To implement the innovation and reorganization of the apparatus, Lam Dong province will end the operations of 7 Party organizations, 3 organizations under the Party executive committees; merge 10 departments into 5 departments.
On the afternoon of December 11, the Steering Committee for summarizing Resolution No. 18-NQ/TW of Lam Dong Provincial Party Committee held a conference to disseminate and implement the innovation and reorganization of the apparatus according to Plan No. 04-KH/BCĐ, dated November 13, 2024, of the Central Steering Committee for summarizing Resolution No. 18-NQ/TW.
The province will end the operations of 7 Party organizations, 3 organizations under Party executive committees; merge 10 departments into 5 departments.
Head of the Provincial Party Committee's Organization Board Nguyen Trong Anh Dong announced the decision on the establishment of the Steering Committee for Summarizing the Implementation of Resolution No. 18-NQ/TW under the Lam Dong Provincial Party Committee.
Delegates listened to the Plan on "Some orientation contents for reorganizing the apparatus of the political system to ensure streamlining, effective and efficient operation, meeting the requirements of tasks in the new period" in Lam Dong province.
According to the plan, in the coming time, the province will end the activities of 7 Party organizations, 3 organizations under the provincial Party Executive Committees, the Provincial Agencies Party Committee and the Provincial Enterprises Party Committee; establish Party organizations of Party agencies, People's Councils, Fronts, mass organizations, and justice at the provincial level directly under the Provincial Party Committee; establish provincial government Party organizations directly under the Provincial Party Committee.
Lam Dong Provincial Youth Union presided over and coordinated with the 2 Party Committees of the Bloc to receive 2 Youth Union organizations of the 2 Party Committees and carry out the streamlining and effective operation. The provincial Party apparatus merged the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; merged Lam Dong Radio-Television Station and Lam Dong Newspaper.
Regarding the government sector, orient the structure, arrangement and consolidation, and transfer the state management functions of some areas belonging to old departments to suitable new departments.
At the provincial level, maintain 5 specialized agencies, including the Office of the Provincial People's Committee, the Provincial Inspectorate, the Department of Justice, the Department of Industry and Trade; the Department of Culture, Sports and Tourism and 2 equivalent organizations, including the Office of the National Assembly Delegation, the Provincial People's Council; and the Industrial Park Management Board.
The Steering Committee also proposed to end operations and transfer functions and tasks of a number of agencies and units; merge a number of party agencies and specialized agencies under the People's Committees at the district level; merge or transfer functions and tasks of public service units and public service units under the People's Committees of districts.
The Provincial Steering Committee, the Provincial Party Standing Committee, and the Provincial Party Committee must complete the documents before December 27 and will immediately implement the projects and plans when there are resolutions (conclusions) of the Central Executive Committee, the Politburo, and regulations of the Politburo and the Secretariat.
Acting Secretary of Lam Dong Provincial Party Committee Nguyen Thai Hoc, Head of the Steering Committee for summarizing Resolution No. 18-NQ/TW of Lam Dong Provincial Party Committee, requested that agencies, units and localities fully understand the Central Committee's decision. This is a revolution to enter a new era, therefore, the implementation must be thorough, synchronous and accept the sacrifice of personal interests.
The five goals that the province must achieve are to overcome shortcomings, remove obstacles, problems, and limitations in the operating apparatus. After the reorganization, the apparatus must be streamlined; the staff must be proficient; the apparatus and people must operate effectively, without interruption or discontinuity; and the best interests of the cadres in the reorganization and streamlining process must be ensured.
Mr. Nguyen Thai Hoc requested agencies, units and localities to urgently review, evaluate and propose plans based on the principles of the Central and provincial policies. The scope of implementation is for all agencies, units and localities, without excluding any agency.
Agencies and departments do not establish their own Steering Committees, but the heads of Party committees preside over and coordinate with the heads of government to implement. Each agency, unit and locality organizes an assessment of the results of implementing Resolution No. 18-NQ/TW and develops a plan to arrange, consolidate and streamline its unit, and reports to the Provincial Steering Committee before December 20./.
