Proposal to remove obstacles to continue implementing the Ba Ho Irrigation System project

The Quang Tri Provincial Investment and Construction Project Management Board (PMU) has just sent a document to the Provincial People's Committee reporting on the implementation status and proposing a number of issues to remove obstacles to continue implementing the Ba Ho - Ban Chua Irrigation System project (abbreviated as Ba Ho - Ban Chua Project).

Accordingly, the project has been extended by the Provincial People's Committee to June 30, 2025, but has not yet been approved to adjust the investment policy, supplement the budget of over VND 4,765.2 million to adjust the feasibility study report, design construction drawings, construction contracts and implement construction to complete the handover and put into operation.

Therefore, the Provincial Investment and Construction Project Management Board proposed the Provincial People's Committee to approve the unit's policy of completing the dossier to adjust the feasibility study report and adjust the construction design to be implemented after the basic design according to the current construction status after satisfactory inspection, submit to the specialized construction management departments for consideration and appraisal to complete the procedures for handing over the project to put it into operation for the projects with design adjustments during the implementation process, including: Dau Binh 1 pumping station, the upstream and downstream protection embankment of Vinh Dai pumping station, the construction and management route and the reservoir bed restoration route of the Ban Chua 1 dam system in Cam Lo district.

For the construction volume after December 31, 2021, about more than 3,000.6 million VND, including the following projects: Tan Xuan Pumping Station, Quat Xa 2, My Hoa and the construction and management route of the Ban Chua 1 dam system, the Provincial People's Committee is requested to give the unit the policy of acceptance and payment according to regulations, summarize the implemented costs and propose adjustments to the project investment policy.

Regarding the adjustment of the project investment policy, it is proposed that the Provincial Construction Investment Project Management Board synthesize the implemented budget, complete the report proposing the adjusted investment policy, conduct internal appraisal and submit it to the Department of Finance for appraisal.

Regarding the adjustment of contract performance time for construction packages, it is recommended that the Provincial People's Committee extend the contract performance time for the packages until June 30, 2025 to have a basis to continue implementing the next steps and completing the project.

It is known that the Ba Ho - Ban Chua Project has an investment scale of 24 construction items. Up to now, 16 construction items have been handed over to the locality for management and operation. There are 5 completed construction items but are completing documents before handover and 3 construction items have not been completed.

Regarding this project, Quang Tri newspaper has published a series of articles “The messy Ba Ho - Ban Chua Irrigation System Project” reflecting the problem of many items of the project not yet being handed over, or still unfinished with signs of deterioration and damage. Meanwhile, the implementation time as well as the allocated funding for the project have both ended and it cannot be continued.
