Speed ​​up the progress of 2 key projects

On the afternoon of March 20, Prime Minister Pham Minh Chinh and the Central working delegation surveyed the Bien Hoa - Vung Tau expressway project through Ba Ria - Vung Tau province (component project 3) connecting with the traffic route of Long Thanh international airport (Dong Nai province).

Synchronized connection with highway

At the Bien Hoa - Vung Tau Expressway Component 3 project, the Prime Minister and the working delegation surveyed from the end point of the route (National Highway 56, Ba Ria City, Ba Ria - Vung Tau Province) to the starting point at Km34+200, connecting with the end point of Component 2 project in Dong Nai Province.

After nearly 2 years of construction, by June 2023, the entire expressway through Ba Ria - Vung Tau province was basically open, only waiting for the completion of some bridges. Cars can drive straight from the starting point to the end point of the project (some locations under bridge construction use residential roads). Fences have been constructed on both sides of the road, and the median strip in the middle is gradually being completed.

The leaders of Ba Ria - Vung Tau province said that the entire route with 19.5 km and 1 underpass for people has been basically completed. The contractor is simultaneously implementing construction with more than 15 points, the output has reached about 76% of the contract value. According to the investor's assessment, the project's progress is being ensured compared to the plan and the signed contract, the project is expected to be technically open to traffic before April 30.

The leaders of Ba Ria - Vung Tau province proposed to develop a highway connecting Long Thanh airport with Ho Tram. This is an important part in completing the province's transportation system, connecting the Bien Hoa - Vung Tau highway with key routes in the region.

Previously, the Ministry of Transport (now the Ministry of Construction) completed the internal appraisal and submitted to the Government an adjustment to the investment policy for the Bien Hoa - Vung Tau Expressway, with the total investment expected to increase by about VND 4,256 billion. Of which, component project 3 was adjusted to increase by about VND 2,201 billion, including the additional part of the My Xuan - Ngai Giao - Hoa Binh DT991 intersection (VND 1,627 billion). For this intersection, Ba Ria - Vung Tau province is completing additional procedures and proposing the Prime Minister to approve the policy for immediate implementation, soon completing the project synchronously.

The Prime Minister welcomed Ba Ria - Vung Tau province and contractors for implementing the project very well, and the need to continue to promote it to ensure the completion progress. Regarding the My Xuan - Ngai Giao - Hoa Binh DT991 intersection, the Prime Minister agreed to assign Ba Ria - Vung Tau province to decide on investment and early implementation to synchronously connect with many important routes in the region, especially Cai Mep - Thi Vai port.

Long Thanh Airport needs to welcome its first flight soon

Also on the afternoon of March 20, in Dong Nai, Prime Minister Pham Minh Chinh inspected the construction progress of the Long Thanh International Airport project (Long Thanh airport) and traffic routes connecting to this airport.

The Long Thanh International Airport construction investment project phase 1 has a total investment of more than 109,000 billion VND, equivalent to more than 4.6 billion USD; implementation period is from 2020 to 2026. This project includes 4 component projects. Of which, component project 1 - construction of state management agency headquarters is being implemented with basic progress. However, the construction of the headquarters of animal and plant quarantine agencies has not yet started.

Component project 2 - construction of facilities serving flight management, including air traffic control towers and specialized equipment, basically ensures progress. Component project 3 - construction of essential facilities in airports, especially passenger terminals, is being focused on. Component project 4 - including terminals, cargo warehouses, equipment and aircraft maintenance areas, etc. - has selected investors to implement 6/6 priority investment items, expected to start construction in the second and third quarters of 2025.

Working with ministries, sectors, localities, investors, and contractors, the Prime Minister requested that the project be basically completed by December 31, 2025 to welcome the first flight. The Prime Minister pointed out that the component projects will not change their targets; ministries, sectors, agencies, units, localities, and contractors need to make focused efforts to promote construction.

In particular, the Ministry of Agriculture and Environment must urgently start and complete the construction of the headquarters of animal and plant quarantine agencies before December 31, 2025. With component project 3 - the most important project of Long Thanh airport, contractors must comply with the progress commitment.

For component project 4, the Prime Minister assigned Vietnam Airlines to invest in construction and business of aircraft maintenance services at lots 1 and 2; assigned Vietjet Air to invest in construction and business of aircraft maintenance services at lots 3 and 4.

During the working trip, on the afternoon of March 20, Prime Minister Pham Minh Chinh, Deputy Prime Minister Ho Duc Phoc and leaders of ministries and branches received representatives of Hyosung Group (Korea), Long Son Petrochemical Company Limited (SCG Group - Thailand) and Ho Tram Project Company Limited. These are major investors, investing in many important projects in Vietnam.
