Early stabilization of the organizational structure

In late February, many young officers at Phu Loc District Police wrote applications to volunteer to work in communes in the area. According to Senior Lieutenant Le Thi Hang Ni, an officer of Phu Loc District Police, not organizing district-level police means that commune-level police will play a more important role in ensuring security and order right at the grassroots level. Realizing that, many district-level police officers, including myself, have proactively written applications to volunteer and register to work at commune-level police to continue to contribute and promote the sense of responsibility of a People's Public Security soldier.

Lieutenant Colonel Dang Van Phuc, Deputy Chief of Phu Loc District Police, said that based on instructions from superiors, the district police have clearly identified which tasks of the district police have been transferred to specialized departments and which tasks have been transferred to commune-level police. From there, preparations have been gradually completed so that when there is an official announcement, all related issues, such as: records, books, officers, etc., will be deployed to promptly transfer progress. The most important thing is not to miss any related issues, especially the area and subjects, to ensure smooth security and order in the area.

Not only at Phu Loc District Police, with the goal of striving for each commune-level police to have 12 officers and soldiers or more to ensure good and comprehensive security and order at the grassroots level, the Party Committee and the Board of Directors of the City Police have directed units to do a good job of propaganda, political and ideological education, and mobilize officers and soldiers working at the district-level police to write voluntary applications to work at the commune-level police. Since then, many young officers have proactively reported to the leaders and commanders of the district-level police, writing voluntary applications to work at the commune police, including the mountainous communes of Phu Loc and A Luoi.

Major Nguyen Phi Hai, Deputy Head of the Personnel Organization Department, Hue City Police, informed: The Personnel Organization Department has reviewed, compiled, and collected the evaluation results for each officer periodically every year and combined with the evaluation opinions of leaders, commanders, and officers to serve the arrangement and streamlining of the apparatus. On that basis, it has advised, arranged, and assigned leaders, commanders, and officers according to their capacity, work experience, and training majors; ensuring that officers can promote their capacity and meet the requirements of tasks in the new situation.

Maintain security and order right from the grassroots

In parallel with arranging and assigning suitable work to the staff, the police of districts, towns and cities are also urgently reviewing and compiling records, professional and technical documents as well as assets, vehicles, equipment, weapons and supporting public services to hand over to the functional departments of the City Police for management according to their authority, ensuring that they are intact and complete. At the same time, thoroughly instructing and directing the police force in communes, towns and professional teams to continue performing their tasks, ensuring that no areas are left empty, no subjects are left out, no cases are missed, and security and order is ensured in the locality.

“The Department of Personnel Organization actively advises the Standing Committee of the Party Committee and the Board of Directors of the City Police to issue plans and guidelines for implementing tasks and solutions in a synchronous and comprehensive manner with high determination. In particular, focusing on promoting political and ideological education for cadres to create consensus and high determination. At the same time, based on the expected assignment, decentralization, and transfer of functions and tasks of the district-level police to the City Police and the commune-level police, proactively propose organizational models and apparatus. The ultimate goal is to build a commune-level police force capable of resolving the situation right from the grassroots level,” said Major Nguyen Phi Hai.

According to information from Hue City Police, the unit will continue to urgently research and propose to the Ministry of Public Security and the City People's Committee to pay attention to and create conditions for the police force to perform public security tasks, especially the newly assigned functions and tasks to ensure smoothness and efficiency. Pay attention to and prioritize increasing resources for the commune-level police, not only in terms of human resources but also in terms of means and facilities, ensuring that this core team can resolve the situation right at the grassroots level; contributing to making the new organization of the police force lean, compact, strong, efficient, effective and efficient.
