How are the Customs Department and 20 regional Customs Branches organized?

ANTD.VN - The Ministry of Finance has just issued Decision No. 382/QD-BTC dated February 26, 2025, stipulating the functions, tasks, powers, and organizational structure of the Customs Department.

Accordingly, the Customs Department is organized from the central to the local level according to a three-tiered model.

Specifically, the Customs Department has 12 units at the central level, including: the Office; the Legal Affairs Department; the Personnel and Organization Department; the Inspection and Auditing Department; the Finance and Administration Department; the Customs Supervision and Management Department; the Customs Tax Operations Department; the Risk Management Department; the Information Technology and Customs Statistics Department; the Customs Inspection Sub-Department; the Anti-Smuggling Investigation Sub-Department; and the Post-Clearance Inspection Sub-Department.

These organizations are administrative bodies that assist the Director of the Customs Department in performing the functions of state management.

The Office, the Customs Information Technology and Statistics Department, the Customs Inspection Sub-department, the Anti-Smuggling Investigation Sub-department, and the Post-Clearance Inspection Sub-department have legal personality, their own seals, and are authorized to open accounts at the State Treasury in accordance with the law.

The teams under the Customs Inspection Sub-Department; the Anti-Smuggling Investigation Sub-Department; and the Post-Clearance Inspection Sub-Department have their own seals as prescribed by law.

The local Customs Office is organized into 20 zones. Details are as follows:

The Ministry of Finance's decision stipulates that regional customs branches should be organized with an average of no more than 8 offices, departments, or operational teams per regional customs branch.

Customs offices at border crossings/outside border gates are under the jurisdiction of the regional Customs Sub-department.

The number of border/non-border customs units shall not exceed 165. Border/non-border customs units shall not organize internal units and shall operate on a specialist basis.

This decision shall take effect from March 1, 2025.
