On the afternoon of March 20, a working delegation of the province led by Mr. Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, inspected the progress of compensation and site clearance (GPMB) for the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway construction investment project in Quang Hoa district.
Accompanying were leaders and specialized departments of the Departments of Agriculture and Environment, Finance, Construction; and the Provincial Traffic Construction Investment Project Management Board.
The Dong Dang - Tra Linh Expressway (phase 1) through Quang Hoa district is 19.8 km long, the land use area according to the land acquisition records is 173 hectares, about 710 households, 85 houses are affected, about 110 graves must be relocated. To carry out the site clearance work, the district has developed a specific and detailed plan for each locality, each task, along with the implementation progress and clear assignment of responsibilities to each individual and collective, aiming to complete the handover of the site in the first quarter of 2025.
Up to now, the district has handed over the expressway site according to the basic design, paid 2/14 households; advanced compensation and support for 5/5 graves (additional inventory); 10 households and individuals have not received compensation, support and resettlement. Relocated and dismantled 31/62 households, reaching 50%; 7 households have seen the relocation date. Currently, 130.4/173 hectares of housing and garden land have been handed over, reaching 75.4%. For the adjusted and supplemented section, the inventory of 42.5 hectares has been completed, reaching 95.2% of the area (23/23 houses, 8 graves). The district is speeding up the work of making estimates and compensation plans. The inventory of 3 waste disposal sites (No. 01, 02, 03, Tien Thanh commune) has been completed, and the estimate and compensation plan are being made. For the land mine sites, the basic inventory is based on the map serving the site clearance, the inventory volume is agreed with the household, the preliminary estimate is made, and the advance payment of compensation is completed. Regarding the site for the relocation of electrical infrastructure, the inventory, estimate, and advance payment are made for 9/13 110 kV pole locations, reaching 69.2%; the inventory of 20/63 35 kV pole locations, reaching 31.7%.
Regarding resettlement work, the district has completed the construction of Resettlement Area D, Hoa Thuan town, reaching over 90% of the volume, the completed site can be handed over for resettlement to 13 registered households; is carrying out site clearance work, construction bidding procedures for Dong At Resettlement Area, Quang Uyen town.
The district proposes: The Provincial Fatherland Front Committee considers determining beneficiaries according to the effective date of the decision to approve the plan and compensation estimate with housing items; considers adjusting the components of the payment and settlement records to suit the reality; assigns the task to the District Fatherland Front Committee to receive funds and directly pay to households. The investor is requested to provide the district with documents to issue a notice of land recovery for the locations of electrical infrastructure relocation; Construction Joint Stock Company 568 provides documents for land recovery of Binh Linh mine; provides approved maps of Ban Hoan 1 and Ban Hoan 2 mines as a basis for approving compensation estimates and deciding on recovery.
Concluding the inspection, Chairman of the Provincial People's Committee Hoang Xuan Anh acknowledged and highly appreciated the spirit, responsibility, flexible and creative approach of Quang Hoa district in implementing the project's site clearance work. The results increased day by day, showing the drastic participation of the Party Committee, the government and the consensus of the people in the project area. He emphasized: Site clearance work is the key to determining the progress of the project implementation, requesting the district to complete the appraisal of the preliminary estimate of compensation, support and resettlement for the adjusted and supplemented sections. Organize the public disclosure of the estimate, collect opinions, complete approval and payment in March 2025.
Continue to maintain and promote propaganda, mobilization, and mobilization of forces, machinery and equipment at the construction site to support households and individuals to move their houses to temporary housing to hand over the site on schedule. Implement support for temporary housing rental costs, support for households to reclaim their houses from the Provincial Fatherland Front Committee. The district is highly determined, taking more drastic actions, ensuring that by the end of March 2025, the site will be handed over for all locations that investors need for construction in this phase, especially large overpass locations and critical road items of the project's progress.
Chairman of the Provincial People's Committee Hoang Xuan Anh and the delegation visited and met with households whose houses were relocated to clear the land for the project in Hong Dinh 1 and Hong Dinh 4 hamlets (Hanh Phuc commune); Na Da hamlet (Hoa Thuan town); inspected the construction progress of the Hoa Thuan town resettlement area and the highway connecting route to Ta Lung border gate; visited and presented gifts to the Compensation, Support and Resettlement Working Group implementing the project and the Land Fund Development Center, District Land Acquisition and Site Clearance Center.
