Provincial Party Secretary Quan Minh Cuong works with the Department of Culture, Sports and Tourism

On the afternoon of March 20, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, led the delegation to visit and work with the Department of Culture, Sports and Tourism (VH-TT&DL).

Also attending were comrades: Be Thanh Tinh, Standing Committee member, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Trinh Truong Huy, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; leaders of the Department of Finance, Provincial Border Guard Command, Department of Foreign Affairs, and Provincial Literature and Arts Association.

In 2024 and the first two months of 2025, the Department of Culture, Sports and Tourism will focus on implementing the Party's directives and resolutions, the State's policies and laws, and guiding documents of the Ministry of Culture, Sports and Tourism, the Provincial Party Committee and the Provincial People's Committee; seriously implementing and completing the assigned tasks in the Provincial People's Committee's Work Program. The Department of Culture, Sports and Tourism will strive to effectively implement the work plan, tasks and development goals of the industry.

Synchronously and effectively implementing the movement "All people unite to build a cultural life", in 2024, the rate of families meeting cultural standards will be 88.8%, reaching 104% of the plan; the rate of agencies, units and enterprises meeting cultural standards will be 87%; the rate of "Cultural hamlets and residential groups" will be over 83%, reaching 140% of the plan; the rate of hamlets and residential groups with cultural houses will be 97%. The work of preserving and promoting the value of relics and cultural heritage has been given attention and implemented synchronously. Up to now, the whole province has 271 historical - cultural relics and scenic spots, of which 103 have been ranked at all levels, including 3 special national relics, 26 national relics, 74 provincial relics; 2 national treasures. The whole province has 7 intangible cultural heritages included in the National Intangible Cultural Heritage List, in particular, the heritage "Then Practice of the Tay, Nung, Thai people of Vietnam" (Then Ritual Heritage of the Tay people of Cao Bang) was recognized by UNESCO as a representative intangible cultural heritage of humanity.

The mass physical education and sports movement has been widely developed. Up to now, the number of people practicing physical education and sports has increased to 167,132 people/total population in the province, accounting for 30.5%; the number of sports families has increased to 28,813 households/total households in the area, accounting for 20.5%. High-performance sports have received attention for investment and training. In 2024, the province's athletes participated in 31 regional, national and international competitions, winning 258 medals of all kinds (68 gold medals, 83 silver medals; 107 bronze medals); 37 athletes reached national level, making an important contribution to the development of high-performance sports in Vietnam in general and the province in particular.

The tourism - service sector is identified as one of the three breakthrough contents of the province. The planning and investment in tourism and services are of interest. The implementation of tourism planning is in the overall context and in line with the local socio-economic development planning. The construction, conservation and development of geoparks has achieved many positive results, the image of UNESCO Non Nuoc Cao Bang Global Geopark is known to domestic and international friends. In 2024, the total number of visitors reached 1,834,535, down 5.69% over the same period (reaching 83.4% of the annual plan), of which international tourists reached 48,213, up 40.4% over the same period, reaching 48.2% of the annual plan; domestic tourists reached 1,786,322, down 6.51% over the same period, reaching 85.06% of the annual plan. Tourism revenue reached 1,464.3 billion VND, up 9.7% over the same period, reaching 97.6% of the plan. Room occupancy rate reached 46.1%.

The Department proposes: The Provincial Party Committee, People's Council, and People's Committee pay attention to investing and calling for investment in building cultural and sports institutions and special national relics and key tourist sites of the province; for the policy of planning and investing in special national relic sites, especially Pac Bo Special National Relic Site: Special National Relic Site of the 1950 Border Victory Site in Thach An District... Pay attention to and consider allocating funding sources to repair and upgrade offices, stadiums, gymnasiums, swimming pools, dormitories and canteens for athletes at the Provincial Sports and Arts Training and Competition Center; allocate funding for mass sports and high-performance sports activities to meet current realities... Continue to focus on investing in key tourist sites and routes connecting tourist sites in the province. Directing and effectively implementing the program to preserve and promote the value of tangible and intangible cultural heritage, contributing to promoting tourism development. Directing the development and promulgation of preferential and specific policies and mechanisms to develop and invest in the tourism sector; prioritizing the allocation of investment capital for key tourist areas and destinations in the province...

Concluding the working session, Secretary of the Provincial Party Committee Quan Minh Cuong suggested: The Department of Culture, Sports and Tourism advises the provincial leaders to effectively implement programs and activities to celebrate major holidays of the year. Departments, branches and sectors need to have proposals and solutions for the development of culture, sports and tourism of the province. Advise and propose on attracting investment, the Project to develop Cao Bang into a province with the highest happiness index in Vietnam. It is necessary to promote rapid development of tourism in a sustainable direction and preserve the local cultural identity, while creating highlights, differences and unique identities. Focus on promoting the mass sports movement; research, arrange, repair and upgrade offices, stadiums, gymnasiums, swimming pools, dormitories for athletes at the Provincial Sports and Arts Training and Competition Center. Selectively train young talents with real talent in arts and sports activities. Well implement Resolution No. 18/NQ-TW on continuing to innovate and streamline the political system's apparatus to be lean, effective and efficient.
