(Dan Tri) - Hanoi Department of Construction recommends that the city police strengthen the inspection and handling of brokers who declare and submit documents to buy social housing in violation of regulations.
Recently, many social housing projects in Hanoi have been started. Although the investors have not yet organized to receive documents, on groups, many brokers and real estate floors have accepted to do the whole procedure or sell "diplomatic quotas". Depending on the location of the project, brokers offer fees and price differences from hundreds of millions to billions of VND.
Faced with this situation, the Hanoi Department of Construction has issued a document requesting the city police to strengthen the direction of commune-level police (where social housing projects are located) to review and handle brokers who take advantage of receiving declarations, submitting purchase or rental or hire-purchase documents in violation of the law.
"Any fraudulent acts in declaring and confirming social housing records, when discovered, including during post-inspection, will be handled according to current regulations," the Department of Construction stated.
The Department of Construction also recommended that the Hanoi Department of Agriculture and Environment direct the Land Registration Office to guide people in filling out documents confirming their housing conditions conveniently. The People's Committees at the commune level should support people in confirming their housing conditions, income, and preferential loans.
Currently, Hanoi has a social housing project that will accept applications for buying, renting, and leasing apartments from the last quarter of this year, located in the new urban area of Ha Dinh, Tan Trieu commune, Thanh Tri district. The estimated selling price is about 25 million VND/m2. The project has 440 apartments, of which 365 are social housing, and is expected to be completed by the end of 2025.
Two other projects being implemented in Dong Anh district have not yet announced information about the time of receiving documents and selling prices. Of which, Thang Long Green City in the new urban area of Kim Chung started construction in early March with a scale of more than 2,000 apartments. The social housing area in Uy No commune will start construction from the end of 2024.

Previously, Urban Infrastructure Development Investment Corporation UDIC issued a warning about fraud in selling social housing at the social housing project NO1 Ha Dinh (Tan Trieu commune, Thanh Tri district, Hanoi).
UDIC informed that the project started on December 5, 2024. The project is currently under construction, expected to open for sale in the fourth quarter of this year; completed and put into use in the fourth quarter of 2027.
However, recently, some real estate information sites and real estate trading groups regularly post information about opening sales, receiving home purchase applications, consulting, and home purchase deposits at projects that are fake, showing signs of fraud and appropriation of people's money.
The investor consortium affirmed that it did not sign any contracts or authorize consulting, deposit, or housing distribution at the social housing project at land plot NO1 Ha Dinh.
