The Government issued Decree No. 42/2025/ND-CP dated February 27, stipulating the functions, tasks, powers and organizational structure of the Ministry of Health.

The Decree clearly states that the organizational structure of the Ministry of Health includes 20 units:
1. Health Insurance Department.
2. Department of Organization and Personnel.
3. Department of Planning and Finance.
4. Legal Department.
5. Department of International Cooperation.
6. Ministry office.
7. Ministry Inspector.
8. Department of Medical Examination and Treatment Management.
9. Department of Traditional Medicine Management.
10. Department of Drug Administration.
11. Food Safety Department.
12. Department of Infrastructure and Medical Equipment.
13. Department of Science, Technology and Training.
14. Population Department.
15. Department of Disease Prevention.
16. Department of Mothers and Children.
17. Department of Social Protection.
18. Institute of Health Strategy and Policy.
19. National Health Information Center.
20. Health and Life Newspaper.
Thus, the organizational structure of the Ministry of Health has 20 units, including: 17 administrative organizations assisting the Minister in performing state management functions (5 departments; Ministry Office; Ministry Inspectorate; 10 bureaus) and 3 public service units serving the state management functions of the Ministry.
Previously, the organizational structure of the Ministry of Health had 21 units, including: 18 administrative organizations assisting the Minister in performing state management functions (6 departments, the Ministry Office, the Ministry Inspectorate, 10 bureaus) and 3 public service units serving the state management functions of the Ministry.
According to the new organizational structure of the Ministry of Health, there is no longer the Department of Maternal and Child Health; Department of HIV/AIDS Prevention and Control; Department of Preventive Medicine; Department of Health Environment Management.
The Ministry of Health has three new departments: Department of Disease Prevention; Department of Mothers and Children; Department of Social Protection.
Functions and duties of the Ministry of Health
The Decree clearly stipulates that the Ministry of Health performs the function of state management in the following areas: Preventive medicine; medical examination, treatment, rehabilitation; medical examination, forensic medicine, forensic psychiatry; mothers and children; population; prevention and control of social evils (except for drug addiction treatment and post-drug addiction treatment management); social protection; traditional medicine and pharmacy; pharmaceuticals and cosmetics; food safety; medical equipment; health insurance and state management of public services in areas under the state management of the Ministry of Health.
The Ministry of Health develops, promulgates or submits to competent authorities for promulgation regulations on technical expertise, national standards, national technical regulations, economic and technical norms, quality criteria on: medical examination, treatment, out-of-hospital emergency care, blood transfusion safety, nursing, rehabilitation; cosmetic surgery; donation, removal, transplantation of human tissues and body parts, etc.
The Ministry of Health manages the organization, staffing, number of employees, job positions, structure of civil servant ranks, structure of officials by professional title; decides on rotation, transfer, appointment, dismissal, removal from office, resignation, removal from office, secondment, reward, discipline, termination of employment, and retirement.
Implement salary regimes and welfare policies; organize training and fostering for cadres, civil servants, public employees and workers under the management authority of the Ministry of Health according to the provisions of law.
