NDO - The Steering Committee of the Ministry of Agriculture and Rural Development on the implementation of Resolution No. 18-NQ/TW has just announced the conclusion on the summary of the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
Accordingly, on December 9, Minister of Agriculture and Rural Development Le Minh Hoan, Head of the Steering Committee, chaired the Steering Committee meeting of the Ministry of Agriculture and Rural Development on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (Steering Committee).
The Minister, Head of the Steering Committee, concluded as follows: Regarding the management of civil servants and public employees, temporarily suspend the recruitment and acceptance of civil servants and public employees; appoint officials, civil servants and public employees to higher positions or approve the policy of perfecting the leadership and management positions of the Ministry and units under the Ministry from December 1 until the completion of the organizational arrangement of agencies, organizations, units and the Ministry.
In case of real necessity, the Party Executive Committee and the Ministry's leadership shall consider and decide on leadership and management positions under the management authority of the Party Executive Committee and the Ministry's leadership based on the situation of the staff and specific task requirements. For leadership and management positions decided by units, the collective leadership of the unit needs to closely and thoroughly review the structure, quantity, personnel, specific task requirements and report to the Ministry's leadership in charge for consideration before deciding, ensuring strict implementation of the Politburo's policy in Official Dispatch No. 12400-CV/VPTW dated November 30, 2024 of the Central Party Office.
Regarding the orientation of organizational arrangement at the Ministry of Agriculture and Rural Development: End the activities of the Party Executive Committee, establish the Party Committee of the Ministry of Agriculture and Rural Development according to the requirements and plans of the Politburo.
Orientation for administrative organizations: continue to maintain 2 Departments: Department of Economic Cooperation and Rural Development and Department of Dyke Management and Natural Disaster Prevention and Control; continue to maintain 6 general staff units, which will be merged with corresponding units of the Ministry of Natural Resources and Environment including: Department of International Cooperation; Department of Science and Technology, Department of Legal Affairs, Department of Organization and Personnel, Ministry Office, Ministry Inspectorate.
Merge the Department of Planning and the Department of Finance, and at the same time, merge with the Department of Planning and Finance (Ministry of Natural Resources and Environment). Merge the Department of Irrigation and the Department of Construction Management into the Department of Irrigation Management and Construction.
Merge the Department of Crop Production and the Department of Plant Protection into the Department of Crop Production and Plant Protection. Merge the Department of Animal Husbandry and the Department of Veterinary Medicine into the Department of Animal Husbandry and Veterinary Medicine. Merge the Department of Forestry and the Department of Forestry Protection into the Department of Forestry and Forestry Protection.
Merge the Department of Fisheries, the Department of Fisheries Surveillance and the Department of Quality, Processing and Market Development into the Department of Fisheries and Fisheries Surveillance.
For public service units under the organizational structure of the Ministry: Continue to maintain 5 units listed in the organizational structure of the Ministry in Decree No. 105/2022/ND-CP, including: Institute of Strategy and Policy on Agriculture and Rural Development; School of Agricultural and Rural Development Management Staff; Vietnam Agriculture Newspaper; Agriculture and Rural Development Magazine; Center for Digital Transformation and Agricultural Statistics. These units will be merged with units with corresponding functions of the Ministry of Natural Resources and Environment upon merger.
Continue to maintain the National Agricultural Extension Center as a public service unit under the organizational structure of the Ministry.
Continue to maintain the School of Public Policy and Rural Development in a direction that is not part of the organizational structure and implement a roadmap to arrange it in accordance with the planning of the network of higher education institutions according to the decision of the competent authority.
For other public service units under the Ministry: continue to study options, arrangements, and reorganizations during the process of merging the two Ministries to report to competent authorities for consideration and decision.
The Head of the Steering Committee also assigned Deputy Ministers and members of the Steering Committee to preside over and direct the implementation of tasks on unit consolidation according to the arrangement orientation.
The Department of Organization and Personnel shall preside over and coordinate with the Office of the Party Executive Committee, the Office of the Party Committee, the Office of the Ministry and relevant units to develop a Project to establish the Party Committee of the Ministry (after the merger); develop working regulations and working relationships of the Party Committee of the Ministry after the organizational arrangement of the Ministry according to the requirements of the Central Steering Committee, the Steering Committee of the Government and the instructions of competent authorities.
The Department shall preside over and coordinate with the Office of the Party Committee and relevant agencies to urgently complete the draft Summary Report on the implementation of Resolution No. 18-NQ/TW of the Ministry of Agriculture and Rural Development to organize the collection of opinions from key officials of the Ministry; synthesize and report to the Steering Committee, the Party Committee of the Ministry of Agriculture and Rural Development to submit to the Central Steering Committee and the Government Steering Committee. The deadline for completion is before December 15, 2024.
The Department shall preside over and coordinate with the Ministry of Natural Resources and Environment and relevant agencies and organizations to develop a project to merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development; develop a draft Decree stipulating the functions, tasks, powers and organizational structure of the new Ministry, ensuring compliance with the requirements of the Central Steering Committee and the Government Steering Committee; to be completed before December 15, 2024.
The Department also presides over and coordinates with relevant agencies and units to review and evaluate the current status of the team of leaders and managers under the decision-making authority of the Party Committee and the Minister to advise and develop plans for the arrangement and assignment of staff in line with the arrangement and consolidation of the organizational structure of the Ministry and of agencies, organizations and units under the Ministry.
Units not subject to arrangement, merger, or reorganization: proactively review, develop a project to arrange, restructure, and reduce internal organization to perform assigned functions and tasks, ensuring streamlining, effective and efficient operations according to the requirements of the Central Steering Committee and the Government Steering Committee. Draft Decision stipulating the functions, tasks, powers, and organizational structure of the unit, to be completed before December 15, 2024.
Units subject to arrangement, merger, and reorganization: preside over and coordinate with relevant units under the Ministry of Natural Resources and Environment to develop a Consolidation Project; arrange, restructure, and drastically reduce the internal organization to perform functions, tasks, and powers after the merger (attached with the Draft of new functions, tasks, powers, and organizational structure). The deadline for completing the Projects according to the merger plan is before December 13, 2024.
