(NLDO)- The agency investigating aircraft incidents and accidents will be a new unit or an interdisciplinary coordination organization, initially under the Ministry of Construction or the Government.


That is the direction of Deputy Prime Minister Tran Hong Ha, Chairman of the National Civil Aviation Security Committee, stated in the Notice of Conclusion of the Conference summarizing the work in 2024 and the direction and tasks in 2025 of the National Civil Aviation Security Committee.

Accordingly, the Deputy Prime Minister concluded that we are currently only checking and controlling security and safety within the aircraft and airport, and there is no data on subjects participating in air transport when outside the airport to have appropriate measures to ensure aviation security. We need to promote the achievements that have been made, thoroughly overcome the shortcomings before May 2025 for the work that has not been done yet such as: Checking the work of ensuring network security, information system safety, data, and operations at aviation units; assessing the need for aviation security equipment in the airport system; proposing infrastructure, technology, and human resources; developing a plan to practice situations of unmanned aerial vehicles illegally entering, being attacked by cyberattacks and taking over flight control; and taking measures according to ICAO's recommendations on establishing an Aircraft Incident and Accident Investigation Agency.

Regarding the Aircraft Accident Investigation Agency, the Deputy Prime Minister requested the Ministry of Construction to direct the Civil Aviation Authority of Vietnam to preside over research, receive opinions from relevant agencies, and propose that this Agency is not part of the Civil Aviation Authority of Vietnam, is a new unit or an inter-sectoral coordination organization (including an investigation department, a technical department), and in the initial phase is directly under the Ministry of Construction or directly under the Government. The Ministry of Construction will report to the Prime Minister in March 2025.

In the coming time, the Deputy Prime Minister requested the Ministry of Construction to coordinate with the Ministry of Public Security in directing the Civil Aviation Authority of Vietnam to review and update regulations on aviation security; propose to fully supplement the functions and tasks of the Aviation Security Committee and Aviation Authorities into relevant Laws and Decrees to determine responsibilities, in accordance with the tasks and positions as well as international regulations that Vietnam participates in; direct research and propose amendments to the Law on Aviation of Vietnam to be submitted to the Government in May 2025.

The Ministry of Public Security, the Ministry of Construction, the Vietnam Airports Corporation and relevant agencies coordinate, agree on methods, and simultaneously carry out tasks with the goal of transferring all functions, tasks, human resources, equipment, etc. on aviation security, to be completed before March 1, 2025, with the goal of ensuring aviation security is a regular, continuous task that cannot be interrupted, and at the same time, build appropriate mechanisms and policies so that the aviation security force, upon transfer, has a stable income, equal to or higher than before.

After receiving the functions, tasks and aviation security forces, the Ministry of Public Security proposed a plan to improve them to meet the requirements of the task; reviewed and studied the addition of anti-terrorism and anti-crime functions to the Aviation Security Committee.

The Ministry of Construction directed the Civil Aviation Authority of Vietnam to review and assess the current status of aviation security equipment at airports. The Ministry of Public Security coordinated with Vietnam Airports to review and inspect the investment process of aviation security equipment at airports.

The Deputy Prime Minister assigned the Ministry of Public Security to be responsible for assigning and decentralizing the management of aviation security tasks at the local level.

The Ministry of Construction directed the Civil Aviation Authority of Vietnam, Vietnam Air Traffic Management, and Vietnam Airports to study and propose to the Prime Minister in the process of amending the Law on Vietnam Aviation to resolve identified issues of insecurity and flight safety such as: unmanned aerial vehicles, fireworks, control of birds and wild animals, etc.

The Ministry of Public Security studies international experience and proposes the establishment of a secure, shareable, and locally connected aviation security information database; responsible for counter-terrorism work. The Deputy Minister of Public Security, Vice Chairman of the Aviation Security Committee, is assigned to direct the development of a plan for counter-terrorism drills due to illegal intrusion by unmanned aerial vehicles and cyber attacks that take over flight control; the Ministry of National Defense directs its subordinate units to coordinate in the process of developing and implementing the drill plan.

The Ministry of National Defense coordinated with the Ho Chi Minh City People's Committee, the Civil Aviation Authority of Vietnam, and Vietnam Airports Corporation to ensure aviation safety and security during the training in preparation for the 50th anniversary of the liberation of the South and national reunification.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to inspect and evaluate network security and safety at the Vietnam Air Traffic Management Corporation and report to the Prime Minister before March 15, 2025. The Vietnam Air Traffic Management Corporation shall proactively coordinate with relevant ministries, branches and agencies in the inspection and remediation process (if any) to enhance security and safety.
