Proposal for teachers to be increased by 1 level in the first salary ranking

In the latest draft Law on Teachers, the Ministry of Education and Training (the drafting agency) has designed 10 state policies on building and developing the teaching staff with many incentives.

It proposes many new policies on salaries and benefits for teachers in public educational institutions.

The basic salary according to the teacher salary scale is ranked highest in the administrative career salary scale system. Professional incentives and other allowances depend on the nature of the job, the region, and the provisions of the law.

Notably, teachers who are recruited and have their salaries increased by one level in the administrative career salary scale system for the first time.

In the Government's report on acceptance and explanation submitted to the National Assembly Standing Committee at the 38th session, it also added an assessment of policy impact, expected resources, and conditions to ensure the implementation of the law after it is passed.

The report evaluates the regulations on teachers recruited and assigned for the first time to be increased by 1 salary level in the administrative career salary scale system.

According to local reports, as of May 2024, the number of teachers recruited in the 2023-2024 school year is 19,474.

Of which, 5,592 people are in preschool, 7,737 people are in primary school, 4,609 people are in secondary school, and 1,536 people are in high school.

If the policy of increasing salary by 1 level in the administrative career salary scale system is implemented, the state budget will need to add about 22 billion VND/month to pay teachers' salaries, which means the annual budget will need to add 264 billion VND.

In addition, the draft law also proposes that preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers at specialized schools and other specialized schools; teachers implementing inclusive education; teachers who are ethnic minorities and teachers in some specific professions are given priority in terms of salary and allowances compared to other teachers.

The salary and salary-based policies of teachers at non-public educational institutions are decided by the educational institution, ensuring that they are not less than the salary and salary-based policies prescribed above, unless otherwise agreed.

The Government report said that the additional cost to pay teachers' salaries will be about 1,068 billion VND/month, meaning that the budget needs to add 12,816 billion VND annually.
