On March 20, the Office of the Hanoi People's Committee issued the conclusion of Vice Chairman of the People's Committee Duong Duc Tuan at a working session on four detailed planning projects to renovate and rebuild the old apartment buildings of Kim Lien, Trung Tu, Khuong Thuong, Hao Nam, Dong Da district.

Accordingly, after listening to the report of the Dong Da District People's Committee, the planning consultancy unit and the opinions of the delegates attending the meeting, Vice Chairman of the City People's Committee Duong Duc Tuan directed the Dong Da District People's Committee to coordinate with the City's Departments and branches, simultaneously deploy the procedures to collect opinions from the community, report to the city's construction planning and urban planning appraisal council and related agencies.

The Vice Chairman of the City People's Committee also directed the completion of 4 detailed planning projects for 4 old apartment buildings in Kim Lien, Trung Tu, Khuong Thuong, and Hao Nam in March 2025, submitted to the Department of Planning and Architecture for appraisal in April 2025, and submitted to the City People's Committee for consideration and approval in May 2025.

According to statistics, Hanoi has 1,579 old apartment buildings built from 1960 to 1994. In Dong Da district alone, the People's Committee of this district said that there are currently 138 old apartment buildings. To date, the district has completed 100% of inspections, checks, and reviews according to the city's assigned targets.
