The Hanoi People's Committee has just sent a document to units, departments and branches on the implementation of the announcement of the Steering Committee for the management of the city's organizational apparatus and payroll.
Hanoi assigned the Department of Construction to preside over and coordinate with departments, branches and localities to advise and develop a project to manage sidewalks and roads in the city.
Accordingly, Hanoi City requires continuing to review, arrange, and perfect the functions, tasks, and organizational structures of agencies and units; building reasonable allowance levels and incentive regimes for party committee office staff and non-professional positions in communes, wards, and towns.
At the same time, continue to pilot the recruitment of positions of department heads, branch heads, heads of public service units under departments, branches, sectors, People's Committees of districts, towns and public service units under the City People's Committee.
The city also assigned the task of evaluating the operational model of the land fund development center under the People's Committees of districts, towns and cities; reporting to the Government on the model of the urban construction order management team after the end of the pilot.
In particular, the Hanoi People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Transport, the Department of Planning and Investment, the City Police, and the People's Committees of districts, towns, and cities to advise the Standing Committee of the Hanoi Party Committee to issue a directive on inspection and management of sidewalk and road use in the city.
The Department of Construction shall preside over and coordinate with departments, branches and localities to advise and develop a project to manage sidewalks and roads in the city; ensure a systematic, comprehensive, strict, public, transparent and harmonious relationship between security and order and urban economic development, associated with ensuring the livelihood rights of the people; focus on each step by zoning, assess the impact, and proceed to expand the scope of implementation.
The City People's Committee requested relevant agencies to advise and submit to the Standing Committee of the Hanoi Party Committee to issue a directive on inspection and management of sidewalk and road use in the area in June; complete the project in the fourth quarter.
Previously, at the 7th meeting of the Steering Committee for Management of Organizational Structure and Staffing of Hanoi City, Secretary of the Hanoi Party Committee Dinh Tien Dung noted that the city's viewpoint is to continue to strengthen decentralization, authorization, and promote the role of autonomy and self-responsibility of the district and county levels. One of the areas that must be done immediately in this way is the management of sidewalks and roads.
"The previous approach was not fundamental and systematic. The roads and sidewalks of the old quarter must be treated differently from the main roads such as Hai Ba Trung, Ly Thuong Kiet... we must calculate for people to do business, maybe in the evening, on weekends... I suggest that we must develop a separate project that goes deep into urban design, specifically for each area, publicly and transparently, so that people can check, supervise, benefit and implement it in a unified manner. On that basis, we will do it in each area, step by step, and do it strictly and firmly," Mr. Dung emphasized.
