Review and supplement the planning of the 14th Central Executive Committee

This is one of the contents and tasks stated in Official Dispatch No. 43-CV/BCĐ of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on the Plan to continue restructuring the apparatus of the political system.

This content is prepared for reporting at the 11th Conference of the 13th Central Executive Committee.

According to Official Dispatch No. 43-CV/BCĐ, the Central Organizing Committee is in charge of advising on the development of: Personnel work orientation for the 14th National Party Congress.

Review and supplement the planning of the 14th Central Executive Committee, report to the Politburo to submit to the Central Executive Committee (at the 11th Conference).

Appraise projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee to report to the Politburo.

Also according to Official Dispatch No. 43-CV/BCĐ, the Central Organizing Committee presides over and coordinates with relevant agencies to: Complete the Project on the party organization system at the local level (provincial and grassroots levels).

Complete the draft Regulation of the Central Executive Committee on the implementation of the Party Charter (replacing Regulation No. 232-QD/TW, dated January 20, 2025).

Complete the draft amendments and supplements to Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the 13th Politburo on Party congresses at all levels towards the 14th National Congress of the Party.

Synthesize the projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee to develop a Report and Proposal on the implementation results of Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat, and report to the Politburo to submit to the Central Executive Committee (at the 11th Central Conference).

After the resolution and conclusion of the 11th Conference of the 13th Central Executive Committee, the Central Organizing Committee presided over and coordinated with relevant agencies to: Advise on the issuance of the Resolution and Conclusion of the 11th Central Conference on continuing to reorganize the apparatus of the political system.

Advise on the issuance of the Central Executive Committee's Regulations on the implementation of the Party Charter (to be completed before April 25, 2025). Draft a new Directive to replace Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW (to be completed before April 20, 2025).

Advise the Secretariat to issue Guidelines on a number of specific issues implementing the Party Charter (to be completed before May 15, 2025).

Advise the Secretariat to promulgate regulations on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the provincial, commune, ward, and special zone levels (to be completed before June 15, 2025).

At the 10th Central Conference of the 13th tenure in mid-September 2024, the Central Executive Committee discussed the draft Report summarizing the personnel work of the 13th Party Central Executive Committee and the direction of personnel work of the 14th Party Central Executive Committee.

In the closing session on September 20, 2024, the Central Committee voted to introduce personnel for the Politburo and Secretariat for the 14th term, 2026 - 2031 term, and supplement the planning for the Party Central Committee for the 14th term, 2026 - 2031 term.
