On March 20, in Ba Ria - Vung Tau province, Politburo member, Prime Minister Pham Minh Chinh, Head of Inspection Team No. 1908 of the Politburo, Secretariat in 2025, held a conference to approve the draft report of Inspection Team No. 1908 for the Standing Committees of the Provincial and Municipal Party Committees: Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau.

Attending the conference were Politburo member, Secretary of Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Ho Duc Phoc, Deputy Head of Inspection Team 1908; Secretary of Binh Duong Provincial Party Committee Nguyen Van Loi; Secretary of Ba Ria - Vung Tau Provincial Party Committee Pham Viet Thanh.

The inspection delegation and the Standing Committees of the Provincial and Municipal Party Committees discussed and clarified a number of shortcomings and limitations in the leadership, direction and implementation of the resolutions, conclusions and directives of the Central Committee, such as the lack of a complete program, action plan and specific plans, or confusion in organizing the implementation of these major decisions of the Central Committee; analyzed objective and subjective causes and proposed a number of solutions to make the implementation of resolutions, conclusions and directives more effective.

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the proactiveness, seriousness, positivity and efforts of the Standing Committees of the 3 Provincial/Municipal Party Committees in leading, directing and organizing the implementation of the Party's resolutions, conclusions and directives.

The focus is on innovation and reorganization of the political system; Party congresses at all levels towards the 14th National Party Congress; breakthroughs in science and technology development, innovation and national digital transformation; promoting socio-economic development in 2025 with a growth target of 8% or more.

According to the Prime Minister, the methodical, serious, responsible, synchronous and quality implementation has created a new step forward, a new momentum, high unity, the participation of the entire political system, and the support of the people, in line with the spirit of "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not retreat" in implementing and bringing resolutions, conclusions and directives on the Party's major policies and orientations into life.

However, the workload is huge, the content is difficult, diverse, rich, and implemented in the context of "running and queuing at the same time", so it is inevitable that there will be shortcomings, limitations, and confusion. Therefore, it is necessary to evaluate and learn from experience, and at the same time replicate good models and good practices.

The Prime Minister commended the Standing Committee of the Ho Chi Minh City Party Committee for quickly stabilizing the situation and carrying out tasks without interruption despite personnel changes.

The Prime Minister emphasized that the city has done well in political and ideological work, restructuring and organizing the apparatus, reducing 15% of internal organization and 20% of staff; proactively preparing steps to organize party congresses at all levels according to Directive 35; proactively and effectively promoting the implementation of Resolution 57.

The city has issued programs, actions, and organized the implementation of Conclusion 123, determined to achieve double-digit but sustainable growth, actively handle backlog projects, and clear the way for development.

The Prime Minister requested Ho Chi Minh City to continue to lead and direct the arrangement of the internal apparatus, especially the non-organization of administrative units at the district level; continue to prepare for party congresses at all levels; develop growth scenarios; renew traditional growth drivers, continue to promote new growth drivers, effectively implement the construction of social housing and ensure social security, environment, etc.

The Prime Minister noted that the Standing Committee of the Ba Ria - Vung Tau Provincial Party Committee should continue to do a good job in political and ideological work for cadres and party members in the process of restructuring the organizational apparatus, especially in reducing the administrative level at the district level; continue to perfect organizations, associated with restructuring the contingent of cadres and party members.

The province allocates 3-5% of the budget for science, technology, innovation and digital transformation development according to Resolution 57; develops scenarios for quarterly growth; promotes the efficiency of oil and gas exploitation as an important growth driver of the province; reviews backlogged projects and proposes solutions.

The Prime Minister praised the spirit of initiative, creativity, great efforts, determination and synchronization in implementing tasks, especially the initiative in developing infrastructure, promoting science and technology, and promoting the role and advantages of Binh Duong province.

The Prime Minister noted that with a large number of workers and laborers, the Standing Committee of Binh Duong Provincial Party Committee needs to focus on leading, directing, and organizing the implementation of social housing development, ensuring people have equal access to housing; pioneering in solving issues related to healthcare, care, protection, and improvement of people's health.

The province strengthens education and training - the foundations for breakthroughs in science and technology development, innovation and digital transformation; further promotes green development, digital economy and circular economy.

The Prime Minister requested the Inspection Team to coordinate with the Standing Committees of Provincial and Municipal Party Committees to review the inspection content, put it in the context and characteristics of the situation, and accurately reflect the nature and situation.

Relevant parties complete the inspection report to submit to the Politburo and the Secretariat in accordance with the requirements, purpose, meaning, time, and quality, in the spirit of "good enough, do better; effective enough, be more effective; determined enough, be more determined; made efforts, make more efforts".

The Prime Minister requested the Standing Committees of Provincial and Municipal Party Committees to continue to direct and effectively implement Resolution No. 18, Directive No. 35, Resolution No. 57, Conclusion No. 123 with specific action plans and programs; assign tasks in conjunction with inspection and supervision of implementation; complete while doing, in conjunction with regular tasks; at the same time monitor, continue to listen, and promptly handle difficulties and recommendations to concretize and bring the Party's policies and guidelines into life.

On behalf of the Standing Committee of the 3 Provincial and Municipal Party Committees, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen received the opinions of the Prime Minister, Head of Inspection Delegation 1908.

He said that the Standing Committees of the Provincial and Municipal Party Committees will continue to lead, direct and organize more effectively the innovation and reorganization of the political system according to Resolution 18; Party congresses at all levels towards the 14th National Congress of the Party according to Directive 35; breakthroughs in science and technology development, innovation and national digital transformation according to Resolution 57 and promote socio-economic development in 2025 with a growth target of 8% or more according to Conclusion 123 of the Central Committee.

At the conference, delegates listened to the draft Inspection Results Report of Inspection Team No. 1908 of the Politburo and the Secretariat in 2025 for each Standing Committee of the Provincial and Municipal Party Committees: Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau on the implementation of 4 resolutions, conclusions and directives of the Central Committee including: Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and Conclusion No. 121-KL/TW, dated January 24, 2024 of the Central Executive Committee on summarizing Resolution 18, associated with the establishment and operation of new Party Committees (Resolution 18);

Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW, dated January 18, 2025, adjusting and supplementing a number of contents of Directive 35 (Directive 35);

Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57);

Conclusion 123-KL/TW, dated January 24, 2025 of the Central Executive Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more (conclusion 123).

Previously, Tuoi Tre Online reported that on February 23, Prime Minister Pham Minh Chinh chaired a conference to announce the 2025 inspection decision for the Standing Committees of the above-mentioned City and Provincial Party Committees.

The inspection content focuses on summarizing Resolution No. 18 on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently; Conclusion No. 12/2025 of the Party Central Committee on summarizing Resolution 18, associated with the establishment and operation of new Party committees.

Inspection Team No. 1908 also inspected the implementation of Directive No. 35/2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and concluded No. 118/2025 adjusting and supplementing a number of contents of Directive 35.
