordination among the Steering Committee members to ensure the successful organization of model congresses, becoming a model for other Party Committees and Party cells to follow.
Secretary of the Party Committee of the Ministry, Pham Thi Thanh Tra, also suggested some key contents in the orientation of document development that need to reflect fully, comprehensively, with a focus on key developments in the fields of state management of the Ministry of Home Affairs in the next 5 years, ensuring that the document is scientific, modern, polished, thorough, and rigorous in content.
On the basis of adjusting the assignment of leadership and direction tasks for each Sub-Committee, Secretary of the Party Committee of the Ministry, Minister Pham Thi Thanh Tra requested that the Sub-Committees coordinate closely, smoothly, and consistently, ensuring the common requirements in leading and directing the successful organization of Congresses at all levels, towards successfully organizing the Congress of Delegates of the Party Committee of the Ministry of Home Affairs for the 2025-2030 term.
