Specifically, in recent days, residents in Giang Van Minh Street (Ba Dinh, Hanoi) discovered small cracks on the street and house walls. Afterwards, residents reported to local authorities and construction contractors for monitoring.
However, on February 27, the crack grew larger.
At 2:00 p.m. on February 27, the investor and contractor held a meeting with the residents to discuss a solution. At 7:00 p.m. on the same day, more than 10 households were suddenly notified of an emergency evacuation to ensure safety, forcing residents to evacuate overnight.

Regarding the above incident, on the morning of February 28, the Hanoi Urban Railway Management Board (MRB) informed the press about the incident.
According to MRB, during the construction of the tunnel section of the Nhon - Hanoi Railway Station metro project, the contractor used a modern geotechnical monitoring system to closely monitor ground displacement and subsidence.
On February 27, data showed that some areas had subsidence exceeding the warning threshold. Given this reality, MRB decided to relocate 11 houses in Lane 7, Giang Van Minh Street to temporary housing.
On February 27, MRB coordinated with local authorities to organize a meeting with residents at Kim Ma Ward People's Committee to discuss and agree on a plan to relocate affected residents.
"The unit will support each household with a total of 16 million VND to ensure a stable life during the temporary residence period. The households all agree with the project's support policy and coordinate closely to create conditions for the project to be implemented on schedule.
During the time the households are temporarily housed, the project will continue to conduct inspections, assessments and find solutions to reinforce the ground to ensure the safety of related structures. This process is expected to last about 1 month" - MRB informed.

According to MRB, before starting construction, the investor required the contractor to purchase third-party liability insurance. As soon as signs of impact were detected, the insurance company conducted a survey, assessment and statistics to compensate for damaged houses, if any.
Previously, at 4:00 p.m. on February 20, during the TBM (tunnel boring machine) excavation process of the Nhon - Hanoi Railway Station metro project, a phenomenon of tunneling additives being sprayed onto the ground surface occurred in the area of lane 7 Giang Van Minh, Kim Ma ward, Ba Dinh district.
The Nhon - Hanoi Railway Station railway line is 12.5km long, including 8.5km above ground and 4km underground.
Construction began in September 2010 and was expected to be completed in 2016. The project's total investment increased from VND18,000 billion to VND34,532 billion.
At 8:00 a.m. on August 8, 2024, the Nhon - Hanoi Railway Station metro line officially began commercial operation of the elevated section from Nhon to S8 Station (Cau Giay), 8.5 km long.
Currently, the underground section of the project from Cau Giay to Hanoi station is still under construction, with no date set for commercial operation.
