Vinh Long Provincial Party Committee has just issued Official Dispatch No. 3727-CV/TU to implement Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo and Secretariat.
Pursuant to Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, the Standing Committee of the Provincial Party Committee requests the Party Committees under the Provincial Party Committee, district Party Committees, town Party Committees, and city Party Committees to lead and direct the implementation of the following contents:
1. Focus on implementing and disseminating Conclusion 127-KL/TW, dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, raise awareness among Party committees, Party organizations and cadres, Party members, civil servants and public employees, create unity of will and action in the entire political system and consensus of society on the policies and conclusions of the Central Committee in implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the provincial political system to be compact, operate effectively and efficiently". Assign the Provincial Party Committee's Propaganda and Mass Mobilization Commission to monitor, orient and guide propaganda work to create unity of action in the entire political system and consensus of the people.
2. The leaders temporarily suspend the organization of Party congresses at the commune level (commune, ward, town, including grassroots Party committees, grassroots Party committees directly under district, town, city Party Committees) and district level (district, town, city) until there is a new policy from the Central Committee. For grassroots Party committees, grassroots Party committees directly under the Party Committee of the Provincial Party Agencies, the Provincial People's Committee Party Committee organizes the congress according to the schedule of the two Party Committees.
3. Assign the Provincial Party Committee to preside over and coordinate with district, town, city and relevant agencies to proactively develop a project to merge commune-level administrative units for the period 2026 - 2031 according to the policies, orientations and regulations of the Party, State and the actual situation of the locality, ensuring that the commune-level administrative units after the merger are implemented smoothly, synchronously, interconnectedly, continuously, and effectively perform new tasks in the new period.
4. Assign the members of the Standing Committee of the Provincial Party Committee in charge of districts, towns and cities to monitor, direct and urge the district, town and city Party Committees to implement Conclusion No. 127-KL/TW of the Politburo, the Secretariat and this Official Dispatch. In the process of implementation, if there are any difficulties or problems, the Party Committees under the Provincial Party Committee, district, town and city Party Committees shall promptly report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Board) for guidance.
Previously, the Standing member of the Secretariat, Tran Cam Tu, signed and issued Conclusion 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system. The Politburo requested to develop a project to merge a number of provincial-level administrative units, not organize at the district level, and continue to merge commune-level administrative units to submit to the Central Executive Committee (through the Central Organization Committee) before April 7.
According to Conclusion 127, the Politburo and the Secretariat requested to temporarily suspend the organization of Party Congresses at the commune and district levels. After the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance.
