Strengthening the National Assembly and Government personnel

The National Assembly elected Mr. Vu Hong Thanh, Chairman of the Economic Committee of the National Assembly, and Mr. Le Minh Hoan, former Minister of Agriculture and Rural Development, as Vice Chairmen of the National Assembly.


At the 9th Extraordinary Session, the 15th National Assembly elected 2 Vice Chairmen of the National Assembly, 6 Chairmen of National Assembly Committees; approved the appointment of 2 Deputy Prime Ministers and 4 Ministers.

Continuing the 9th extraordinary session, on February 18, the National Assembly (NA) voted to elect the Vice Chairman of the 15th NA and members of the 15th National Assembly Standing Committee (NASC); approved the Prime Minister's proposal on the appointment of Deputy Prime Ministers, Ministers and other members of the Government for the 2021-2026 term.

The government has 25 members.

The resolution on the organizational structure and number of members of the Government for the 15th National Assembly term was passed by the National Assembly on February 18 with a high number of votes in favor.

After streamlining the apparatus, the Government of the 15th National Assembly term consists of 25 members, including Prime Minister Pham Minh Chinh, 7 Deputy Prime Ministers, 14 ministries and 3 ministerial-level agencies. Compared to before the reorganization, the Government had 27 members with 18 ministries and 4 ministerial-level agencies. Of which, the Government established 6 new ministries on the basis of consolidation.

Specifically, the 7 Deputy Prime Ministers include: Nguyen Hoa Binh (Permanent Member), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son (also Minister of Foreign Affairs), Mai Van Chinh and Nguyen Chi Dung. Of which, Mr. Mai Van Chinh and Mr. Nguyen Chi Dung were approved by the National Assembly for appointment on February 18.

The National Assembly also passed a resolution approving the appointment of four ministers of four newly established ministries after the reorganization and merger. Specifically, the Ministry of Construction was established on the basis of merging the Ministry of Construction and the Ministry of Transport, basically inheriting the functions and tasks assigned to the two ministries. The functions and tasks of state management of testing and granting of road motor vehicle driving licenses were transferred to the Ministry of Public Security. Mr. Tran Hong Minh, Minister of Transport, was approved to be appointed as Minister of Construction.

The Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, basically inheriting the functions and tasks assigned to the two ministries and taking over the task of state management of poverty reduction from the Ministry of Labor, Invalids and Social Affairs. Mr. Do Duc Duy, Minister of Natural Resources and Environment, was approved to be appointed as Minister of Agriculture and Environment.

The Ministry of Science and Technology was established on the basis of merging with the Ministry of Information and Communications, basically inheriting the functions and tasks assigned to the two ministries. The functions, tasks, and organizational structure of press and publishing management were transferred from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism. Mr. Nguyen Manh Hung, Minister of Information and Communications, was approved to be appointed as Minister of Science and Technology.

The Ministry of Ethnic Minorities and Religions was established on the basis of the current Ethnic Minorities Committee and took over the functions, tasks, and organization of the state management apparatus on religion from the Ministry of Home Affairs. Mr. Dao Ngoc Dung, Minister of Labor, Invalids and Social Affairs, was approved to be appointed as Minister of Ethnic Minorities and Religions.

With the two newly established ministries retaining their old names, the current ministers will take charge of their heads. Specifically, Ms. Pham Thi Thanh Tra, the former Minister of Home Affairs, will continue to be the new Minister of Home Affairs after merging the Ministry of Labor, Invalids and Social Affairs with the old Ministry of Home Affairs. Mr. Nguyen Van Thang, the former Minister of Finance, will continue to be the new Minister of Finance after merging the Ministry of Planning and Investment and the old Ministry of Finance.

In addition to the new ministries, the Government's organizational structure maintains the ministries and ministerial-level agencies, including: the Ministry of National Defense with General Phan Van Giang as Minister; the Ministry of Public Security with General Luong Tam Quang as Minister; the Ministry of Justice with Mr. Nguyen Hai Ninh as Minister; the Ministry of Industry and Trade with Mr. Nguyen Hong Dien as Minister; the Ministry of Culture, Sports and Tourism with Mr. Nguyen Van Hung as Minister; the Ministry of Foreign Affairs with Deputy Prime Minister Bui Thanh Son as Minister; the Ministry of Education and Training with Mr. Nguyen Kim Son as Minister; the Ministry of Health with Ms. Dao Hong Lan as Minister; the Government Office with Mr. Tran Van Son as Minister and Chairman; the Government Inspectorate with Doan Hong Phong as Inspector General; the State Bank of Vietnam with Ms. Nguyen Thi Hong as Governor.

The National Assembly also approved the dismissal of Mr. Nguyen Thanh Nghi from the position of Minister of Construction and Mr. Huynh Thanh Dat from the position of Minister of Science and Technology.

