To implement the policy of exempting all tuition fees for students at all levels from kindergarten to high school, the country will need up to VND 30,000 per school year.


The above information was released by the Ministry of Education and Training on the evening of February 28, after the Politburo decided to implement a policy of exempting all tuition fees for preschool to high school students nationwide from the new school year 2025-2026.

According to statistics from the Ministry of Education and Training, the whole country has 23.2 million students (not including students studying at vocational education and continuing education centers), of which 3.1 million are children under 5 years old; 1.7 million are 5 years old; 8.9 million are primary school students; 6.5 million are at secondary school level and 3 million are at high school level.

To implement this policy, the whole country will need up to 30,000 billion VND/school year (calculated according to the 2024-2025 school year payment level stipulated in Decree 81/2021 of the Government). In fact, this budget level will depend on the specific tuition fee level of each province and city under the authority of the Provincial People's Council to decide annually.

Currently, 10 provinces and cities nationwide have issued Resolutions of the Provincial People's Council on exempting preschool and general education fees for the 2024-2025 school year, including: Quang Ninh, Hai Phong, Yen Bai, Quang Nam, Khanh Hoa, Da Nang, Ba Ria-Vung Tau, Binh Duong and Long An.

" This is also the reason why the Ministry of Education and Training proposed that the Politburo and the Government Party Committee consider a tuition-free policy for preschool to general education to ensure fairness for all students," the Ministry stated.

As for private schools, the Ministry of Education and Training said that students will be compensated for tuition fees equal to the tuition fees of public schools according to the law; the difference in tuition fees between public and private schools will be paid by the student's family.

According to the Ministry of Education and Training, tuition fees affect most families and are a matter of public concern every time a new school year begins. If a tuition-free policy is implemented for all children from preschool to high school nationwide, it will contribute significantly to improving the quality of education, gain high consensus from society, and be consistent with the superiority of the Party and State's policies and education policies, and be consistent with the general trend of developed countries.
