Developing science, technology, innovation and national digital transformation is an important breakthrough, a prerequisite and the best opportunity for our country to develop richly and strongly in the new era. History has proven that young people have always been the vanguard force in the cause of building and defending the Fatherland in all different revolutionary stages of the nation. Therefore, Vietnamese youth pioneering the development of science, technology, innovation and national digital transformation was chosen as the theme in the Prime Minister's Youth Dialogue Program in 2025.

Speaking at the opening of the Program, Deputy Minister of Home Affairs Nguyen Thi Ha said that 2024 will mark the development of science and technology, innovation, digital transformation, creating a solid foundation for the digital economy, artificial intelligence, big data and blockchain technology have been widely applied in many fields, helping to improve efficiency and optimize work processes.
The Government and businesses have promoted digital transformation, bringing digital platforms into service management and production, contributing to improving labor productivity and quality of life. The startup and innovation ecosystem has been expanded, attracting the participation of many young talents with breakthrough ideas. These achievements have contributed to creating momentum, promoting economic growth, and enhancing national competitiveness in the digital age.

The Deputy Minister affirmed that this dialogue program is very meaningful for the Prime Minister to listen to the legitimate thoughts and aspirations of young people in studying, starting a business and their aspirations to take charge of plans to develop the country, while at the same time expressing the affection, responsibility and deep concern of the Party and State, and the Prime Minister himself, for young people, in order to further promote the spirit of initiative and creativity of young people in the cause of building and defending the Fatherland.

With a deep and full awareness of the role and responsibility of youth, our Party always pays special attention to youth, wishing to build a generation of Vietnamese youth who are comprehensively developed, have courage, intelligence, great ambition, a spirit of dedication, are not afraid of difficulties and are constantly creative, becoming the force that inherits the glorious cause of the Party and the nation. That is fully demonstrated in the resolutions and directives of the Party; policies and laws of the State. Thereby, it has a profound, positive and effective impact on the development of youth, especially in the context of building a digital society, digital citizens, developing a digital economy, etc.

On this occasion, Prime Minister Pham Minh Chinh presented flowers to congratulate the Central Youth Union Secretariat on the occasion of the 94th anniversary of the founding of the Ho Chi Minh Communist Youth Union.
Opening the dialogue, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and other Party and State leaders, wished the young people good health, happiness, and success, and even more success.

At the dialogue, youth delegates hoped that the Prime Minister would share key issues: the Government's solutions to double the number of Vietnamese enterprises meeting the criteria of Science and Technology Enterprises and the number of innovative startups compared to 2020 as set out in the strategy for science, technology and innovation development.
What breakthrough mechanisms and policies has the Government had and will have to increase the number of students and postgraduates studying in the key fields of mathematics, physics, biology, chemistry, engineering and technology? Vietnam's solutions and roadmap to bring all activities of agencies in the political system to the digital environment, ensuring connectivity, synchronization, and state secrets; information on specific policies to attract, recruit, and retain human resources in science, technology and digital transformation to work in agencies of the political system.
Youth delegates also hope that the Prime Minister will provide more information on the mechanism that allows and encourages research organizations and scientists to establish and participate in operating businesses based on research results. Prime Minister Pham Minh Chinh and leaders of several ministries and branches directly answered each question raised by youth delegates at the dialogue.
Clarifying some questions, Prime Minister Pham Minh Chinh affirmed: to develop stronger and more businesses, we must first develop an ecosystem for businesses to develop, with some important contents. Accordingly, implementing 3 strategic breakthroughs:
Firstly, the institution must be transparent, cut administrative procedures, reduce intermediaries, decentralize, and delegate power, making business registration simple and reducing compliance costs.
Second, developing strategic infrastructure not only creates new development space but also creates new added value of land, creates new industrial, urban, service and tourism zones; especially digital infrastructure, science and technology infrastructure, energy infrastructure, etc. All of this helps reduce input costs, increase product competitiveness and create demand for business development.
Third, training high-quality human resources, improving labor productivity, adapting to emerging industries such as digital economy, green economy, circular economy, sharing economy, knowledge economy, etc.
In addition, we are building a project to develop the private economy with the view that the private economy is the most important driving force in economic development; freeing private enterprises to develop; along with mechanisms and policies, they must be legalized.

Regarding the second question, the Prime Minister frankly admitted that we have not yet comprehensively developed all scientific sectors and fields, in which basic sciences have not developed in accordance with the requirements of national development and the development trends of the times. Therefore, we must have mechanisms and preferential policies, such as honor policies and scholarship policies for students and postgraduates to pursue their passions. The same goes for the fields of social sciences and humanities, sports, culture, and entertainment industry. The spirit is to create the most favorable conditions for each person to pursue their passions, ambitions, and strengths.
At the same time, the Prime Minister affirmed that it is necessary to train a team of teachers with the spirit that the school is the foundation, teachers are the driving force, and students are the center. "If I have a passion for basic science but I have difficulties, it is very easy for me to switch to studying other fields," the Prime Minister emphasized.

Regarding the question of international cooperation, the Prime Minister said that we are promoting deep, substantive and effective integration, including science and technology, innovation and digital transformation. For example, when we call for and attract FDI capital with appropriate mechanisms and policies, we always propose capital investment, technology transfer, human resource training, infrastructure construction, and management capacity improvement. We also propose that countries grant scholarships to Vietnamese students; and build a science and technology network.
According to the Prime Minister, our Party and State have two major goals: to maintain the independence, sovereignty, unity and territorial integrity of the country and to improve the material and spiritual life of the people to become increasingly prosperous and happy. Vietnam has just moved up 8 places in the World Happiness Report, ranking 46th globally, the highest level ever and the second highest in Southeast Asia...
