The Government issued Decree No. 35/2025/ND-CP dated February 25, 2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment.
Accordingly, the Ministry of Agriculture and Environment is a Government agency, performing the function of state management in the following fields: Agriculture; forestry; salt industry; fisheries; irrigation; natural disaster prevention and control; rural development; land; water resources; mineral and geological resources; environment; hydrometeorology; climate change; surveying and mapping; integrated management of resources and protection of the marine and island environment; remote sensing; state management of public services in the fields under the Ministry's management.
The Ministry of Agriculture and Environment performs the tasks and powers prescribed in the Law on Organization of the Government, Government regulations on functions, tasks, powers and organizational structure of ministries, ministerial-level agencies and the following specific tasks and powers:
Guide and inspect crop cultivation activities; development of crop areas, production of safe agricultural and food products; crop production to reduce emissions, circular production, adaptation to climate change climate change; plant protection and quarantine; developing a roadmap and providing guidance on granting codes for growing areas and packaging facilities nationwide in accordance with the law; directing the implementation of crop structure; cultivation, planting techniques, harvesting; summarizing and evaluating the implementation of annual crop production plans; issuing plans to convert crop structure on rice-growing land nationwide; directing and providing guidance on organic farming; on agricultural plant varieties, fertilizers and pesticides in accordance with the law...
Guide and inspect the implementation of regulations of the Government and the Prime Minister on mechanisms and policies for forestry development; regulations on management of special-use forests, protection forests, and production forests; management of the system of special-use forests, protection forests, and production forests; protection of forest ecosystems and forest species; direct and guide provinces and centrally-run cities on the establishment of special-use forests and protection forests; direct, guide, and inspect the conversion of forest types and the conversion of the purpose of use of special-use forests, protection forests, and production forests to other purposes according to the provisions of law; organize the implementation of tasks on forest fire prevention and fighting; direct, guide, and inspect forestry, agricultural, and fishery production combined with raising, planting, developing, and harvesting non-timber forest products and medicinal plants in all types of forests according to the provisions of law...
Instruct and inspect the implementation of regulations on the management of endangered and rare aquatic species, aquatic resource protection areas, and management of aquatic resources in wetland conservation areas according to the provisions of law; instruct and inspect the implementation of legal regulations on fishing ports and storm shelters for fishing vessels; regulations on the management of fishing vessel safety, information on natural disaster prevention for fishermen and fishing vessels at sea; direct, guide, and inspect aquaculture; aquaculture processes, techniques, and seasons; organize the preservation of original breeds and indigenous aquatic species of economic value...

Units 1 to 26 are administrative units assisting the Minister in performing state management functions; units 27 to 30 are public service units serving the state management functions of the ministry.
The Minister of Agriculture and Environment shall prescribe the functions, tasks, powers and organizational structure of the units under the Ministry; submit to the Prime Minister for promulgation a decision on the list of other public service units under the Ministry as prescribed.
The Department of Planning and Finance has 3 divisions; the Department of Personnel Organization has 3 divisions.
Decree No. 35/2025/ND-CP takes effect from March 1, 2025.
