These values are crystallized and exist in the cultural heritages that many previous generations have preserved and passed down, becoming valuable assets of the ethnic communities of Ha Long City in particular, as well as of Quang Ninh Province in general. It is even more honorable and proud when more and more cultural heritages of Ha Long City are honored and affirmed their value at the national and international level.
Mr. Nguyen Ngoc Son, Vice Chairman of Ha Long City People's Committee, said: The city has 96 relics, including national historical and cultural relics, typically: Long Tien Pagoda, Duc Ong Tran Quoc Nghien Temple, Bai Tho Mountain, Hon Gai Church, Loi Am Pagoda, King Le Temple, Man Mountain scenic relic... Especially Ha Long Bay, with an area of 1,553km2 including 1,969 islands, many caves, beautiful sand beaches, Ha Long Bay has been compared by many tourists as a majestic and unique sculpture of nature. With outstanding international values in terms of aesthetic landscape, geology and geomorphology, Ha Long Bay has been recognized by UNESCO twice as a World Natural Heritage and voted as one of the 7 new natural wonders of humanity.

Regarding intangible culture, Ha Long City also has 11 traditional cultural festivals with ancient historical origins, originating from the religious needs of the community, reflecting the living characteristics of agricultural residents, such as ancestor worship, Mother Goddess worship, fertility beliefs, animism beliefs... Along with that, the festival system is preserved, preserving both the rituals - festivals - performances in localities, which have extremely important significance in the spiritual and cultural life of the people, notably the Tran Quoc Nghien Temple Festival, the Le Thai To Temple Festival, the Dao ethnic group's ordination ceremony, Bang Ca village festival, Giang Vong communal house festival, love singing on boats, and dum singing on Ha Long Bay.
In the intangible cultural heritage of Ha Long City, it is impossible not to mention the Coming of Age Ceremony of the Dao Thanh Y people in Bang Ca commune and the New Rice Celebration Ceremony of the Tay people in Dan Chu commune, which have been recognized by the Ministry of Culture, Sports and Tourism as national intangible cultural heritage.
The city has been planning historical and cultural relics space with a harmonious connection between natural landscape, architectural identity (natural capital) and cultural space (cultural capital) to create unique comprehensive tourism resources; planning the system and space of natural heritage, tangible and intangible cultural heritage to serve the development of heritage economy. At the same time, the city also has overall projects for heritage economic development associated with heritage conservation, limiting the frequency of exploiting heritage values for tourism to avoid over-exploitation of heritage; building a public-private partnership mechanism in investing in restoration, renovation and exploitation of heritage for sustainable economic development.

In order to preserve and promote traditional cultural values and intangible cultural heritages in the area, Ha Long City has developed the Project "Ha Long - City of Festivals". The goal is to upgrade the scale of Bang Ca Village Festival and King Le Thai To Temple Festival. In 2025, 5 traditional festivals will be restored and reorganized, including: New Rice Celebration Festival of the Tay people in Dan Chu Commune, Dai Phan Festival of the San Diu ethnic group, Loi Am Pagoda Festival, Cai Lan Temple Festival, and Long Tien Pagoda Festival.
In addition to traditional festivals, the city will organize more modern festivals such as: Sports Sailing and Dragon Boat Racing Festival, Cherry Blossom Festival and Japanese Cultural Week, Motorized Parachute and Paragliding Festival, Full Moon Festival and Artistic Light Show, Ha Long Spring Flower Festival, Flower Festival at Quang La Flower Paradise, Ripe Guava Festival... At the same time, the city will also build a scientific dossier to propose the ranking of national intangible cultural heritage for the Tran Quoc Nghien Temple Festival.

In particular, improving the quality of the achieved advanced new rural criteria, continuing the journey of building model new rural areas in Bang Ca and Dan Chu communes, continuing the work of managing, preserving, and promoting the value of cultural heritage, first of all, speeding up the progress of repairing and completing items at the Dao Thanh Y Cultural Conservation Area to serve the political tasks and cultural and sports activities of the people.
