Prime Minister: Hopes Japanese businesses continue to trust and stick with Vietnam

Continuing the working program with the domestic and foreign business community to promote production and business, contributing to the implementation of the growth target of 8% in 2025 and double digits in the following years, on the afternoon of March 1, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a discussion with Japanese businesses to promote cooperation and investment with Vietnam for rapid and sustainable development.

Attending the seminar were Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung; Japanese Ambassador to Vietnam Ito Naoki; leaders of ministries, branches and central agencies; leaders of several provinces and centrally run cities; leaders of the Japan External Trade Organization, Japanese business associations and Japanese corporations investing in Vietnam; and leaders of major economic groups in Vietnam.

After nearly 52 years of nurturing and building, with the joint efforts of both sides, the Vietnam - Japan relationship is developing strongly and substantially, becoming a model of a particularly good relationship, especially after the two countries upgraded their relationship to "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World".

Economic, trade and investment cooperation continues to play a pivotal role and is a highlight in the bilateral relationship. Accordingly, Japan is currently Vietnam's leading economic partner, the largest provider of ODA capital and labor cooperation, the third largest investor, and the fourth largest trade and tourism partner of Vietnam.

Currently, Japan has more than 5,500 investment projects in Vietnam. Bilateral trade turnover in 2024 will reach more than 46.2 billion USD. Regarding ODA, Japan provides Vietnam with more than 20 billion USD in loans, nearly 750 million USD in non-refundable aid and about 1.34 billion USD in support for technical cooperation.

Japanese investment in Vietnam is in many fields and in many localities. According to the Japan External Trade Organization (JETRO), the percentage of Japanese enterprises wishing to expand investment and business in Vietnam in the next 1-2 years is 56.1%, the highest in ASEAN. This clearly demonstrates that Vietnam is still an attractive investment destination for Japanese enterprises.

At the Seminar, Japanese representatives highly appreciated the business investment environment in Vietnam; wishing to continue contributing to Vietnam's economic development, especially when Vietnam enters a new era - the era of national growth.

Japanese enterprises expressed their interest in investing in Vietnam, especially in the field of infrastructure, especially transport infrastructure, developing urban transport networks; promoting investment in the semiconductor industry, biomass power projects, renewable energy, clean energy, including nuclear power projects; automobile industry; building commercial centers, etc.

Japanese enterprises expressed concerns and hoped that Vietnam would continue to simplify administrative procedures, speed up decision-making; continue to improve institutions, especially those related to new areas such as the Data Law; propose to promptly resolve problems in projects, especially those related to ODA infrastructure cooperation projects, investment license extensions, etc.; discuss with leaders of ministries, branches and localities and direct specific solutions to problems in projects such as: Ho Chi Minh City Urban Railway Line 1 Construction Project, Hanoi Urban Railway Project, Nghi Son Oil Refinery and Petrochemical Project, Vietnam - Japan Cho Ray Hospital Friendship Project, O Mon Thermal Power Project, Quang Ninh LNG Thermal Power Project, Satellite Launching Cooperation Project, etc.

Concluding the Dialogue, Prime Minister Pham Minh Chinh respectfully thanked the frank and sincere opinions; the exchanges and suggestions for effective solutions to the problems of both sides; and requested the Government Office to synthesize and draft the Prime Minister's Conclusion in the spirit of "clear people, clear work, clear time, clear responsibility, clear results".

In response to concerns from the business community about the impact of the restructuring of the apparatus in Vietnam, the Prime Minister affirmed that the restructuring of the apparatus in the past and the continued implementation in the coming time in Vietnam is to streamline, compact, strengthen, improve the efficiency, effectiveness and efficiency of the political system; promote decentralization and delegation of power; remove difficulties and obstacles, reduce administrative procedures, reduce input costs for businesses, and eliminate the request-grant mechanism, with the ultimate goal of bringing the highest convenience to people and businesses.

