Pursuant to Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on the implementation of research and proposals to continue to reorganize the apparatus of the political system and Official Dispatch No. 8008-CV/BTCTW dated February 26, 2025 of the Central Organizing Committee on the establishment, separation, consolidation and merger of new Party congresses and Party cells, the Standing Committee of the Provincial Party Committee requests:
1. Party committees and party organizations at all levels in the entire provincial Party Committee continue to thoroughly grasp and widely propagate the policy of streamlining and streamlining the organizational apparatus, especially the content of Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo; do a good job of political and ideological work, create high consensus and unity in society, especially among cadres and party members; focus on leadership and direction to ensure that it does not affect the operations of agencies, organizations and units.
2. Regarding the organization of party congresses at all levels for the 2025 - 2030 term:
2.1. The Standing Committees of district, town and city Party Committees direct the temporary suspension of the organization of commune and district-level congresses for the 2025-2030 term until further direction and guidance from the Central Government.
Continue to do a good job of preparing and organizing grassroots party congresses (except commune level) for the 2025 - 2030 term in accordance with Plan No. 178-KH/TU dated July 16, 2024 of the Provincial Party Committee on organizing congresses of party cells and party committees at all levels in the Yen Bai Provincial Party Committee towards the 14th National Congress of the Party; Conclusion No. 1144-KL/TU dated February 20, 2025 of the Provincial Party Committee adjusting and supplementing a number of contents of Plan No. 178-KH/TU and Official Dispatch No. 8008-CV/BTCTW dated February 26, 2025 of the Central Organizing Committee (Implementing all 04 contents according to Plan No. 178-KH/TU).
2.2. The Party Committees of the provincial Party agencies and the Party Committee of the provincial People's Committee direct their subordinate Party Committees (Party cells) (for places where newly established, split, merged, consolidated, or terminated the activities of the Party Executive Committee and Party delegation to establish new Party Committees) to hold the congress for the 2025 - 2030 term with 02 contents: (1) Summarize the implementation of the Party Committee (Party cell) congress resolutions for the 2020 - 2025 term (if any) and determine the directions, goals, tasks, and solutions for the 2025 - 2030 term; (2) discuss and contribute opinions on the draft documents of the 14th Party Congress and documents of the congress of the Party Committee at the direct superior level (not electing the Party Committee for the 2025 - 2030 term and the delegation to attend the congress of the Party Committee at the direct superior level). The Standing Committee of the Party Committees of the provincial Party agencies and the Party Committee of the provincial People's Committee appoints the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman and deputy chairman of the inspection committee of the Party Committee for the 2020-2025 and 2025-2030 terms; allocates the number and appoints delegates of these Party Committees (Party cells) to attend the congress of the directly superior Party Committee.
3. The Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee closely follow the Central's direction to advise the Provincial Steering Committee to summarize Resolution 18, the Provincial Party Committee's Standing Committee, and the Provincial Party Committee's Standing Committee to specify the tasks of implementing the organizational arrangement of the political system to ensure comprehensiveness, connectivity, and synchronization.
Coordinate to fully and carefully prepare the plan to reorganize and streamline the provincial apparatus in the coming time according to Action Program No. 263-CTr/TU dated February 20, 2025 of the Provincial Party Committee to implement Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW and Conclusion No. 126-KL/TW dated February 14, 2025 of the Politburo and the Secretariat on a number of contents and tasks to continue to reorganize and streamline the apparatus of the political system in 2025 to serve the working program with the Inspection Delegation of the Politburo and the Secretariat.
4. The Provincial Party Committee's Propaganda and Mass Mobilization Department closely follows the direction of the Central agencies to promptly direct and orient the propaganda content on the policy of arranging and streamlining the organizational apparatus of the Politburo, the Central Executive Committee, the Provincial Party Committee, and the Provincial Party Committee Standing Committee to ensure promptness, timeliness, suitability, and achievement of the set goals and requirements.
During the implementation process, Party committees and agencies shall promptly report to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Steering Committee to summarize Resolution 18 (through the Provincial Party Committee's Organization Committee) when problems arise.
