(TN&MT) - Deputy Prime Minister Tran Hong Ha said that with a strong apparatus, innovative thinking and a high sense of responsibility, the Ministry of Agriculture and Environment will be the driving force to help the country develop strongly and rise up, not only striving to achieve double-digit GDP growth but also ensuring a prosperous and happy Vietnam for future generations.
On March 1, 2025, at the Ceremony to announce the National Assembly's Resolution on the establishment of the Ministry of Agriculture and Environment, Deputy Prime Minister Tran Hong Ha delivered an important speech, sending congratulations to all leaders, cadres, civil servants, public employees and workers of the Agriculture and Environment sector.
Deputy Prime Minister Tran Hong Ha pointed out that this is an important milestone, marking the establishment and official operation of the Ministry of Agriculture and Environment, a new administrative apparatus with a wide scope of management, covering many essential areas in the economy and society.
Deputy Prime Minister Tran Hong Ha expressed his deep gratitude for the efforts of agencies and units in the process of merging, perfecting the apparatus and building the direction of operation for the new apparatus. According to the Deputy Prime Minister, the establishment of the Ministry of Agriculture and Environment is not only an organizational change but also an opportunity to innovate the management method, reform the mechanism and improve the effectiveness of state management, thereby meeting the development requirements of the country in the new period.
The Deputy Prime Minister affirmed that the Ministry of Agriculture and Environment will face many challenges but also open up many new opportunities. The Ministry will manage a large scope, including 25 areas from agriculture, forestry, fisheries to natural resource management, land, water resources, sea and island, environmental protection, and climate change response. Therefore, innovation in the Ministry's operating mechanism is an urgent requirement. The Deputy Prime Minister emphasized that the Ministry of Agriculture and Environment not only needs to promote the improvement of institutions and policies but also needs to improve its capacity to develop and implement policies in each specialized field, such as agriculture, rural areas, natural resources and environment.
In particular, Deputy Prime Minister Tran Hong Ha pointed out that one of the key tasks of the Ministry is to build a scientific, modern and practical management mindset. "We need to form a new management mindset, not just a change in organization but also a change in approach and management methods," he said. According to the Deputy Prime Minister, this transformation cannot be done only in theory but must be strongly implemented in practical management work, from inspection and examination to the application of science and technology and innovation in industry management and development.
The Ministry of Agriculture and Environment will have to play an important role in addressing urgent issues such as environmental pollution, water pollution, and effective management of land, water, and forest resources. The Deputy Prime Minister said that these issues cannot be solved by conventional administrative directives but require a comprehensive approach, based on data, technology, and the participation of the entire political system. The Deputy Prime Minister also emphasized that poverty reduction and improving the lives of rural people, especially the 60% of the population living in rural areas, is a key priority.
"Ensuring sustainable agricultural development not only helps increase people's income but also lays the foundation for the country's sustainable development," Deputy Prime Minister Tran Hong Ha affirmed. This is a decisive factor, contributing to the country's comprehensive development, while helping Vietnam integrate more strongly into the global economy.
An important point in the Deputy Prime Minister's speech was the emphasis on management responsibilities between the central and local levels. He emphasized that there should be a clear division of labor and avoidance of overlapping tasks to achieve the highest efficiency in industry management and development. This will help improve the efficiency of management, supervision and effective implementation of policies.
Regarding tasks in the new situation, the Deputy Prime Minister requested leaders, civil servants, public employees and workers of the Ministry of Agriculture and Environment to focus on reviewing and perfecting policies and action plans to avoid interruptions and contribute to the sustainable growth target of 2025. Each individual and unit must be assigned clear tasks, promote the application of science and technology, innovation, improve organizational capacity and build a team of cadres with innovative thinking, scientific and professional work.
Deputy Prime Minister Tran Hong Ha expressed his confidence in the new apparatus of the Ministry of Agriculture and Environment and his expectation for a stronger and more sustainable development period for Vietnam's agriculture and environment. With the tasks assigned to the Ministry in the coming time, the Deputy Prime Minister gave a "compassion" to the Ministry's leaders that they must always seek and think of solutions to achieve the double-digit growth target in the following years and "think about the happiness index of the people".