Regarding the problems and backlogs in the Ho Chi Minh City Urban Railway Line No. 1 Construction Project, with the motto "Even the highest mountains have a way to climb; Even the most dangerous roads have a way to go", the Prime Minister assigned Ho Chi Minh City to preside over and coordinate with ministries, branches and Japanese partners to resolve them thoroughly, completing them before April 30, 2025, in the spirit of trust, openness and transparency; when resolving them, there must be no bureaucracy but cooperation with each other to handle them, "harmonizing benefits and sharing risks".

Informing about Vietnam's economic development achievements, with the contribution of enterprises, including Japanese enterprises, on behalf of the Government, the Prime Minister highly appreciated the practical and effective contributions of Japanese enterprises to the development of Vietnam and the friendly relations between the two countries.

The Prime Minister said that in 2025, Vietnam will focus on prioritizing growth, setting a growth target of 8%, creating momentum, creating momentum, creating force for double-digit growth in the coming years so that the country can enter a new era - the era of rising up. Currently, Vietnam continues to implement 3 strategic breakthroughs including institutions, infrastructure, training high-quality human resources, in the direction of "open institutions, smooth infrastructure, smart governance and human resources" to serve the country, including businesses to develop quickly and sustainably.

Believing that, in addition to the positive results achieved, the room and potential for economic, trade and investment cooperation between Vietnam and Japan is still very large, the Prime Minister suggested that Japanese enterprises exploit this room more effectively, improve the quality and effectiveness of cooperation, especially with Vietnam to achieve the growth target of 8% in 2025 and double digits in the following years.

The Prime Minister hopes that Japanese enterprises, with their experience, resources and prestige, will support Vietnam in accessing investment sources, green and sustainable financial sources such as the "Asian Zero Emission Community" (AZEC) and investment sources for science, technology and innovation such as the "Innovation/Digital Transformation Fund" of the Japanese Government.

According to the Prime Minister, with the policy of cooperation and selective foreign investment attraction, aiming at quality, efficiency, technology and environmental protection, Vietnam prioritizes attracting investment projects in industries and fields such as: green economy, digital economy, circular economy, knowledge economy; science and technology, innovation; electronic components, electric cars; semiconductor industry, new energy such as hydrogen, renewable energy; financial centers, green finance; biotechnology, healthcare; high-tech agriculture...

Prime Minister Pham Minh Chinh suggested that the two sides continue to strengthen cooperation to consolidate supply chains, develop supporting industries, build a highly skilled workforce, and ensure stable production activities for the benefit of both sides in a diversified, transparent, and sustainable manner, bringing benefits to both sides.

The Japanese government and enterprises continue to pay attention to and promote the rapid implementation of key cooperation projects, especially in the high-tech field such as the satellite launch project into orbit; continue to support and create conditions for Vietnamese enterprises to participate more deeply and substantially in your global supply chains, helping Vietnamese enterprises diversify products, diversify markets, and diversify supply chains.

The Prime Minister proposed that Japan expand the scale, simplify procedures, create more favorable conditions, and disburse ODA cooperation projects faster; that Japanese enterprises make decisions faster, and work with Vietnamese enterprises to harmonize the institutions of the two countries.

"The Vietnamese Government is committed to ensuring that the foreign-invested economic sector is an important component of the Vietnamese economy; ensuring the legitimate and legal rights and interests of investors; ensuring political stability, social order and safety; and stabilizing institutions, mechanisms, and policies to attract investment," the Prime Minister affirmed.

In the spirit of "Listening and understanding between businesses, the State and the people; sharing vision and action; working together, winning together, enjoying together, developing together, sharing joy, happiness and pride", the Prime Minister called on Japanese businesses to continue to trust and stick with Vietnam, with "far-sighted vision, thinking deeply, doing big", taking Vietnam as a base to continue expanding investment, production and business, contributing to the prosperous development of the two countries as well as the "Vietnam - Japan Comprehensive Strategic Partnership for peace and prosperity in Asia and the world".
