On the afternoon of March 21, Mr. Hoang Van Thach, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, inspected the progress of compensation and site clearance for the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway construction investment project. He was accompanied by leaders of several departments, branches and 2 districts: Thach An and Quang Hoa.
As of March 20, Thach An district has 29/105 households and individuals who have demolished their houses; 15 households are dismantling; 25 households have chosen a date to relocate, and the remaining 20 households have committed to relocate and hand over the site before March 31. Quang Hoa district has 31/85 households relocating and demolishing their houses. Currently, the district is focusing on propaganda and mobilization work, field counting according to the technical design documents; speeding up the preparation and submission of compensation plan estimates.
In the area of 5 communes and towns of Thach An district where the expressway passes through, the procedures for making plans and approving compensation estimates for land acquisition and clearance have been completed for 139 cases of land disputes. For the boundary expansion section, the District Land Acquisition and Clearance Council received the temporary expansion map in the area of 5 communes and towns, with an area of about 61.1 hectares, about 472 households; currently focusing on propaganda and field inspection work. Up to now, the Provincial Traffic Construction Investment Project Management Board is coordinating with relevant parties to speed up the progress of land acquisition and relocation of power line infrastructure works, ensuring the completion of the relocation of 0.4kV, 35kV and 110kV lines in the area of 2 districts: Thach An and Quang Hoa; currently the handover of land according to technical design documents has reached 70.09%.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Van Thach acknowledged, commended and highly appreciated the efforts of the two districts: Thach An and Quang Hoa in carrying out the site clearance work. However, with a large amount of work remaining, he requested that in the coming time, regardless of holidays, localities and units properly implement the Prime Minister's direction to accelerate, be determined and resolute in site clearance of the main route to complete the handover of clean land to the construction unit on March 31. The Provincial Traffic Construction Investment Project Management Board and the construction unit coordinate with the districts to measure and count, speed up the relocation of technical infrastructure for the power line to be completed before April 30. Thach An district strengthens propaganda and mobilization work, grasps the thoughts and aspirations of the people. Review and supplement households and individuals for resettlement lottery as soon as possible. Relevant departments and branches continue to support the district in site clearance, counting and compensation; During the implementation process, regularly update reports, promptly discuss difficulties and problems to resolve. On the construction side, focus on "3 shifts, 4 teams", review capacity, concentrate machinery and equipment to speed up the progress of construction stages.
Previously, Vice Chairman of the Provincial People's Committee Hoang Van Thach and the working delegation inspected the actual progress of dismantling houses of households subject to relocation for site clearance in Na Pa hamlet, Duc Xuan commune and Dong Khe town, Le Lai commune; the construction progress of the National Highway 4A overpass Km54 + 030, Tuc Nga hamlet, Duc Xuan commune.
