Also attending the event were Deputy Ministers of Science and Technology Bui The Duy, Le Xuan Dinh, Hoang Minh; representatives of Central Party Committees; and leaders of agencies and units within the Ministry of Science and Technology.

According to decisions 318 and 366 signed on the same day, February 19, the Prime Minister transferred and appointed two Deputy Ministers of Information and Communications, Bui Hoang Phuong and Pham Duc Long, to hold the position of Deputy Ministers of Science and Technology, for a term of 5 years.
The decisions take effect from March 1. This is also the day the new Ministry of Science and Technology, a Ministry merging the Ministry of Information and Communications and the Ministry of Science and Technology, officially operates.

Deputy Minister Pham Duc Long grew up in the electronics and telecommunications industry, from a technical staff to the chairman of a large corporation, then joined the leadership of the Ministry of Information and Communications.
Over the past time, with innovative thinking, strategic vision and determination, Deputy Minister Pham Duc Long has made great contributions to the transformation of telecommunications infrastructure into digital infrastructure, laying the foundation for the development of digital economy, digital society and other related fields.

The head of the science and technology sector affirmed: The merger of the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science and Technology marks an important turning point in the process of streamlining and organizing the apparatus towards streamlining, effectiveness and efficiency; at the same time, it is noted that the new ministry not only inherits the functions and tasks of the two previous ministries, but is also assigned additional breakthrough responsibilities by the Central Government and the Government.
From the analysis of the tasks of the Ministry of Information and Communications and the Ministry of Science and Technology (old), Minister Nguyen Manh Hung emphasized that with the new Ministry of Science and Technology, now the trio of science and technology, innovation and digital transformation are placed together in a unified organization, creating a synergistic strength to help Vietnam develop faster and stronger in the new era, which is the main driving force for Vietnam to become a high-income developed country.
With the birth of Resolution 57, the expectations of the Party, the State and the people, the tasks of the new Ministry of Science and Technology are much heavier, while the number of leaders of the Ministry is basically unchanged. "This requires each comrade in the collective leadership of the Ministry, especially the two comrades who were appointed today, to constantly make dedicated efforts to excellently complete the task" , the head of the science and technology sector requested.
Pointing out that the new Ministry of Science and Technology will be the core force to realize Resolution 57, Minister Nguyen Manh Hung said that the new Ministry needs to take the lead in promoting scientific research, technology development, technology application and developing innovative models.
According to the Minister, the new Ministry of Science and Technology has core values of "Pioneering - Creativity - Breakthrough - Courage - Compassion" and the motto of action "Setting an example - Discipline - Focus - Breakthrough".
“It is not only about organizational coordination, but more importantly, about unity and convergence in thinking, working methods and innovative spirit. We need a new approach and new thinking to truly create breakthroughs for the industry and the Ministry of Science and Technology,” Minister Nguyen Manh Hung pointed out.

Regarding the two new Deputy Ministers of Science and Technology, Pham Duc Long and Bui Hoang Phuong, Minister Nguyen Manh Hung believes that with their youth, extensive experience, professional capacity and high sense of responsibility, the two Deputy Ministers will join the leadership of the Ministry of Science and Technology in solidarity and creativity to lead the new Ministry to strong development, making important contributions to the cause of industrialization and modernization of the country.
