According to the telegram, in recent times, the Government and the Prime Minister have given many drastic and specific instructions on law-making and institutional improvement.

Prime Minister Pham Minh Chinh requested to urgently complete draft laws to submit to the National Assembly at the 7th session of the 15th National Assembly.

To continue to strengthen the work of law-making in the coming time and best prepare the draft laws to be submitted to the National Assembly Standing Committee and the National Assembly at the 7th session of the 15th National Assembly, the Prime Minister requested the ministers and Chairmen of the People's Committees of provinces and centrally-run cities to directly take charge, direct and be responsible for the work of law-making.

Specifically, fully prepare the components of the dossier in accordance with the provisions of the Law on Promulgation of Legal Documents, ensuring the best quality of the draft and documents in the dossier. Strengthen methods of collecting substantive and effective opinions, fully explain the opinions and suggestions of agencies, organizations and subjects affected by the document.

Focus on reviewing project and draft content with relevant legal documents to promptly detect and handle conflicts and overlaps with current regulations and documents expected to be issued.

Regarding the preparation and submission of draft laws, the Prime Minister emphasized that these are important draft laws with many complex and sensitive contents, wide scope, great impact, and are of interest to public opinion and the business community.

Therefore, it is required that ministers assigned to preside over draft laws focus resources, direct, and ensure the quality and progress of submitting draft law documents in accordance with regulations.

The Ministry of Justice urgently completes the Government's submission and the Government's draft proposal on the law and ordinance development program for 2025, adjusts the law and ordinance development program for 2024, and reports to the Government for submission to the National Assembly Standing Committee before March 1.

Speed ​​up the drafting and completion of documents to be submitted to the Government and the Prime Minister for Government decrees and Prime Minister's decisions to implement laws and ordinances that take effect from January 1, striving to complete them in February.

Urgently complete and submit to the Government and Prime Minister for consideration and promulgation before May 15 documents detailing the implementation of laws and ordinances that take effect from July 1 to avoid creating legal gaps due to delayed promulgation of detailed documents.

Urgently issue detailed circulars and documents guiding implementation, standards under the authority and responsibility of ministers, heads of ministerial-level agencies to promptly guide the creation of a complete, unified, and convenient legal framework for people and businesses, especially documents related to bidding, procurement of drugs and medical supplies; construction unit price norms, highway standards, etc.

The Ministry of Justice and the Government Office proactively monitor and urge the completion of draft laws, ensuring progress and quality; promptly report to the Prime Minister on arising issues.
