Starting from the 2025-2026 school year, the Politburo decided to exempt tuition fees for students from kindergarten to high school in public schools nationwide.

Great news for education nationwide when the Politburo, in its meeting on February 28, 2025, decided to exempt tuition fees for students from preschool to high school in public schools nationwide.

This decision of the Politburo was made after listening to the Government's report on the ability to balance finances during and after the process of streamlining the political system's apparatus during the implementation of Resolution 18.

The time to implement the tuition exemption policy is from the beginning of the new school year 2025-2026.

The Politburo also assigned the Government Party Committee to direct the Ministry of Education and Training, the Ministry of Finance and a number of relevant ministries, branches and localities to coordinate in concretizing and seriously implementing this decision.

The Politburo's decision to exempt tuition fees for students nationwide from kindergarten to high school in public schools from the 2025-2026 school year also aims to implement the content of Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee on fundamental and comprehensive innovation in education and training. This includes implementing a roadmap to exempt tuition fees for students at all levels.

According to the Ministry of Education and Training, the estimated cost of state budget to implement the policy of exempting tuition fees for students is about 30 trillion VND. This figure may be less if taking into account the local budgets of provinces and cities that have implemented tuition exemption.

This is certainly one of the outstanding socio-economic events of the whole country in 2025, the year of important anniversaries of the country such as the 95th anniversary of the Party's founding, the 50th anniversary of the Liberation of the South and National Reunification, the 135th anniversary of President Ho Chi Minh's birthday, and the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

This historic and humane decision for the country's education came at a time when the whole country and the entire political system were rapidly transforming for the new era of the nation, and it truly brought a great spiritual and material motivation to millions of teachers and millions of families with children going to school.

Not only that, the implementation of the tuition-free policy for preschool to high school across the country will contribute significantly to improving the quality of education, receiving high consensus from society, in line with the Party and State's policy on education, always considering education as the top national policy in developing a prosperous and happy country. At the same time, it is in line with the general trend of developed countries.

Notably, the issue of implementing this tuition-free policy was put on the table for discussion by General Secretary To Lam at the end of the 2024 session of the National Assembly. This humane policy proves once again that having a good policy and implementing it immediately and quickly into life will certainly be supported by the people. It once again affirms that our Party and State always follow President Ho Chi Minh's testament: " A State for the people is a State that takes the legitimate interests of the people as its goal. Everything is for the interests of the people, and there are no other interests ." In the spirit that General Secretary To Lam clearly pointed out, all children of school age must go to school.

" The State has a very important policy of universalizing education, gradually progressing from primary to secondary school, so that children of school age can go to school. Moving forward, the State will waive tuition fees and provide for children of school age. Progress must be like that!" , the General Secretary pointed out.

Education - a basic human right

Very early on, President Ho Chi Minh affirmed that the right to education is one of the most basic human rights, before this right was widely recognized as legal and universal in the world. During his lifetime, he once said: " I have only one desire, the utmost desire, which is to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, everyone can study ."

The 2013 Constitution also emphasizes that “Citizens have the right and obligation to study” (Article 39). “… The State prioritizes investment and attracts other investment sources for education; cares for preschool education; ensures that primary education is compulsory, the State does not collect tuition fees; gradually universalizes secondary education;…” (Article 61).

The great thoughts of President Ho Chi Minh as well as the guarantees of the right to education of all citizens as stated in the Constitution have been and are being implemented by our Party and State, in accordance with the economic situation of the country.

The country's thousands of years of cultural history have proven that whenever education is valued, human and material resources are mobilized and promoted, that is the era of prosperity and the rise of the country.

Coming here, we suddenly recalled the confidences of teachers stationed in a place in the middle of the Dak Lak forest, Central Highlands, during a working trip there. The teachers said that they were not afraid of hardship, not afraid of the simple dinner cooked on a stove placed on a few rocks. The only wish of the teachers was to have enough students in their classes every day, no student would be absent or skip class because of poverty or the long distance to class. They hoped that the new joy in the education sector nationwide would spread to all teachers and students in every faraway place of the Fatherland.
