Ensuring quality and progress of amending 3 important laws of the education sector

On the afternoon of March 20, Minister Nguyen Kim Son chaired the first meeting of the Steering Committee for drafting the Law on amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended) and the Law on Vocational Education (amended).

Attending the meeting were Deputy Ministers of Education and Training: Nguyen Van Phuc, Hoang Minh Son, Le Tan Dung, Nguyen Thi Kim Chi, and leaders of units under the Ministry of Education and Training.

Implementing Resolution No. 51/NQ-CP dated March 18, 2025 of the Government promulgating the Action Program to implement Conclusion 91-KL/TW dated August 12, 2024 of the Politburo, continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration", up to this point, the Ministry of Education and Training has established a Steering Committee and issued a plan to draft the Law on Education, the Law on Higher Education (amended) and the Law on Vocational Education (amended).

According to the plan, in October 2025, the above 3 draft laws will be submitted to the National Assembly for consideration and approval; in December 2025, the laws will be submitted to the President for promulgation.

At the meeting, Deputy Ministers, standing departments and representatives of units of the Ministry of Education and Training reported on the implementation of work, proposed amendments and discussed the direction and implementation methods. Therein, they agreed to focus all their efforts and make the highest efforts to complete the tasks on schedule and ensure quality.

Realizing the importance, opportunity, and significance of simultaneously amending and supplementing all three Laws, Minister Nguyen Kim Son affirmed the determination of the leaders of the Ministry of Education and Training.

According to the Minister, the implementation time must be fast but quality must still be ensured; at the same time, quality must not affect progress.

“This is an institutional reform, paving the way for education and training to meet new requirements, continue to innovate more strongly; thereby fulfilling the responsibility of developing education and training, providing human resources to meet the requirements of the new period, new stage”, the Minister emphasized.

The Minister also made requests for vision, orientation, and highlighted some important contents and notes in implementation. The spirit is to be aware of all difficulties and challenges, to concentrate highly, and to bring out the best to create conditions for the development of education and training.
