Construction of new level D dangerous apartment building, 51 Huynh Thuc Khang, expected to start in the second quarter of 2025

On the afternoon of March 20, at the conference to summarize Program No. 03-CTr/TU of the City Party Committee on "Urban beautification, urban development and urban economy for the period 2021 - 2025", the Chairmen of the People's Committees of Hoan Kiem, Dong Da and Long Bien districts gave speeches, sharing some experiences in implementing the Program and some tasks in the coming time.

Mobilizing 70 billion VND to renovate Trang Tien Street

Sharing experiences in implementing the target of "Renovating and upgrading 45 existing parks and flower gardens", Chairman of Hoan Kiem District People's Committee Pham Tuan Long said that in this target, the district was assigned to implement 10 flower gardens. In the past, the district has completed the synchronous renovation of 8 flower gardens including: Hoan Kiem Lake, Me Linh, Tay Son, Dien Hong, Tao Dan, Cua Nam, Bac Co, Ngo Quyen.

After renovation and beautification, the flower gardens have a completely new appearance compared to the current flower gardens: sidewalks are replaced with trees and grass, pedestrian paths are moved inside the flower gardens to ensure more safety; urban equipment such as lighting systems, trash cans, and stone benches are invested synchronously...

"After the projects are completed, Hanoi residents and tourists will be very excited to enjoy a higher quality public space, contributing to improving the living environment. Meeting the needs of residents and tourists when visiting Hoan Kiem district" - Mr. Pham Tuan Long affirmed.

According to the Chairman of the People's Committee of Hoan Kiem District, in 2025, the district will focus on implementing and is expected to complete the renovation and upgrading of Ly Thai To flower garden and Ba Kieu flower garden. At the same time, the district is actively and urgently planning the overall layout of the square - park, especially the area east of Hoan Kiem Lake, and is expected to complete the site clearance work by September 2, 2025. In addition, the district has completed 100% of the undergrounding of power and information cables in the entire old quarter, the old town, Hoan Kiem Lake area and vicinity; 12 streets in Chuong Duong and Phuc Tan wards have not been implemented due to their relation to flood drainage areas, the district will complete the planning and continue to implement in the coming time.

With urban renovation, beautification and reconstruction, the district has focused on urban design. In the recent period, 25 streets have been submitted to the Department of Planning and Architecture, awaiting approval from the city in the coming time.

For Trang Tien Street, Hoan Kiem District has mobilized 70 billion VND from socialized sources to renovate all the shops on the first floor; the district budget capital is used to renovate the area from the second floor up. Up to now, Trang Tien Street has a new look.

Complete inspection and review of the current status of old apartments

Chairman of Dong Da District People's Committee Le Tuan Dinh said that, implementing Program No. 03-CTr/TU of the City Party Committee, District Party Committee, District People's Committee has thoroughly grasped and mobilized the participation of the Vietnam Fatherland Front Committee and socio-political organizations, the participation of the masses with many emulation models such as "Blooming Street", "Green Traffic Team", "Green Sunday"...

Regarding some results, with over 500 old apartment buildings (accounting for nearly 1/3 of the city's total number of apartment buildings), the district has so far completed the inspection and review of the current status of use of the apartment buildings; has inspected 138 apartment buildings submitted to the City Appraisal Council, and is continuing to inspect 55 apartment buildings.

For the dangerous apartment building level D - 51 Huynh Thuc Khang, the district has completed the relocation of households from the dangerous apartment building; is working on a compensation and resettlement plan and is expected to start the project to renovate and build a new apartment building in the second quarter of 2025.

Along with that, the District People's Committee has established and the City has approved the Task of establishing a Detailed Plan for renovating old apartment buildings - phase 1 in the area (Kim Lien, Trung Tu, Khuong Thuong), expected to complete the approval of the Detailed Plan in 2025; continuing to establish a Detailed Plan for Hao Nam and Vinh Ho apartment buildings.

Regarding planting new urban trees, by 2024, all parks, flower gardens, green land, and eligible areas will have additional trees planted; 100% of parks and flower gardens in the area have been invested in upgrading and renovating to serve the people.

Strictly handle violations of construction order, associated with responsibility of leaders

Speaking at the conference, Chairman of Long Bien District People's Committee Nguyen Manh Ha said that, implementing the targets and tasks of Program No. 03-CTr/TU, up to now, the district has built 20 new flower gardens with an area of 11.28 hectares; renovated 19 flower gardens; 100% of the routes have invested in underground technical infrastructure items.

At the same time, renovate and beautify sidewalks, streets, and alleys in the district with 13 projects, 334 routes along with undergrounding, arranging overhead lines and cables, synchronized with the beautification of architectural works along the routes, reaching 100% of the target; the rate of households provided with clean water reached 100%.

The district invested in the construction and renovation of 4 markets, completed 2 specialized streets; completed the project to develop walking space (Long Bien central park area, area of about 20 hectares).

According to the Chairman of the People's Committee of Long Bien District, these results were achieved because the district was proactive in leadership, direction, adaptation, and flexibility to the actual situation; creatively applied the policies of the Party and the State to the practical conditions of the district. In addition, urban order management has always been of interest and regular direction. The district regularly organizes propaganda and training on building a civilized urban lifestyle, combined with strict handling of violations of construction order, associated with the responsibility of the head; effectively implements State management of the environment, reviews facilities that are at risk of causing environmental pollution in residential areas, classifies them into groups to develop a plan to recommend handling and propose a relocation roadmap.
