The Minister of Industry and Trade signed a Decision on regulating the functions, tasks, powers and organizational structure of the Department of Industrial Safety Techniques and Environment.
On February 28, the Minister of Industry and Trade signed Decision No. 535/QD-BCT on regulating the functions, tasks, powers and organizational structure of the Department of Industrial Safety Techniques and Environment.
Location and function
The Department of Industrial Safety Techniques and Environment is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister of Industry and Trade in state management and law enforcement in the field of safety and environmental protection in industry and trade, including: Electricity, coal, oil and gas, new energy, renewable energy, chemicals, industrial explosives, mechanical industry, metallurgy, mining and mineral processing industry, consumer industry, food industry, supporting industry, environmental industry, high-tech industry; industrial clusters, small-scale industry; organizing and managing public service career activities in the field and scope of management of the Department according to the provisions of law and decentralization and authorization of the Minister of Industry and Trade.
The Department of Industrial Safety Techniques and Environment has legal status, its own seal and account according to the provisions of law. Its operating expenses are provided by the state budget and from other sources according to the State's regulations.

Duties and powers
Develop and submit to the Minister for approval strategies, plans, programs, projects, proposals, and specialized management regulations on safety, environmental protection, and environmental industry under the management authority of the Ministry of Industry and Trade.
Develop and submit to the Minister for promulgation or submit to competent state management agencies for promulgation legal documents, mechanisms, policies, standards, technical regulations, regulations on safety, industrial explosives, environmental protection, environmental industry in all fields according to the functions and management authority of the Ministry of Industry and Trade.
Direct, disseminate, guide and organize the implementation of legal documents, standards, technical regulations, regulations on safety, industrial explosives, environmental protection and environmental industry according to the functions and management authority of the Ministry of Industry and Trade.

Department Leaders
The Department of Industrial Safety Techniques and Environment is led by a Director and Deputy Directors.
The Director and Deputy Directors are appointed, dismissed, rewarded and disciplined by the Minister in accordance with the provisions of law.
The Director prescribes the functions, tasks, powers and organizational structure of the units under the Department, and promulgates the Regulations on organization and operation of the Department according to the management decentralization of the Ministry.
The Director appoints, dismisses, transfers, rotates, rewards, and disciplines department-level or equivalent staff of the Department according to the provisions of law and the decentralization of personnel management of the Ministry of Industry and Trade.
The Director is responsible to the Minister and before the law for all activities of the Department; the Deputy Director is responsible to the Director and before the law for the assigned areas of work.
Effectiveness and responsibility for implementation
This Decision takes effect from March 1, 2025 and replaces Decision No. 2636/QD-BCT dated December 2, 2022 of the Minister of Industry and Trade stipulating the functions, tasks, powers and organizational structure of the Department of Industrial Safety Techniques and Environment.
The Chief of the Ministry's Office, the Chief Inspector of the Ministry, the Directors of Departments, Bureaus and Heads of relevant units are responsible for implementing this Decision.
