The process of streamlining the apparatus has significantly reduced the number of focal points and agencies, in which the organizational structure of the Government for the 2021-2026 term has reduced 5 ministries and branches compared to before, down to 17 ministries and branches (including 14 ministries and 3 ministerial-level agencies). With this "revolution", the goal of saving spending is important, but more importantly, the efficiency, effectiveness and efficiency of the new apparatus will be improved, contributing to the country's further development, first of all, overcoming the middle-income trap, firmly entering a new era - the era of national growth. Therefore, determining the mindset and promoting the new internal strength of the team of cadres, civil servants and public employees is very important.
This is one of the core factors that helps the new apparatus operate in a unified and synchronous manner after a period of reorganization and consolidation of the political system.

The General Secretary emphasized that the key task in the current period and the coming time is to build and implement a comprehensive model of the political system apparatus organization, meeting the requirements and tasks in the new revolutionary period.
“One call, all respond, top and bottom are in agreement, across the board”. Implementing the requirements of the Politburo and the Secretariat, agencies, units and localities have directed strongly and implemented on schedule, without delay, without waiting for the Central Committee, in the direction of “exemplary Party agencies doing things first”.
With specific instructions, after a period of drastic implementation, in the spirit of "running and queuing at the same time", ministries and branches officially operate under the new organizational structure from March 1, 2025.
In a joint effort of the entire political system, so that the new apparatus can operate immediately, the Government promptly issued Resolution 27/NQ-CP at the regular Government meeting in January 2025. The Resolution clearly stated that ministries, agencies and localities, according to their assigned functions, tasks and authorities, must ensure the progress of work related to the reorganization of the apparatus according to the conclusions of the Central Committee, resolutions of the National Assembly, and directions of the Government and the Prime Minister; not to allow the operations of ministries, agencies and local People's Committees to be interrupted or to miss work, especially work directly related to people, businesses, and other relevant agencies, organizations and units. The Government also directed to closely monitor and promptly handle problems and difficulties arising in the process of merging and consolidating agencies; to link the reorganization and streamlining of the apparatus with restructuring the staff and innovating the way of organizing work.
National Assembly Chairman Tran Thanh Man also signed and issued Resolution No. 190/2025/QH15 regulating the handling of a number of issues related to the reorganization of the state apparatus, effective from February 19, 2025. The Resolution determined that the handling of a number of issues related to the reorganization of the state apparatus shall be carried out on the principle of ensuring compliance with the Constitution and ensuring the legal basis for the normal, continuous and smooth operation of agencies; not to interrupt work, not to overlap, duplicate or omit functions, tasks, fields, areas, and not to affect the normal operations of society, people, businesses, etc. In general, the "revolution" of reorganization and organization also aims to form a new, more complete apparatus, in the direction of "streamlining - compactness - strength", operating "effectively, efficiently and effectively" as in the spirit of Resolution No. 18 of the 12th Party Central Committee.
