Nearly 12,000 billion VND to build an elevated road and two major intersections on National Highway 51

On March 24, Dong Nai province leaders worked with departments, branches, and Bien Hoa City People's Committee to listen to the investor, Ho Chi Minh City Infrastructure Investment Joint Stock Company, report on the investment plan for the elevated road along National Highway 51.


The investment location extends from Vung Tau crossroads to Gate 11 intersection under the form of public-private partnership (PPP). The total length is nearly 6km.

Accordingly, after the previous meeting, the investor has completed the plan to deploy the elevated road along Highway 51.

In particular, with the Vung Tau crossroads intersection, the unit proposed choosing the light bulb intersection option for investment and construction to suit the area's site conditions and meet traffic needs well.

With Gate 11 intersection, it is proposed that in phase 1, 2 direct overpasses will be built combined with a roundabout under the bridge to prioritize construction and planning of the intersection according to the completed scale to expand the intersection in phase 2.

For both of these intersections, if the capital allocated for the project is limited, the investment plan can be considered in phases.

As for the elevated road project along Highway 51 from Vung Tau intersection to Gate 11 intersection, the investor proposed the option of building an overpass on the existing road. According to the investor, this is the optimal solution, limiting site clearance and being convenient.

If implemented with this plan, the current width of Highway 51 will be maintained, while at the same time, a 6-lane overpass will be built for the elevated route. Thus, combined with the 8 lanes of the low-lying road, Highway 51 through this section will have a total of 14 lanes. With the proposed plan, according to the investor, the total investment of the project is nearly 12,000 billion VND.

In addition, the investor also reported the investment plan for the intersection connecting Huong Lo 2 with National Highway 51 as well as the plan to connect the elevated route with Bien Hoa - Vung Tau Expressway.

After listening to the report, Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, requested the investor to study and add the intersection of Huong Lo 2 and National Highway 51 to the project. At the same time, the investor will work specifically with departments and branches to receive comments and contributions to complete the project dossier in March 2025.

Next, the Dong Nai Provincial Party Committee will report to the Provincial Party Committee for comments on the project investment plan. After the Provincial Party Committee has comments, the Department of Construction will coordinate with the investor to complete the proposed plan and register to work with the Ministry of Construction on the project investment contents under the PPP method.

At the same time, the Prime Minister reported to the Provincial People's Committee as the competent authority to implement the project investment research.
