On the morning of February 28, at the press conference announcing Decree No. 02/2025/ND-CP stipulating the functions, tasks, powers and new organizational structure of the Ministry of Public Security, Senior Lieutenant General Tran Quoc To, member of the Party Central Committee, Deputy Minister of Public Security emphasized that over the years, the Ministry of Public Security has always been highly appreciated by the Politburo, the Secretariat, the Central Committee, the National Assembly, the Government, and local Party committees and authorities, and recognized as an exemplary unit leading the way in implementing the Party and State's policies on political security, especially in the field of reforming the apparatus and staffing of the People's Public Security force.

Since 2017, the Ministry of Public Security has reorganized and streamlined its apparatus three times. Through the previous two reorganizations and streamlinings, the Ministry of Public Security has performed very well, bringing high efficiency; the reduction of the intermediary class has been highly appreciated by the Politburo, the Secretariat, the National Assembly, the Government, and local authorities.

Recently, the Politburo concluded on the summary of Resolution No. 18 to continue streamlining the organizational apparatus, the Ministry of Public Security has proactively implemented the project and was approved by the Politburo. Currently, the People's Public Security force is implementing it in a "running and lining up" manner; at the same time, proactively preparing all the implementation tasks, necessary and sufficient conditions to implement synchronously when Decree No. 02 takes effect on March 1, when the new model of the Ministry of Public Security comes into operation.

According to Senior Lieutenant General Tran Quoc To, the Ministry of Public Security does not encourage officers and soldiers to retire early, but officers and soldiers who voluntarily request to retire early will be resolved according to regulations.

"If you ask to resign, we do not encourage it, but if it is reasonable, we will resolve it," said Senior Lieutenant General Tran Quoc To.

Regarding the arrangement of cadres, in case the head of a department or the head of a district police department is not old enough to participate in the Party Committee according to regulations or is not old enough to be re-elected, a young person will be arranged to sit in that position.

Regarding the reception of the task of state management and implementation of aviation security from the Ministry of Transport, the Ministry of Public Security assigned the Immigration Department as the unit in charge of advising and implementing; assigned the Immigration Department of the Public Security of 17 provinces and centrally-run cities with airports to perform the task of state management and directly organize the implementation of aviation security work in the locality.

At the press conference, answering the question about whether people who have had cosmetic surgery, facial surgery... have encountered difficulties when entering and exiting the country in the past, Colonel Nguyen Ba Tuan, Deputy Director of the Immigration Department, said that in the work of controlling passports and documents, facial errors have always been warned in advance.
