The detailed report has been publicly posted on the National Digital Transformation Portal at ctt2024.dx.gov.vn . The assessment process is carried out independently by the National Digital Transformation Agency, ensuring objectivity and without interference from the governing bodies of the portals/websites.
The assessment aims to help ministries, branches and localities determine the level of compliance with technical criteria according to Circular 22/2023/TT-BTTTT regulating the structure, layout and technical requirements for electronic information portals and websites of state agencies. Thereby, agencies can review, update and adjust the system to improve the efficiency of providing information to people and businesses.
Most portals have connected to EMC Systems
According to the synthesis of the National Digital Transformation Agency, most electronic information portals of ministries, branches and localities have complied with the regulations on attaching codes and connecting to the System for monitoring and measuring the level of provision and use of digital government services (EMC System). However, Vietnam Television has not yet implemented this regulation.
However, many component websites still do not fully meet the regulations of Circular No. 22/2023/TT-BTTTT regulating the structure, layout, and technical requirements for electronic information portals and websites of state agencies, such as displaying labels showing EMC connections, adding links to component pages and main portals.
Based on data from the EMC System, the National Digital Transformation Agency ranked electronic portals by number of visits.
Top 5 ministries and sectors with the highest number of visits
Accordingly, the Ministry of Finance, Vietnam Social Security (now under the Ministry of Finance), Ministry of Planning and Investment (now the Ministry of Finance), Ministry of Information and Communications (now the Ministry of Science and Technology) and the Government Office are the 5 agencies with the most visits in the ministry and sector.
On the contrary, the Government Inspectorate, the Vietnam Academy of Science and Technology, the State Capital Management Committee at Enterprises, Vietnam News Agency and Vietnam Television are the agencies with the lowest number of visits.
In particular, Vietnam News Agency did not integrate the .vn domain name, so the data was affected. Vietnam Television has not fully implemented the connection code with the EMC System, leading to inaccurate statistical data.

Meanwhile, Binh Thuan, Hoa Binh, Bac Kan, Dien Bien, Phu Tho, Hai Duong, Quang Tri, Ninh Thuan, Lao Cai and Gia Lai are the localities with the lowest number of visits.
According to the National Digital Transformation Agency, the electronic information portal plays an important role in providing official information, serving the Government's direction and administration as well as the needs of the people.
Ministries, sectors and localities with low traffic need to improve content quality, ensure interactivity and promote electronic information portals. In addition, it is necessary to optimize infrastructure, improve interface and utilities to attract attention from people and businesses.
Improving the electronic portal not only helps increase transparency in the operations of state agencies but also contributes to promoting the national digital transformation process.
