Tuition fees for Kindergarten, Primary, Secondary and High School for the 2024-2025 school year
On February 28, the Politburo agreed with the Ministry of Education and Training's proposal to exempt tuition fees for students from preschool to general education. Students of private schools will be compensated for tuition fees equal to those of public schools according to the law; the difference in tuition fees between public and private schools will be paid by the student's family. The implementation time is from the beginning of the new school year 2025 - 2026 (September 2025 onwards).
According to statistics, the country currently has 23.2 million students (not including students studying at vocational education and continuing education centers), including: 3.1 million preschool students under 5 years old; 1.7 million preschool students 5 years old; 8.9 million primary school students; 6.5 million middle school students and 3 million high school students.

Currently, provinces and cities are applying tuition fees for all levels for the 2024-2025 school year as follows:
In Ho Chi Minh City, tuition fees are divided into 2 groups:
Group 1: students studying at schools in Thu Duc city and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2: students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.
Tuition fees from the 2024-2025 school year for public preschool and general education institutions that are not self-sufficient in regular expenditures are as follows:

In particular, primary school students and 5-year-old preschool children are exempt from tuition fees.
Hai Phong City has entered the fifth consecutive year of implementing the policy of 100% tuition exemption for preschool children and the fourth consecutive year of 100% exemption for students of all levels according to Resolution 54 of the Provincial People's Council.
The total number of students benefiting from the policy this year is more than 536,000. Tuition exemption money is provided from the local budget. Each student is exempted from 9 months of tuition fees/school year.
Hai Phong's new school year tuition fees have also been adjusted down compared to the 2023-2024 school year.
Specifically, rural areas are adjusted from 100,000-200,000 VND/month to 62,000-92,000 VND/month depending on the level of education.
In urban areas, nursery and kindergarten tuition fees are reduced from VND300,000/month to VND203,000/month; secondary school tuition fees are reduced from VND300,000/month to VND92,000/month; high school tuition fees are reduced from VND300,000/month to VND125,000/month.
In particular, ethnic minority and mountainous areas are slightly adjusted to increase to 62,000 VND/month for all levels of education.

Tuition fees for the 2024-2025 school year of Da Nang City will be implemented according to Resolution 49/2024/NQ-HDND dated July 30, 2024.

In Resolution 50/2024/NQ-HDND, the People's Council of Da Nang City has issued regulations on tuition support policies for preschool children, primary school students, and students at vocational education institutions in the 2024-2025 school year in Da Nang City. Accordingly, 100% of tuition fees will be subsidized according to the tuition fees for preschool education and public primary education in the 2024-2025 school year as prescribed by the City People's Council, and will be supported for 9 months of the 2024-2025 school year.

Tuition free from school year 2025 - 2026
According to the Ministry of Education and Training, the state budget required to implement the policy of exempting tuition fees for students is about 30 trillion VND (if deducting the local budgets of provinces/cities that have exempted tuition fees, the central budget required will be less than this amount). In fact, the budget level that needs to be ensured will depend on the specific tuition fee level of each province/city directly under the Central Government under the authority of the Provincial People's Council to decide on the basis of the floor and ceiling tuition fee levels prescribed by the Government.
Currently, the tuition fees for the 2024-2025 school year approved by localities range from 7,000 to more than 340,000 VND per month. Most localities divide the collection level by level of education, three regions (including urban, rural, mountainous areas) and based on Decree 81 on public tuition fees. Tuition fees for preschool are about 50,000-540,000 VND/month, for secondary school it is 50,000-650,000 VND/month and for high school it is 100,000-650,000 VND/month.
The Ministry of Education and Training believes that implementing the tuition-free policy for all children from preschool to high school nationwide will significantly contribute to improving the quality of education, receive high consensus from society, and be in line with the Party and State's policies on education and the general trend of developed countries.