On the afternoon of February 18, at the Presidential Palace, President Luong Cuong presided over the ceremony to announce and hand over the President's decision to appoint Mr. Mai Van Chinh and Mr. Nguyen Chi Dung as Deputy Prime Ministers; Mr. Tran Hong Minh as Minister of Construction; Mr. Nguyen Manh Hung as Minister of Science and Technology; Mr. Do Duc Duy as Minister of Agriculture and Environment; and Mr. Dao Ngoc Dung as Minister of Ethnic Minorities and Religions.

Elect 2 Vice Chairmen of the National Assembly

On the same day, the National Assembly passed a Resolution on the organization of the National Assembly's agencies and a Resolution of the National Assembly on the number of members of the 15th National Assembly Standing Committee (amended), and personnel restructuring. According to the Resolution, the National Assembly Standing Committee has 19 members, including: the Chairman of the National Assembly, 6 Vice Chairmen of the National Assembly, 12 members of the National Assembly Standing Committee - including 8 members who are heads of the Ethnic Council and Committees.

The National Assembly also elected Mr. Vu Hong Thanh, Chairman of the Economic Committee of the National Assembly, and Mr. Le Minh Hoan, former Minister of Agriculture and Rural Development, to hold the position of Vice Chairman of the National Assembly. Thus, after the reorganization, the leadership of the National Assembly includes Chairman of the National Assembly Tran Thanh Man and 6 Vice Chairmen of the National Assembly, including Mr./Ms. Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Vu Hong Thanh, and Le Minh Hoan.

The agencies of the National Assembly include: Ethnic Council; Committee on Law and Justice; Committee on Economy and Finance; Committee on Culture and Society; Committee on National Defense, Security and Foreign Affairs; Committee on Science, Technology and Environment; Committee on People's Aspirations and Supervision; Committee on Delegation Work; Office of the National Assembly. This reduces the number of committees by 4 compared to the present.

The names of the agencies of the National Assembly also changed after the merger, including: the Council of Nationalities, keeping its current name. The Committee on Law and Justice was established on the basis of merging the Committee on Law and the Committee on Justice. The Committee on Economy and Finance was established on the basis of merging the Committee on Economy and the Committee on Finance and Budget. The Committee on Culture and Society was established on the basis of merging the Committee on Culture, Education and the Committee on Social Affairs. The Committee on National Defense, Security and Foreign Affairs was established on the basis of merging and transferring part of foreign affairs work to the Committee on National Defense and Security. The names of the Committee on Science, Technology and Environment and the Office of the National Assembly remained the same as they are now. Two committees under the Standing Committee of the National Assembly were upgraded to committees, including: the Committee on People's Aspirations and Supervision; the Committee on Delegation Work.

After merging the committees, the National Assembly elected members of the Standing Committee of the National Assembly and Chairmen of the committees. Specifically: Mr. Y Thanh Ha Nie Kdam continued to hold the position of Chairman of the Ethnic Council. Mr. Hoang Thanh Tung, Chairman of the Law Committee, was elected to hold the position of Chairman of the Law and Justice Committee.

Mr. Nguyen Dac Vinh, Chairman of the Committee on Culture and Education, was elected as Chairman of the Committee on Culture and Society. Mr. Le Tan Toi, Chairman of the Committee on National Defense and Security, was elected as Chairman of the Committee on National Defense, Security and Foreign Affairs. Mr. Le Quang Huy continues to hold the position of Chairman of the Committee on Science, Technology and Environment. Mr. Duong Thanh Binh, Head of the People's Aspirations Committee, was elected as Chairman of the People's Aspirations and Supervision Committee. Ms. Nguyen Thanh Hai, Head of the Delegation Affairs Committee, was elected as Chairman of the Delegation Affairs Committee. Mr. Le Quang Tung continues to hold the position of Secretary General of the National Assembly and Head of the Office of the National Assembly.

In addition to the Chairman, Vice Chairmen of the National Assembly and leaders of the Committees, the National Assembly Standing Committee has 4 members including: Deputy Secretary of the National Assembly Party Committee Vu Hai Ha (formerly Chairman of the Foreign Affairs Committee); Permanent Deputy Chairman of the Economic and Financial Committee Le Quang Manh (formerly Chairman of the Finance and Budget Committee); Permanent Deputy Chairman of the People's Aspirations and Supervision Committee Le Thi Nga (formerly Chairman of the Judiciary Committee).

Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, was elected as a member of the National Assembly Standing Committee and Chairman of the Economic and Financial Committee. On the same afternoon, the National Assembly dismissed Ms. Nguyen Thuy Anh, former Chairman of the Social Committee, from her position as a member of the National Assembly Standing Committee.

Voting on Resolutions

On February 19, the National Assembly held a plenary session in the hall, voting to pass the Resolutions of the National Assembly on: investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; Piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

The National Assembly also voted to pass the Resolutions of the National Assembly: Special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project; supplementing the socio-economic development plan for 2025 with a growth target of 8% or more; piloting a number of policies to remove obstacles in science, technology and innovation activities... and held the closing session.
